Grady Way Renton, WA 981057 por@rentonwa.gov RE: Longacres Campus Master Plan, LUA25-000100, SA-M, ECF / PR23-000147 Scoping Comments To Whom it May Concern, We are writing on behalf of Alaska Airlines, Inc. (“Alaska Airlines”), which owns property at 1301 SW 16th St. (Lots 2423049055 and 2423049022 on the Longacres campus), to provide comments in response to the EIS Scoping Notice for the Longacres Campus Master Plan, dated June 2, 2025. Alaska Airlines reserves the right to develop on its parcels and does not want adjacent parcel development to impact its development rights or potential. Alaska therefore requests that the SEPA EIS consider the impact on adjacent parcel development and mitigate any impact on Alaska Airlines’ future development potential. Importantly, Alaska Airlines requests that its parcels be removed from the “SITE” identified on the map within the City’s Notice of Environmental Determination and future SEPA documents. The list of parcels identified does not include Alaska Airlines’ parcels, and Alaska Airlines requests that remain consistent in future SEPA documents. Alaska Airlines also suggests that the forthcoming EIS includes a review of the following issues, among others: Noise: Evaluate noise impacts from the Longacres development on Alaska Airlines’ property, including noise impacts from any proposed music venue. Parking: Assess the potential for parking overspill from activities on the Longacres campus. HOA: Address the potential impacts of the proposed development on the other parcels within the Longacres HOA. The HOA governing documents state that development and entitlements cannot adversely impact the rights of other owners within the HOA to develop and use their property. Traffic: Review anticipated transportation impacts associated with the Longacres development, including impacts to Longacres Dr SW, SW 16th Street, Oakesdale Ave SW, access to I-405 and I-5, and cumulative impacts of future development. Construction Disruption: Review impacts to other HOA owners and the public related to the proposed construction. Utilities: Review impacts to the availability of utilities to other HOA owners as utility capacity on the Longacres campus are currently finite. In addition, review impacts to other HOA owners that result from running utilities to each of the Longacres sites given that utilities must originate from the northernmost point of the Longacres campus. Alternatives and Mitigation Measures: Review alternatives and mitigation measures that may enhance the Longacres campus for the HOA owners and the public. In addition, consider the impact to existing contractual agreements between Unico and Alaska Airlines that require Unico to use diligent, good faith, and reasonable efforts to minimize impacts to Alaska Airlines’ property related to Unico’s development. Alaska Airlines requests to be a party of record and be notified of any developments and decisions related to this project.
