(Haley & Aldrich) is pleased for the opportunity to submit this proposal to support the City of Renton in fish relocation for the Maplewood and Madsen Sediment Basins in Renton, Washington, for the 2025 and 2026 construction seasons. Our proposal is supported by our review of the documents you provided and our past work conducting similar fish salvage efforts to support construction activities in the Maplewood and Madsen Sediment Basins. We understand you require fish relocation services for the Maplewood and Madsen Sediment Basins in order to dredge and maintain these facilities. At the request of the City of Renton, we have broken down the cost of the following tasks by year to facilitate budget tracking. Each of the below tasks will be conducted in 2025 and 2026. We propose to undertake the following services: Task 1 – Project Management This task includes tracking the project budget and invoicing. It also involves the pre-construction meeting, status updates, scheduling conversations, and emails with the City of Renton and their selected construction contractor. Task 2 – Fish Relocation The City of Renton is dewatering the Maplewood and Madsen Sediment Basins for routine dredging of accumulated sediments. As part of this project, live relocation of fish during dewatering of the basins is required. Haley & Aldrich biologists will work and coordinate with the City’s selected contractor during project dewatering and capture, identify, count, measure, and release fish downstream from the dewatered locations in Maplewood Creek. Exhibit A-2           City of Renton May 15, 2025 Page 2 Haley & Aldrich will be responsible for providing nets, buckets, aerators, a backpack electrofisher (if necessary), and all labor needed to capture and keep the fish alive while performing the fish relocation. All fish will be relocated and transferred downstream before the end of the day. Task 3 – Project Summary Reporting We will also prepare a combined project summary letter report to the City of Renton detailing our methods and results with recommendations for future similar work efforts. The letter report will include a table with fish species and total number of fish relocated. The letter will be provided to the City no later than September 30th in any given year. Assumptions yy Cost assumptions include 6 hours for mobilization/demobilization (per site) and one 12-hour day of fish relocation for three Haley & Aldrich biologists at each Maplewood and Madson Sediment Basins. One additional supervisory biologist will be on site for 6 hours during the fish relocation. See Exhibit C-2 for cost estimate detail. y The contractor will follow the necessary permit provisions to conduct the project, including the Department of the Army and Hydraulic Project Approval (HPA) permits. Estimated Cost For your present budget purposes, we estimate the total cost of services under a time-and-materials basis as $49,740. A summary of estimated costs for 2025 and 2026 can be found in Table 1 and Exhibit C-2. Table 1. If acceptance and authorization to proceed are not received within that period, we reserve the right to renegotiate the estimated costs, schedule for completion, and scope of services. When accepted by you, this proposal together with the attached Terms and Conditions will constitute our Agreement.
