Refer to this video for any exact quotations or for an exact sequence of events. The following is a summary of the events: On 06/24/2025, 1 was working as a uniformed Police Officer for the city of Renton. I was wearing a fully marked uniform and driving a fully marked vehicle. At approximately 1830, 1 was dispatched to hit and run report that occurred at NE 10th St and Duvall Ave NE, within the city of Renton, King County, state of Washington. I contacted the victim at QFC, 4800 NE 4th St. The victim was identified via WA DOL as TSOGBUYAN DAVAADORJ (DOB: 05/29/1991)and the victim's vehicle was identified as 2006 FORD MUSTANG (WA: BZT7784). Davaadorj reported that his juvenile son was also in the vehicle. Davaadorj verbally identified his son as KHANJARGAL TSOGBUYAN (DOB: 08/28/2013). Davaadorj identified the suspect vehicle as 2009 FORD F150 (WA: D77960E). In summary, Davaadorj was traveling eastbound on NE 10th St and approaching Duvall Ave NE when the F150 rear-ended Davaadorj's Mustang. The driver of the F150 then drove around Davaadorj and yelled obscenities at Davaadorj. The F150 continued southbound on Duvall Ave NE. Davaadorj followed closely behind the F150 and called 911 to report the incident. Davaadorj watched as the F150 drove into the QFC parking lot and quickly leave to lose Davaadorj. At this point, Davaadorj was directed by the 911 Call Receiver to stop following. Davaadorj advised that neither he nor his son were injured in the collision. I examined Davaadorfs vehicle and observed minor scuff marks to the rear bumper. I also observed a loose right exhaust pipe. I took photos of the damage and later uploaded them to Evidence.com. Davaadorj estimated it would cost approximately$2500 to repair the damage. Davaadorj described the driver as a white male, approximately 18-25 years of age, average build with short/shaved black hair. Davaadorj advised that he would be able to identify the driver, and he wished to purse charges. I advised Davaadorj that I will attempt to identify the suspect and conduct a photo montage at a later date. In parting, I provided Davaadorj with a business card and the case number. I conducted a records check on the F150 and the vehicle returned to MICHAEL LOUIS MANN (DOB: 09/03/1995). Michael's DOL physicals reveal a white male, with an average build, and short/shaved hair. Michael is close to the described age range, and he appears young in his DOL photo. Based upon the totality of the circumstances, I have reasonable suspicion to believe that Michael committed the hit and run collision. Date/Time: 06/25/2025 02:37 Collision 2025-00005505 Paqe 3 OF 4 Case Number 2025-00005505 Officer Narrative-Continued identified Ford F150 collided with Davaadorj, left visible damage to Davaadorj's vehicle, and fled the scene of the collision. Furthermore, Michael returned as the registered owner and Michael's DOL physicals matched Davaadorj's suspect description. I later utilized police databases and compiled a photo montage using Michael's DOL photo and similar DOL photos. At the time of completion, it was too late in the night to follow-up with Davaadorj. When I return to work on 06/27/2025, 1 will have an uninvolved Officer conduct the photo montage. This ends my involvement on today's date.
