Statements have been paraphrased and summarized. On 06-28-2025 1 was working as a police officer in a fully marked, department issued uniform, patrolling in a marked police vehicle for the city of Renton. At approximately 1626 hours I observed what I believed was a two-motor vehicle collision just north of Benson Rd S/SE 168th St, City of Renton, County of King, State of Washington. I observed a white 2014 Lexus IS250 (license plate#BCY2771/WA) in the left turn lane to turn eastbound onto SE 168th St. Also, I observed a blue 2010 Toyota Prius (license plate#CRZ3991/WA) directly behind the Lexus. Both drivers were outside of their vehicles and appeared to be communicating with each other. The driver of the Lexus was later positively identified as Tien N. H. Dang(DOB 06-23-1991)via WADL, and the driver of the Toyota was later positively identified as Kerwin E. Rojas De Los Reyes (DOB 02-28-2026)via Republic of Colombia passport. I approached both in the turn lane and asked if they had been involved in a collision.Tien replied that they were just involved in a collision. I observed that the front end of the Toyota had minor scrapes and that the front plate was missing.Also, I observed that the Lexus had minor scrapes to the rear end of the vehicle, and the front plate with screws that belonged to the Toyota punctured the rear of the Lexus. No one on scene had any complaint of pain or request to seek medical treatment. I quickly noticed that Kerwin only spoke Spanish, so he had used a translation app to communicate with me and I used Language Line Communications for translation as well. I had asked both parties to provide their WADL's, insurance information, and phone numbers. Tien provided me all the documents I had requested, and Kerwin was only able to provide a phone number.While I asked Kerwin to provide me insurance, through the translation app he said it was an accident and that he would cover the costs for the damage. Dispatch advised that Kerwin's license was suspended and revoked in the 3rd degree. Once Sergeant Thielman arrived on scene, I placed Kerwin into handcuffs and advised him he was being placed under arrest. I escorted Kerwin to my patrol vehicle and searched him incident to arrest. I went to speak with Tien to get a statement, but she advised that she had to leave. Before Tien Left, she advised that she did not wish to seek civil compensation against Kerwin. Tien only wanted his contact information and a copy of the case number which I provided. I was unable to get a statement from Tien at the scene of the collision. I conducted a driver's abstract of Kerwin's driving history, and it appeared his license was suspended/revoked in the 3rd degree for two unresolved citations (4A0794320/10-03-2024, 4A0098549/09-16-2024). I re-contacted Kerwin at my patrol vehicle and read him his Miranda Warning verbatim from my department issued code book. Kerwin advised that he understood his rights and was willing to speak with me. Kerwin advised that he had no idea his license was suspended/revoked in the 3 rd degree. During our conversation it appeared he had troubles with documents he received in English when his primary language was Spanish. I advised Kerwin that he would be released from custody and would receive a criminal citation in the mail. I advised Kerwin to have someone help him read the citation to avoid having a warrant issued for his arrest. I released Kerwin from my custody and gave him his personal property back. I attempted to call Tien by phone a couple of hours after the collision to get a statement. Tien did not answer my phone calls and was unable to receive her side of the story. With the limited information I received, the proximate cause for the collision was that Kerwin failed to make a complete stop behind the Lexus in the turn lane, and collided with the Lexus This incident occurred in the sCity of Renton,King County,Washington State. !declare underpenalty of perjury under the laws of the State of Washington that the foregoing is true and correct. I issued Kerwin Sector citation#5A0551303 and 5A0551304. I advised Kerwin he would receive a citation in the mail. I took photos of both vehicles and uploaded them to evidence.com.
