Project Name: 800 SW 16th Street Parking Lot Expansion (formerly Shuttle Express
Parking Lot)
Proposal / Purpose of Addendum: The original SEPA threshold determination for Shuttle
Express was issued on November 18, 2013 (Exhibit 2). The original application included a
proposal to develop a 15,000 square foot area of 800 SW 16th St with a porous asphalt parking
lot immediately south of the existing Shuttle Express building located within the Medium
Industrial (IM) zone (Exhibit 3). The 3.25 acre parcel contains a 4,824 square foot storage
warehouse building, a 20,476 square foot office building (occupied by Shuttle Express),
landscaping, and onsite paved parking (Exhibit 4). The initial proposal included expanding the
existing parking area by 36 parking stalls for buses and employees using approximately 1.01
acres of the site. A new 14-foot wide curb cut was also proposed in order to allow egress from
the expanded parking area to SW 16th St. In addition, the original parking lot expansion
proposal included constructing frontage improvements along SW 16th St and a waiver for
street improvements along Raymond Ave SW. The 2013 proposal included removing two (2)
existing trees and replanting the site with 27 new trees. No public comments were received and
a Determination of Non-Significance (DNS) was issued by the Environmental Review
Committee. The 14-day appeal period ended on December 2, 2013.
The intended purpose of this SEPA Addendum is to disclose any proposed changes to the
project. The revised project would require an Administrative Conditional Use Permit to expand
the existing parking lot to both the west and the south in order to accommodate Renton Toyota

vehicles as overflow vehicle storage (Exhibit 5). No construction would occur on any of the
existing structures and the office building would remain occupied by Shuttle Express. The new
proposal would include adding both pervious and impervious paving. Impervious paving would
be limited to the drive aisles (primarily to address flow control issues) and pervious pavement
would be incorporated into the parking areas. The proposal would add 60 additional paved and
striped parking spaces (20 for Shuttle Express and 40 for Toyota of Renton). The new proposal
would convert approximately 36,134 square feet of the remaining lawn to pavement within the
site. Vehicular access to the existing site is currently provided at two locations; one via a
driveway on SW 16th St and the other via Raymond Ave SW. The preliminary proposed site plan
includes one (1) new driveway curb cut on SW 16th St, west of the existing access. The
estimated excavation and fill to complete the construction work would include 600 cubic yards
of cut and 600 cubic yards of fill (previously estimated at roughly 937 cubic yards of cut and
roughly 558 cubic yards of fill). The current proposal includes retaining five (5) of the 17
significant trees onsite (Exhibits 6 and 7). A total of 56 new trees, 210 shrubs, and ground cover
are proposed to be planted as part of the project improvements (Exhibit 8). The City of Renton
(COR) Mapping system indicates the northern portion of the property is within a 100-year
special flood hazard area, Zone AH. Zone AH is a Special Flood Hazard identified by the 1995
Flood Insurance Rate Map. According to the applicant, the project would provide an estimated
flood elevation of 19.5 feet and the total flood storage volume would increase from 19,930
cubic feet to 20,013 cubic feet (Exhibit 9). As a result, there would not be any changes to affect
the base flood elevation (the first floor elevation of the existing building is approximately 3.2
feet above base flood elevation). The project proposes to provide equivalent storage after
construction. Additional flood protection requirement would be reviewed for compliance
during civil construction review. COR maps has also identified a High Seismic Hazard Area on
the subject property. No new structures are proposed.
Right-of-way dedications would be provided in accordance with Renton Municipal Code,
including an 11.5-foot dedication along SW 16th St frontage and a 4.5 -foot dedication along
Raymond Ave SW frontage. The applicant would be responsible for installing street frontage
improvements along SW 16th St, which would include a pavement width of 22 feet from the
centerline, a new 0.5-foot wide curb, an 8-foot wide planter strip, an 8-foot wide sidewalk,
street trees and storm drainage improvements. The applicant requested a waiver of frontage
improvements along Raymond Ave SE as part of the previously approved land use application
(LUA13-001322), which was approved as part of the environmental review.
Pursuant to the City of Renton's Environmental Ordinance and SEPA (RCW 43.21C, 1971 as
amended), on November 18, 2013, the Environmental Review Committee issued a
Determination of Non-Significance (DNS) for the Shuttle Express Parking Lot. The 14-day appeal
period ended on December 2, 2013. No appeals of the threshold determination were filed.
Analysis: It has been determined that the environmental impacts of the proposal were
adequately addressed under the analysis of significant impacts contained within the previously

adopted DNS. Based on WAC 197-11-600(4)(c), the addendum process may be used if analysis
or information is added that does not substantially change the analysis of significant impacts
and alternatives in the existing environmental document. The additional pavement area,
parking spaces, and revised landscaping would not change the analysis or significantly impact
the 1995 State Environmental Policy Act (SEPA) Review.
The City of Renton is hereby issuing a SEPA Addendum pursuant to WAC 197-11-600.
This Addendum is appropriate because it contains only minor information not included in the
original Determination and there are no additional environmental impacts related to inclusion
of the new information.

Introduction
The project proponent is planning to expand the parking lot of an existing office building into an
outdoor storage area on 3.25 acres at 800 16TH St. SW in Renton, Washington. The proponent
has retained WFCI to:
• Evaluate and inventory all trees on the site pursuant to the requirements of the City of
Renton Tree Protection Ordinance.
• Make recommendations for retention of significant trees, along with required protection
and cultural measures.
Observations
Methodology
In accordance with Renton Municipal Code 4-4-130, WFCI has evaluated all significant trees on
site. This includes cottonwood and red alder trees 8 inches diameter at breast height (DBH) and
larger, and all other trees 6 inches DBH and larger, and assessed their potential to be
incorporated into the new project. All trees were numbered at their base with blue paint
The tree evaluation phase used methodology developed by Nelda Matheny and Dr. James Clark
in their 1998 publication Trees and Development: A Technical Guide to Preservation of Trees
During Land Development.
