NARRATIVE
On June 16, 2025, at approximately 1357 hours, I was dispatched to a vehicle collision with reports of
injury at the intersection of NE 4th St and Duvall Ave NE, within the City Limits of Renton, County of
King, State of Washington.
Upon my arrival, I observed heavy mechanism to the involved vehicles with airbag deployment as
well as both of the involved parties complaining of pain. The Renton Regional Fire Authority (RRFA)
responded to the scene for evaluation. While on scene, I collected each of the involved party's driving
information and their independent recollection of the events leading up to the collision.
The driver of Unit#1, identified as Genevieve De Nevers (10/05/1957), had sustained a possible
broken rib. I was unable to speak with her because she needed urgent medical attention at Valley
Medical Center.
The driver of Unit#2, identified as Anisah Abdullah (03/30/1999), said she was the sole occupant of
her vehicle and was traveling westbound in about the 4700 block of NE 4th St approaching the
controlled intersection of Duvall Ave NE in the right turn lane. Anisah stated she was intending to
make a right turn to travel northbound on Duvall Ave NE. She stated as she continued forward, Unit
#1 turn in front of her vehicle. Anisah was unable to avoid the collision and both vehicles collided
causing significant damage to the front of Unit #2.
An independent witness identified as Dennis Wood, confirmed Anisah's story. Dennis stated that
westbound traffic on NE 4th St had created a gap for Unit 1 to travel across in. While Unit 1
proceeded to make their left turn, they failed to notice Unit 2 traveling westbound in the right turn lane
on NE 4th St. Unit 1 failed to yield, causing Unit 2 to collide with the passenger side doors.
Based on the above statements, I determined that the Driver of Unit#1 (Genevieve) is the proximate
cause for the collision due to not granting the right of way during a left turn causing a collision. The
driver of Unit#1 violated RCW 46.61.185(1) by being the driver of a vehicle intending to turn to the
left within an intersection and not yielding the right-of-way to any vehicle approaching from the
opposite direction which is within the intersection or so close thereto as to constitute an immediate
hazard. The driver of Unit#1 did not grant the right of way to Unit#2 traveling in the roadway which
had the right of way and was already underway. Due to Unit#1 having to traverse across oncoming
traffic, the driver of Unit#1 must wait until the intersection is clear of hazard prior to proceeding.
Both involved vehicles had to be towed due to extensive damage cause. An exchange of information
was provided to all involved parties.
