During this incident 1 was equipped with body-worn camera which records both audio and video. Portions of the incident were recorded. This report is merely a summary of the incident and is not intended to be an exact transcription of the entire investigation or what may have been captured with the recording system. During this incident I was wearing a department issued uniform or jump suit and outer carrier vest which was marked with "Police"both on the front, back, and department patches on each shoulder of the uniform or jumpsuit, as well as a Renton Police Velcro badge on my►eft chest. It would be immediately obvious to any reasonable person that I was a Police Officer. On 7/1/2025 at 0810 hours I was dispatched to a hit and run collision at the intersection of East Valley Rd and SW 43rd St. I met with the victim, identified as Corina R. Mersch-Beach (DOB: 04/04/1991) by WA DL, and asked what happened. Beach stated that she was stopped at a red light in the #2 lane of Southbound East Valley Rd. Beach stated that while stopped, a gray 2023 Toyota Camry (WA LP: AWE7906), rear ended the vehicle behind her which forced that vehicle into the rear bumper of her 2020 Kia Sportage (WA LP: CCN2050) causing minor damage. Beach stated that her and both other drivers pulled into the Great Floors parking lot located at 9021 S 180th St to exchange information. Beach stated that she decided to call 911 and stated that when the other involved drivers saw her on the phone, they got into their vehicles and fled. Beach stated that she began to follow the vehicles South on East Valley Rd into Kent, but saw that they were driving recklessly and exceeding the speed limit in an obvious attempt to get away from her. Beach ceased following and advised 911 call receivers that she would return to Great Floors for contact. Beach described the driver of the Camry as an Asian male wearing a cap and about 35-40 years old This incident occurred in the sCity of Renton,King County,Washington State. !declare underpenalty of perjury under the laws of the State of Washington that the foregoing is true and correct. Based on the description given, the driver appeared to match the description of the registered owner of the vehicle which is Nathan K. Nguyen (DOB: 09/27/1996) per DOL. The other driver was described as a hispanic male and there was no vehicle or license plate that Beach was able to provide. Beach stated that she was willing to assist in prosecution and that she would be willing to stand by while I completed a photo montage. I completed a photo montage and had Officer Nelson present the montage to Beach. During the presentation of the montage, I remained in my vehicle and did not have contact with Beach of Officer Nelson. Beach was able to positively identify Nguyen as the suspect in this case with an 85% certainty after reviewing the photo montage. Beach wrote on the montage form that the photo appeared to be an older photo which is correct as most recent update to DOL was in 2020, which was 5 years ago. I determined there to be probable cause to arrest Nathan K. Nguyen (DOB: 09/27/1996) for the crime of Hit and Run attended (RCW 46.52.020) because: A driver of any vehicle involved in an accident resulting in the injury to or death of any person or involving striking the body of a deceased person shall immediately stop such vehicle at the scene of such accident or as close thereto as possible but shall then forthwith return to, and in every event remain at, the scene of such accident until he or she has fulfilled the requirements of subsection (3) of this section; every such stop shall be made without obstructing traffic more than is necessary. Subsection 3 states: Unless otherwise provided in subsection (7) of this section the driver of any vehicle involved in an accident resulting in injury to or death of any person, or involving striking the body of a deceased person, or resulting in damage to any vehicle which is driven or attended by any person or damage to other property shall give his or her name, address, insurance company, insurance policy number, and vehicle license number and shall exhibit his or her vehicle driver's license to any person struck or injured or the driver or any occupant of, or any person attending, any such vehicle collided with and shall render to any person injured in such This incident occurred in the sCity of Renton,King County,Washington State. !declare underpenalty of perjury under the laws of the State of Washington that the foregoing is true and correct. Under no circumstances shall the rendering of assistance or other compliance with the provisions of this subsection be evidence of the liability of any driver for such accident. Nguyen failed to perform these required duties and therefore did commit the crime of Hit and Run Attended. I completed SECTOR citation 50625681 which was sent to the Renton Prosecuting attorney for review. I attempted to locate a phone number to call Nguyen but was unable to do so. I spoke to employees at Great Floors and was able to review video footage from the parking lot which showed the individuals inspect their vehicles and then flee the scene.
