On 7/3/2025 1 was working as a uniformed patrol officer and driving a marked patrol vehicle for
the City of Renton. I was dispatched to a report of a hit and run which had occurred prior at LA
Fitness located at 715 N Landing Way Renton/King/WA. Long K Nguyen DOB: 1/1/1989 was
calling to report that someone had hit his red 2024 Testa Model 3 WA/CPA4173 while it was
parked in the parking lot.
I called Long per his request and asked him what happened, he said that his vehicle was parked
in the parking lot and was unoccupied around 1835 hours on 7/1/2025. He said that when he
came back out to his vehicle, he noticed some damage to the middle of his front bumper and a
note on his windshield.
Long said that the note did not have a name or any contact information, but it said, "Witnessed
car back into the front of your car license plate#BSG7472".This plate returned to a white 2012
Chevrolet Malibu to a Terasa D Asher DOB: 7/25/1990 at a Seattle address.
Long said that he checked his Testa surveillance and found the footage of the vehicle hitting his.
He sent me the video via Axon Evidence, and I reviewed it. It showed the Testa was parked in a
spot, the Malibu drives into the frame and reverses into the parking spot directly in front of the
Testa.The Malibu backs up until it hits the front bumper of the Testa with its rear bumper. I was
able to clearly confirm that the plate was correct, but I was not able to see any driver nor did one
exit the vehicle. Long said that he reviewed the while video as well and never saw the driver.
Long did not have any other suspect information and there was no contact information for
whoever left the note.
Terasa had a DOL address in Seattle and a contact at an address on Tacoma.
I performed a check of LInX(Law Enforcement Information Exchange)for Terasa and found a
Listed phone number. I called the number and received no answer.
I sent an RPD Hit and Run Notification Letter to Terasa at her DOL address and will update the
