Upon arrival, I contacted the involved parties and determined that the driver of Unit#1 was complaining of pain to her ribs. The Renton Regional Fire Authority (RRFA) later arrived on scene and treated the involved driver. RRFA released all involved parties at the scene. While on scene, collected the involved parties driving documents and their independent recollection of events leading up to the collision. The driver of Unit#1, identified as Barbara Dickson, stated he was stopped facing eastbound on NW 3rd St at the controlled intersection of Rainier Ave N. Barbara stated he was stopped hoping to make a U-Turn to travel northbound on Rainier Ave N because she needed to rent a trailer from U-Haul. Once Barbara saw an opening in traffic, she weaved through southbound traffic on Rainier Ave N. As she entered lane 2 of 2, she failed to notice unit#2. Both vehicles collided in the roadway and unit#1 sustained moderate damage on her driver's side door and her side airbags deployed. Barbara said she never saw Unit#2. 1 spoke with the driver of Unit#2, Ricardo De La Cruz, and he explained that he was traveling southbound on Rainier Ave N in lane 2 of 2. As he approached Nelson PI NW, he intended to stop at the upcoming intersection of Airport Way. As Ricardo passed NW 3rd P1, he observed Unit#1 pull out into the roadway but was unable to avoid the collision. Both vehicles collided in the roadway, and Unit #2 sustained moderate damage to the front of their vehicle. An independent witness identified as Felix Ngoussou stated that Unit 1 entered the Rainier Ave N from NW 3rd PI. Traffic was backed, but there was an opening, so Unit 1 proceeded through. Unit 1 crossed lane 1 of 2 but failed to see Unit 2 in lane 2 of 2. Both vehicles collided in lane 2 of 2. Based on the above statements, I determined that the Driver of Unit #2 (Barbara) is the proximate cause for the collision due to not granting the right of way during a left turn causing a collision. The driver of Unit#1 violated RCW 46.61.185(1) by being the driver of a vehicle intending to turn to the left within an intersection and not yielding the right-of-way to any vehicle approaching from the opposite direction which is within the intersection or so close thereto as to constitute an immediate hazard. Barbara did not grant the right of way to Unit#2 traveling in the roadway which had the right of way and was already underway. An exchange of information was provided to all involved parties. Barbara's vehicle was towed by Gene Meyers Towing and she was transported by Renton Fire to Valley Medical Center for her injured ribs. Barbara will receive a Sector infraction via mail.
