Unless otherwise noted, all events took place in the City of Renton, in the County of King, in the
State of Washington.
This incident was captured on my body worn video camera and in-car cameras. This report is a
summary of events that occurred and is not necessarily an exact sequencing of events.
On 07/04/2025, at approximately 1535 hours, I was dispatched to a phone report of a hit and run
collision that occurred in the parking lot of Fred Meyer, located at 17801 108th Ave SE.The
reporting party identified himself as Oscar Galvez-Govea DOB 11/05/2002 (verified WADL).
Oscar was the driver of Unit#2 that got struck by Unit#1.
Upon speaking to the driver of Unit#2, he states that he was at Fred Meyer at approximately
1400 hours when the collision occurred. His vehicle, described as a gray 2010 Subaru Outback
bearing Washington license plate CJB0146 was parked in the south parking lot near the garden
center.The driver of Unit#2 was the inside of his vehicle, as the sole occupant,when he felt his
car shake from an impact from Unit#1. No injuries were reported. The driver of Unit#2 stepped
outside the vehicle to contact the driver from Unit#1, but the driver of Unit#1 fled from the
scene.
The driver of Unit#2 described Unit#1 as a white Dodge Ram 3500 bearing Washington Special
Plate SMILAND. Unit#1 made impact with Unit#2's back right passenger bumper.The driver of
Unit#2 was unable to obtain a description of the driver of Unit#1. He provided me with a
witness, who identified himself as Tim Johnson. I spoke to Tim over the phone, and he was
unable to provide a description of the driver of Unit#1.
I ran Unit#1's license plate, and it returned registered to Stephen M. Miland DOB 05/21/1947
(verified WADL)who lived in the city of Renton. I contacted Stephen at his residence, and he
stated that he was unaware of his vehicle colliding with Unit#2. However, he states that he was
at Fred Meyer at the approximate time of the collision. Confirming that he was the driver of Unit
#1.
This incident occurred in the sCity of Renton,King County,Washington State.

Based on the above statements, I determined that the driver of Unit#1 is the proximate cause
for the collision. Unit#2 suffered minor damage and was able to be driven away from the scene
without incident.
The driver of Unit#1 provided me with his insurance policy number and contact info to exchange
with the driver of Unit#2.
1 provided the driver of Unit#2 with an exchange of information from the driver of Unit#1.The
driver of Unit#1 stated that he did not want to pursue charges.
