PROJECT DESCRIPTION: The applicant is requesting a Shoreline Exemption for the installation of an
intake line for water samples, as part of a scientific study to measure bacteria concentrations in the water at
Gene Coulon Memorial Beach Park (APN 3344500775). The project site totals 1,512,110 square feet (34.7
acres) in area and is located within the Residential-1 (R-1) zone. Water samples would be pumped through the
proposed intake line from the swimming area to the lifeguard/restroom building (Attachment A). In that
building, an autoanalyzer would measure bacteria concentrations frequently throughout the day. This
proposal would include the burying of a conduit, approximately three inches (3”) in diameter, that would
house the water intake line. The conduit would be buried beneath the sandy area of the swimming beach and
would tunnel under the sidewalk next to the lifeguard/restroom building. To bury the conduit under the beach,
this project would include the digging of a trench that would be approximately six inches (6”) wide, 12-18
inches (12-18”) deep, and 90 feet (90’) long. The trench would be backfilled with the original beach sand. The
proposed water line is anticipated to remain as part of a study that would likely last three (3) to five (5) years.
At the end of the study, King County and Renton Parks may choose to continue using this water line as part of
ongoing, long-term monitoring at the swimming beach. Whenever the water line needs to be removed, the
process would be basically the same as the installation: a trench would be dug through the sandy beach to
expose and remove the water line, and then the trench would be backfilled with the excavated sand.
The project site is located along the shoreline of Lake Washington (Reach G), which is a Shoreline of the State
and is within the Shoreline High Intensity Designation. According to City of Renton (COR) Maps, high seismic
hazard areas, regulated slopes, moderate landslide hazard areas, Johns Creek, and the Well 5A Wellhead
Protection Area Zone 2 are mapped on the project site.

EXEMPTION JUSTIFICATION/DECISION: An exemption from a Shoreline Management Substantial
Development Permit is hereby Approved with Conditions* on the proposed project in accordance with
Renton Municipal Code (RMC) 4-9-190C “Exemption from Permit System” and for the following reasons:
Any development of which the total cost or fair market value does not exceed eight thousand five hundred
four dollars ($8,504.00), or as adjusted per RCW 90.58.030(3), if such development does not materially
interfere with the normal public use of the water or shorelines of the State.
Staff Comment: As stated in the submitted project narrative (Attachment B), the proposed project would have
a value of less than $5,000 and would therefore qualify as an exemption from a Shoreline Substantial
Development Permit.
SHORELINE EXEMPTION FINDINGS:
The proposed development is consistent with the following findings:
i. Consistent with the policies of the Shoreline Management Act.
ii. Consistent with the City of Renton Shoreline Master Program.
Staff Comment: The proposed intake line for the collection of water samples at Gene Coulon Park would be
consistent with the policies of the Shoreline Management Act and the City’s adopted Shoreline Master
Program. Staff recommends, as a condition of approval, that when the water line is removed, the beach area
should be restored to its original condition or better.
*CONDITIONS OF APPROVAL:
1. When the water line is removed, the disturbed beach area shall be restored to its original condition or
better.

RECONSIDERATION: Within 14 days of the decision date, any party may request that the decision be
reopened by the approval body. The approval body may modify his decision if material evidence not readily
discoverable prior to the original decision is found or if he finds there was misrepresentation of fact. After
review of the reconsideration request, if the approval body finds sufficient evidence to amend the original
decision, there will be no further extension of the appeal period. Any person wishing to take further action
must file a formal appeal within the 14-day appeal time frame.
APPEALS: This administrative land use decision will become final if not appealed in writing to the
Hearing Examiner on or before 5:00 PM on July 22, 2025. An appeal of the decision must be filed within
the 14-day appeal period (RCW 43.21.C.075(3); WAC 197-11-680). Appeals must be submitted
electronically to the City Clerk at cityclerk@rentonwa.gov or delivered to City Hall 1st floor Lobby Hub
Monday through Friday. The appeal fee, normally due at the time an appeal is submitted, will be collected at
a future date if your appeal is submitted electronically. The appeal submitted in person may be paid on the
first floor in our Finance Department. Appeals to the Hearing Examiner are governed by RMC 4-8-110 and
additional information regarding the appeal process may be obtained from the City Clerk’s Office,
cityclerk@rentonwa.gov.
EXPIRATION: Two (2) years from the date of decision (date signed).

Project Description:
This project will install an intake line for water samples, as part of a scientific study to measure
bacteria concentrations in the water at Gene Coulon Beach. Water samples will be pumped through
this intake line from the swimming area to the lifeguard/restroom building. In that building, an
autoanalyzer will measure bacteria concentrations frequently throughout the day.
This project will bury a conduit (approximately 3” diameter) that will house the water intake line.
The conduit will be buried under the sandy area of the swimming beach, and will tunnel under the
sidewalk next to the lifeguard/restroom building. To bury the conduit under the beach, this project
will dig a trench approximately 6” wide, 12-18” deep, and 90 feet long. The trench will be re-filled
with the original beach sand.
