The project site totals 1,512,110 square feet (34.7 acres) in area and is located within the Residential-1 (R-1) zone. Water samples would be pumped through the proposed intake line from the swimming area to the lifeguard/restroom building (Attachment A). To bury the conduit under the beach, this project would include the digging of a trench that would be approximately six inches (6”) wide, 12-18 inches (12-18”) deep, and 90 feet (90’) long. The trench would be backfilled with the original beach sand. The proposed water line is anticipated to remain as part of a study that would likely last three (3) to five (5) years. At the end of the study, King County and Renton Parks may choose to continue using this water line as part of ongoing, long-term monitoring at the swimming beach. Whenever the water line needs to be removed, the process would be basically the same as the installation: a trench would be dug through the sandy beach to expose and remove the water line, and then the trench would be backfilled with the excavated sand. SHORELINE EXEMPTION FINDINGS: The proposed development is consistent with the following findings: i. Consistent with the policies of the Shoreline Management Act. ii. Consistent with the City of Renton Shoreline Master Program. Staff Comment: The proposed intake line for the collection of water samples at Gene Coulon Park would be consistent with the policies of the Shoreline Management Act and the City’s adopted Shoreline Master Program. Staff recommends, as a condition of approval, that when the water line is removed, the beach area should be restored to its original condition or better. *CONDITIONS OF APPROVAL: 1.
