Investment Advisory Services RFP
Questions and Answers
1. Q: In regard to the RFP and City's portfolio, can you describe the Fire Protection Portfolio?
A: While the City no longer operates its own fire department, it still maintains the Firefighter's
Pension Fund for eligible retirees and their dependents who served under the former City of Renton
Fire Department that is now dissolved. The fund is managed by the City at the direction of the
Firefighters' Pension Board. Currently the Fund holds investment instruments solely for the Fund,
and is also allocated a portion of the City's investment portfolio.
2. Q: Is there a limit on how much you can invest and/or keep in cash?
A: In accordance with City policy (Exhibit B), we have included two tables under Section 5.11.1 that
outlines our target investment portfolio and the maximum allowable allocation for each investment
type. A summary of the maximum allocation constraint is as follows:
• U.S. Treasury Securities – 100%
• Washington State LGIP – 75%
• U.S. Federal Agency Securities – 75%
• Certificates of Deposit – 75%
• Commercial Paper – 25%.
3. Q: Exhibit A- References Current Customer form has a line item called “Investment Portfolio
Performance Statistics”. Could the City clarify what specific information they are looking for to
successfully answer this line item?
A: As part of our evaluation, we are requesting a performance summary of the managed investment
portfolio. Please include key performance metrics such as:
• Core Performance Indicators – e.g., Total Return, Annualized Return
• Portfolio Composition – e.g., Asset Allocation Breakdown, Average Holding Period of
Securities
• Historical Context – e.g., Performance Compared to Relevant Industry Benchmark
You are also encouraged to provide any additional metrics or analyses that offer a clear and
comprehensive view of the portfolio’s performance over time.
