The analysis also includes a distribution and assignment of estimated project trips to and from the site, and an estimate of traffic mitigation fees. Proposed Project Description The project site location is on the east side of Lind Ave SW just south of SW 29th St. The property address is 2900 Lind Ave SW. There is one building on the site and includes three different spaces; Suite A, B, and C. The present use of the entire building is warehouse use. The proposed use discussed herein will be located in Suite B. The area for the whole building is 78,752 gsf. The property land An aerial of the parcel and building are Figure 1: Site Aerial Nathan Janders, PE 3 Plus Empire – Warehouse TI City of Renton / Development Engineering Project Trip Generation Study April 4, 2025 2900 Line Ave SW, Suite B William Popp Associates Page 3 There are two driveways that front Lind Ave SW, and one driveway fronts SW 29th St. Proposed Work Schedules The proposed use will be a fully indoor cultivation facility operated primarily by an automated computer system, which will require minimal on-site staff and will not have a customer-facing component. Since there is no retail aspect, employees are not required to be in the facility during typical business hours (8 am to 5 pm). The employee shifts will be set from 9:30 AM to 6:30 PM to avoid typical peak hour congestion in the surrounding area. The business model in regards to employee shifts will be set to ensure the employees have a shorter duration commute, allowing them to remain focused on operations without unnecessary burnout from excessively long commute times. The development of the business will be phased in through two phases, with Phase 1 being the setup phase and Phase 2 will be the full build-out and maximum operations phase. Phase 1 For Phase 1, there will be 5 full time employees with 3 working the 9:30 am to 6:30 pm shift (Monday through Friday), and 2 working the 11:00 am to 8:00 pm shift (Tuesday through Saturday). Table 1 identifies these shifts. However, the space has been vacant for more than three years. Therefore, no vehicle trip credit is being considered in this analysis. Trip Generation Trip generation for the project is based on the 3 Plus Empire employee schedules noted above. This analysis includes trip estimates for both Phase 1 and Phase 2. The trip generation analysis was calculated for the average weekday AM commute peak hour and PM commute peak hour, as well as the average weekday AM site peak hour and PM site peak hour. The AM commute peak hour is defined as the peak one hour period between 7 am and 9 am, and the PM commute peak hour is defined as the peak one hour period between 4 pm and 6 pm. The site peak hour would be the busiest vehicle activity for vehicles entering and exiting the site. The AM site peak hour for this project is estimated to be between 9 am and 10 am, and the PM site peak hour is estimated to be between 6 pm and 7 pm. The later shift (11 am to 8 pm) is estimated to generate fewer trips than the earlier shift (9:30 am to 6:30 pm). Non employee vehicle trips such as shipping, parcel deliveries, garbage collection, and postal services, are estimated to occur during non street peak hour periods and are predicted not to occur more than 1 or 2 per week, except for postal services. For shipping, incoming shipments would typically arrive in the morning between 10 am and 12 pm, and outgoing shipments are likely to be scheduled in the afternoon before 4 pm. The results of the trip generation analysis are presented in Table 5. As shown in Table 5, the proposed project is not estimated to generate any trips during the AM or PM commute peak period. For the site peak hour, the project is estimated to generate 6 AM and 6 PM site peak hour trips based on a monthly average of weekday trips. It is estimated that all of the majority of the vehicle trips would arrive 5 to 10 minutes prior to their scheduled start, and would depart within approximately 15 minutes after their schedule ends. Thus, for the site peak hour, all of the trips are estimated to arrive around 9:15 am or later, and all of the trips are estimated to depart around 6:45 pm. A detailed summary of trips for each employee by shift for a 4-week period (representing a typical month) for Phase 1 for both the AM and PM shifts are shown in Attachment 1. The same detail for Phase 2 is shown in Attachment 2. The project is not estimated to generate any trips during the PM commute peak hour. Consequently, the traffic impact fee is presumed to be $0. Summary This Level 1 traffic study including trip generation analysis, trip assignment, and mitigation fee assessment was conducted for the tenant improvement within Suite B of the warehouse located at 2900 Lind Ave SW. The existing building space being renovated will not change in size. The trip generation findings indicate the project will not generate any vehicle trips in either the AM or PM commute peak hour. The City of Renton traffic study guidelines indicate that if the new trips as a result of redevelopment result in more than 20 (net) new trips in the AM or PM commute peak hours, a full traffic impact analysis will be required. As shown in this report, the new use will NOT generate more than 20 net new trips or even simply any new trips in either commute peak hour. As a result, a full traffic study is presumed not to be required. The existing use of the space has been vacant more than three years thus there would be no credit for existing trips. Since the proposed new use project trip generation estimate is estimated not to generate any vehicle trips in the PM commute peak hour, the City traffic mitigation fee is estimated to be $0.
