EG07098 CASE# 25-5627 OF COLLISION 06/29/25 00:43 OF CbLLI510N NARRATIVE On 06/29/2025, 1 was working uniformed patrol in a marked police car as 3R23 At approximately 0044 hours, officers were dispatched to an unknown injury collision at the intersection of Harrington Ave NE/NE 8th St, which is located within the city limits of Renton, County of King, Washington. Dispatch advised that a witness had called to report a single motor vehicle collision at the location. The caller described that the driver appeared to be going at a high rate of speed just before the crash. The caller also mentioned that they saw the driver get out of the involved vehicle and that the vehicle was blocking the roadway. I arrived at the location and identified the involved vehicle as Unit 1 as described above. With Unit 1, 1 also located another individual standing outside of the vehicle. He later only verbally identified himself as Kevin Humberto (DOB: 07/05/2007). Other officers at the location stayed with Kevin while I spoke to the sole witness/caller. I identified him as listed above. The witness stated he was walking southbound on Harrington Ave NE near NE 8th St when he saw Unit 1 headed northbound on Harrington Ave NE from around NE 7th St. The witness believed that he saw Unit 1 not stop at the stop sign at NE 7th St/Harrington Ave NE and continued northbound. The witness then said he heard and saw Unit 1 hit the nearby curb on the west side of the road before Unit 1 came to a final stop around the 800 block of Harrington Ave NE. The witnesses explained that he possibly saw 2 occupants inside the vehicle since he saw two open doors but was unable to identify any of the occupants of Unit 1. When I asked the witness if Kevin was the driver of the vehicle, he stated he was not sure. The witness also mentioned that Unit 1 did not impact any other property. I did a walkthrough of the roadway on Harrington Ave NE from about NE 7th St to around the 800-850 block of Harrington Ave NE. I saw that there was what appeared to be a fresh chip mark on the western sidewalk of Harrington Ave NE just north of NE 7th St. I also saw what appeared to be a fresh oil slick that travels from the point on the curb where I noticed the fresh chip marks that continue northbound until about the 800-850 block of Harrington Ave NE where Unit 1 was found. Along the path, I found light gray concrete chips and black plastic vehicle parts in the roadway that led up to the final resting point of Unit 1. 1 did not notice any other property or objects struck as a result of the collision. I took a look around Unit 1 and noticed that the entire front end and bottom portion of the front end were significantly damaged. The wheels were bent the opposing directions, and the bumper appeared to be scratched up. I then went to Kevin and attempted to speak with him to identify him and his involvement in the collision. I spoke to Kevin using the Spanish language line. It should be noted that I could smell the odor of intoxicants emanating from Kevin's breath and that he was slightly unsteady on his feet. My conversation with him is summarized as follows: Kevin was initially uncompliant and refused to give us his name or date of birth. After multiple attempts to reason and be cordial with Kevin, he continued to refuse to provide his full information to the police. Kevin was advised that he would be temporarily detained to determine his further involvement in the collision and was secured in the back of my patrol vehicle. PAGE 3 OF 5 REPORT NO. I also asked a family member who made his way over to the scene of the accident, as he indicated he lived nearby, and he did not know Kevin's full information to provide me at this time. Eventually, I re-approached Kevin while he was detained in the back of my patrol vehicle and attempted to verbally persuade him to identify himself to me. He eventually provided me with the above name and date of birth with no other form of identification to support his verbally provided name. As I spoke to Kevin, he was very emotional and having a hard time communicating with the translator. Additionally, with the date of birth he provided me, Kevin appeared to be a juvenile subject. At this time, I was unable to gather any more specific information on his involvement in the crash. As I spoke to Kevin, it did not appear he had any obvious injuries on his person. At this time, Banker's tow took possession of the vehicle as no one was at the location. Kevin was released from his detention and walked home with his family members.
