HomeMy WebLinkAboutRS_Queuing and Parking Monitoring Plan Framework_180515 May 11, 2018 | 1 Sartori Elementary School Queuing & Parking Monitoring Plan Framework As required by the CUP condition #26 on the project, the Renton School District (RSD) will implement a queuing and parking monitoring plan. This framework outlines the anticipated approach to evaluate and document vehicle queuing conditions during afternoon student dismissal conditions. It also outlines the measures that will be undertaken to monitor large-school-event parking conditions. As required, the queuing and parking demand monitoring will occur during the first school year with compliance objectives of no off-site queuing and no off-site parking except for facilities owned by the District or subject to a shared or leased parking agreement. Queuing Monitoring The queuing monitoring effort will be conducted using video-camera data collection at the site access driveways and along the site frontages combined with in-person observations. The cameras would be placed to capture the afternoon dismissal period (estimated at up to one hour each day) over the course of five school days (Monday through Friday). In-person observations would be conducted on at least two of the same five days. The video and in-person observations would be scheduled to occur during a week in October, after the school has opened and the school population has settled into typical operating and transportation patterns. Event Parking Monitoring The event-parking monitoring effort will consist of in-person parking demand counts at the identified school-event parking locations (including all on-site parking, adjacent on-street parking, and off-site parking at the Renton School District Transportation facility) as well as all on-street parking in the area surrounding the school within an 800-foot walking distance of the site. The event-night observations would be conducted for a minimum of three evening events planned for the school year that are expected to draw the largest after-school audiences. In addition to the event-night parking counts, parking demand counts would be performed at all of the same locations on two non-event nights in order to provide a comparison and to determine compliance. Analyze Results & Identify Additional Measures (if needed) The results of the queuing monitoring effort will be compiled and analyzed. If, based on the results of the monitoring, additional queuing mitigation or operational measures are needed for the school to meet its compliance objectives, additional measures will be identified for consideration in coordination with Sartori Elementary, RSD and City of Renton staff. If, based on the results of the monitoring, additional event parking mitigation or operational measures are needed for the school to meet its compliance objectives, additional measures will be identified for consideration in coordination with Sartori Elementary, RSD and City of Renton staff. Document Results and Implement Additional Measures (if needed) The results of the queuing monitoring effort will be compiled and documented in a technical report. The results of the event-parking monitoring effort would also be compiled and documented in a technical report. It is anticipated that the event-parking monitoring effort and report will be separate from the queuing monitoring report since it will be subject to the school’s event calendar and may not be completed at the same time as the queuing monitoring effort. Both reports will be provided to the City and persons who have requested notice of the monitoring plan. If either of the monitoring efforts (queuing or event-parking) result in additional recommended measures to meet compliance objectives, Sartori Elementary and RSD will coordinate with the City of Renton and the local affected community members to select and implement preferred measures.
