NOTICE OF APPLICATION AND PROPOSED DETERMINATION OF
NON-SIGNIFICANCE - MITIGATED (DNS-M)
A Master Application has been filed and accepted with the Department of Community & Economic Development
(CED) – Planning Division of the City of Renton. The following briefly describes the application and the necessary
Public Approvals.

PROJECT DESCRIPTION: The applicant is requesting Site Plan and Environmental (SEPA) Review to
construct a 64,935 square foot auto dealership on a site previously occupied by auto junk yard. The subject property is
located at 3400 East Valley Road (APN 3023059067) near the intersection of East Valley Road and SW 34th St. The project
site totals 5.65 acres in area and is zoned Commercial Arterial (CA). The site is located in the Automall Area C Overlay
District. Two existing buildings are presently located on the site and are proposed for demolition as part of the project.
The previous use located on the property resulted in a significant amount of contaminated due to the decomposition of
the junk vehicles. The applicant would be required to obtain a Voluntary Clean-up Approval from the Department of
Ecology (DOE) as part of the Model Toxics Control Act. The restoration plan submitted DOE would also be evaluated
under the SEPA process. The proposed new structure would include a showroom/sales area, parts sale and storage area,
service and shop, and various other support areas. Access to the site is proposed via three new driveways off of East
Valley Road. The site is mapped with a high seismic hazard. According to the applicant, a Category III wetlands is located
within the SR 167 ROW directly east of the site.

OPTIONAL DETERMINATION OF NON-SIGNIFICANCE, MITIGATED (DNS-M): As the Lead Agency, the City of Renton has
determined that significant environmental impacts are unlikely to result from the proposed project. Therefore, as
permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS-M process to give notice that a DNS-
M is likely to be issued. Comment periods for the project and the proposed DNS-M are integrated into a single comment
period. There will be no comment period following the issuance of the Threshold Determination of Non-Significance-
Mitigated (DNS-M). This may be the only opportunity to comment on the environmental impacts of the proposal. A 14-
day appeal period will follow the issuance of the DNS-M.

CONSISTENCY OVERVIEW:
Zoning/Land Use: The subject site is designated Employment Area (COMP-EA) on the City of
Renton Comprehensive Land Use Map and Commercial Arterial (CA) on the
City’s Zoning Map.

For Project Mitigation:
The project will be subject to the City’s SEPA ordinance, RMC 4-3-050, 4-2-
120A, 4-9-200, 4-3-040 and other applicable codes and regulations as
appropriate.
Proposed Mitigation Measures: The following Mitigation Measures will likely be imposed on the proposed
project. These recommended Mitigation Measures address project impacts
not covered by existing codes and regulations as cited above.
1. Project construction shall comply with the recommendations found in the submitted Geotechnical report
prepared by Migizi Group, dated April 17, 2018.
2. The applicant’s geotechnical engineer shall review the project’s construction and building permit plans to
verify compliance with the submitted geotechnical report. The geotechnical engineering shall submit a
sealed letter stating that he/she’s has reviewed the construction and buildings permit plans and in their
opinion the plans and specifications meet the intent of the report.
3. Prior to the issuance of a construction or building permit for the site, the applicant shall provide an opinion
letter from either the voluntary cleanup program of the Washington Department of Ecology (WDOE) or
from the Washington State Pollution Liability Insurance Agency (PLIA) that states that soil cleanup and
planned groundwater monitoring are likely to receive a No Further Action (NFA) or that the project progress
and proposed groundwater monitoring is in Partial Sufficiency (PS) of the cleanup and is in substantive
compliance with the Model Toxics Control Act.
4. Prior to any occupancy of this site and prior to the issuance of a Temporary or Final Certificate of Occupancy
for this site, the applicant shall provide documentation from the Department of Ecology evidencing that
the cleanup on the site has been completed (less any required ongoing monitoring) to bring the site in
compliance with the Model Toxics Control Act and any other applicable cleanup law.
5. Prior to the issuance of a construction or building permit for the site, the applicant shall submit a restoration
plan approved by the Washington Department of Transportation (WSDOT) to the Current Planning Project
Manager as related to the previously disturbed off-site wetlands adjacent to the site.
Comments on the above application must be submitted in writing to Alex Morganroth, Associate Planner, CED –
Planning Division, 1055 South Grady Way, Renton, WA 98057, by 5:00 PM on May 29, 2018. If you have questions

Manager. Anyone who submits written comments will automatically become a party of record and will be notified of any
decision on this project. A copy of the subsequent threshold determination is available upon request.
