HEARING EXAMINER'S REPORT November 26, 1996 OFFICE OF THE HEARING EXAMINER CITY OF RENTON REPORT AND DECISION APPLICANT: GTE, c/o JMCG-Erik Farstad GTE Renton PCS Site File No.: LUA-96-132 CU LOCATION: 405 Logan Avenue North SUMMARY OF REQUEST: Install antennas on east corner of grandstand rooftop of existing Renton School District sports stadium for a wireless telecommunications facility. SUMMARY OF ACTION: Development Services Recommendation: Approve with conditions. DEVELOPMENT SERVICES REPORT: The Development Services Report was received by the Examiner on November 12, 1996. PUBLIC HEARING: After reviewing the Development Services Report, examining available information on file with the application, field checking the property and surrounding area;the Examiner conducted a public hearing on the subject as follows: MINUTES The following minutes are a summary of the November 19, 1996 hearing. The legal record is recorded on tape. The hearing opened on Tuesday,November 19, 1996, at 9:03 a.m. in the Council Chambers on the second floor of the Renton Municipal Building. Parties wishing to testify were affirmed by the Examiner. The following exhibits were entered into the record: Exhibit No. 1: Yellow file containing the original Exhibit No.2: Vicinity map application, proof of posting, proof of publication and other documentation pertinent to this request. Exhibit No. 3: Site plan Exhibit No. 4: Elevation drawings Exhibit No. 5: Written testimony of Erik Farstad The hearing opened with a presentation of the staff report by PETER ROSEN,Project Manager,Development Services, City of Renton, 200 Mill Avenue South, Renton,Washington 98055. The applicant requests a conditional use permit to install personal communication system antennas on the east corner of the grandstand GTE, c/o JMCG-Erik Farstad GTE Renton PCS Site File No.: LUA-96-132 CU November 26, 1996 Page 2 rooftop of the sports stadium for the Renton School District. The antennas would be arranged in three sections with four panels in each section. Each of the panels would measure 53 inches by 6 inches. The location of this site is in the Light Industrial(IL)zone which was changed from the P-1 zone in January 1996. In the IL zone these types of facilities are considered medium utilities and in all of the zones in the City medium utilities require administrative conditional use permit. The antennas would have a maximum height of 57 feet 6 inches which exceeds the height limit. The proposal also includes two base stations that would be located on the ground in the parking lot towards Logan Avenue. The stations measure 8 feet long, 6 feet high, 2-1/2 feet wide. They would be located on an equipment pad and enclosed with a chain link fence. There would be a rooftop structure on top of those. The proposed antennas would be on the grandstand rooftop. There are already other existing antennas that are cellular phone antennas. This proposal is for personal communication systems which differ from cellular phones. There are a number of applications for these with the City. There are stadium lights also located on the grandstand which are higher than this proposal. The proposal is exempt from SEPA environmental review as State legislation specifies exemptions for personal wireless facilities when they are below 60 feet in height and not attached to a school or a residence and within a non-residential zone. The Comprehensive Plan(CP)does not address this type of use specifically in the Employment Area Industrial designation. The only policy type of direction is in the utilities element, and the proposal would comply with those in that it encourages siting where it minimizes adverse impacts. This proposal is in an industrial zone and there are existing facilities of a similar sort, so essentially it is co-locating. The total height of the antenna is 73.8 feet above sea level. The location is in the Renton Airport approach transition zone and the height limit is measured as 1 foot height for each 7 feet of separation from the airport boundary. The proposed site is 985 feet from the centerline of the airport runway. That would have a permitted height of 140.7 feet above sea level. It complies with the airport zoning. The applicant has notified the FAA, received a notice that the proposal is not an obstruction, and that marking and lighting would not be necessary. The proposed location shall not result in either detrimental over-concentration of a particular use within the City or within the immediate area of the proposed use. The applicant in determining that this would be a suitable location did look at other sites and the first site attempt is to co-locate on existing sites or to avoid having to put up a new monopole facility. In terms of the affects on the neighborhood or the surrounding uses,there is a residential neighborhood across the street on Logan which is screened by a row of tall poplar trees. The main view of the antennas would be from the south parking lot. Staff would recommend approval of the GTE Renton PCS site, subject to the condition that applicant be required to put slats in the chain link fence that would enclose the base station equipment area. ERIK FARSTAD, 500 108th Avenue NE,#1150,Bellevue, Washington 98004, applicant herein, explained that a four foot minimum lateral separation is required for personal communications services antennas. Antennas can be put basically about a foot in vertical separation, but it is the lateral separation that determines it. What determines height is purely up to the carrier's RF transmission map. Certain carriers have their waves traveling at a higher elevation than other carriers. This particular site located right around 60 feet is perfect for receiving and transmitting GTE's radio signals. To say that other carriers would be coming on the site in the future is a possibility. The rooftop could hold one to two more antennas, depending on where they aim the antennas. GTE, do JMCG-Erik Farstad GTE Renton PCS Site File No.: LUA-96-132 CU November 26, 1996 Page 3 Regarding interference with airplane radio communications at the airport,the PCS systems works off a 1.8 gigahertz which is much higher than most radio transmission frequencies, so there is no interruption. That is something the FAA looks at when they review PCS sites. Applicant has offered to paint the antennas in a color determined by Development Services Division as further screening. The Examiner called for further testimony regarding this project. There was no one else wishing to speak, and no further comments from staff. The hearing closed at 9:30 a.m. FINDINGS, CONCLUSIONS &DECISION Having reviewed the record in this matter,the Examiner now makes and enters the following: FINDINGS: 1. The applicant, GTE by JMCG, filed a request for approval of a Conditional Use Permit to allow a taller than permitted utility antenna in an IL(Light Industrial)zone. 2. The yellow file containing the staff report,the State Environmental Policy Act(SEPA)documentation and other pertinent materials was entered into the record as Exhibit#1. 3. The Environmental Review Committee(ERC),the City's responsible official, determined that the proposal is exempt from an environmental assessment. Personal wireless service facilities attached to an existing structure, not a school or residence, is exempt. 4. The subject proposal was reviewed by all departments with an interest in the matter. 5. There was no opposition from the public regarding the subject proposal. 6. The subject site is actually located on the Renton School District stadium at 405 Logan Avenue North. The site is located in north Renton adjacent to the Cedar River and north of Airport Way. The Renton Municipal Airport is located west of the site, across the river. 7. The applicant proposes adding an antenna array near the southeast corner of the roof of the existing stadium. In addition, east of that in the parking lot will be two base transmission stations. 8. The rooftop equipment will consist of 12 panels arrayed in 3 rows of 4 panels. The antenna will extend to a height of 57 feet 6 inches above the ground. The antenna are 10 feet in height. The antenna will be 73.8 feet above sea level. The antenna will not extend high enough to intrude into the Approach Transition Zone of the airport. That is generally the airspace of the airport or airport approach which extends above elevation 140.7 feet above sea level in this location. This zone extends laterally away from the airport in a wedge shaped envelope. These antenna structures are about 10 feet shorter than the existing stadium lights. The antenna will not need any marking lights for airplane navigation or avoidance. 9. The ground base station consists of a secured pad approximately 13 feet by 20 feet. Within this area will be two approximately 8 foot long by 2.5 foot wide by 6 foot tall structures. GTE, do JMCG-Erik Farstad GTE Renton PCS Site File No.: LUA-96-132 CU November 26, 1996 Page 4 10. The technology uses a high frequency signal that requires less power than the cellular technology used in an older or different standard. 11. City code generally prefers co-locating these devices on existing structures if possible, avoiding a proliferation of freestanding monopoles. An existing cellular telephone array is already located on the stadium roof. 12. The LI zone permits what are called medium utilities and the proposed use does meet the criteria for a medium utility. The LI zone limits structure to a height of 50 feet unless an applicant is granted a Conditional Use Permit. As noted above,the proposed antenna exceed the height limits and therefore the applicant seeks a conditional use permit for the proposed use. CONCLUSIONS: 1. The applicant for a Conditional Use Permit must demonstrate that the use is in the public interest,will not impair the health, safety or welfare of the general public and is in compliance with the criteria found in Section 4-31-36(C)which provides in part that: a. The proposal generally conforms with the Comprehensive Plan; b. There is a general community need for the proposed use at the proposed location; c. There will be no undue impacts on adjacent property; d. The proposed use is compatible in scale with the adjacent residential uses, if any; e. Parking, unless otherwise permitted,will not occur in the required yards; f. Traffic and pedestrian circulation will be safe and adequate for the proposed project; g. Noise, light and glare will not cause an adverse affect on neighboring property; h. Landscaping shall be sufficient to buffer the use from rights-of-way and neighboring property where appropriate; and i. Adequate public services are available to serve the proposal. The requested conditional use appears warranted. 2. While the Comprehensive Plan is silent on the specific locational criteria for telecommunications equipment, it is clear that ordinary telephone poles, lines and switching stations have been a part of most zones in the City and an established utility in most cities. The facility proposed here is a more modern adjunct of the telecommunications utilities and similar installations have been permitted for the earlier cellular models. Finally,the use is not incompatible with the uses in the zone nor would this facility usurp land better suited for industrial purposes. The antenna will be located on an existing facility and not create a new use on a portion of land available for other uses. 3. The growing dependence on these facilities does not necessarily mean that antenna installations should be accommodated just anywhere in the City. There are technical reasons to locate this antenna array in GTE, do JMCG-Erik Farstad - GTE Renton PCS Site File No.: LUA-96-132 CU November 26, 1996 Page 5 this location in order to cover a specific service area. The stadium site does help screen the use amidst the stadium lights and the already existing antenna array located elsewhere on the roof. 4. The installation is reasonably well camouflaged as noted by the other appurtenances located on the roof as well as by the roofline itself and the surrounding trees located west between the stadium and the river and east between the residential homes and the site. Apparently the frequency and power specifications should not impair the enjoyment of radio or TV equipment nor of the general residential amenities of the area nor of the users of the Cedar River Trail. 5. The residential uses are well separated from the subject site by the rather wide arterial street and the rest of the stadium grounds. Again,the new additions will be lower than the existing light arrays already mounted on the roof. 6. The small base station complex will not house any permanent employees and the very limited maintenance crew will find ample parking in the adjacent stadium parking lot. 7. There will be no lights and the array should not create any untoward glare. The applicant has offered to paint the units to further disguise their appearance. 8. The applicant should attempt to screen the base station complex either with slatted fencing or with landscaping if there is room. 9. In conclusion,the proposed use should not adversely affect either the public health, safety or welfare or private property interests of those in the area. DECISION: The Conditional Use Permit is approved subject to the following conditions: 1. The applicant shall either provide slats or landscaping as appropriate to screen the base complex. 2. The applicant shall paint the antenna array in a neutral color which camouflages the array as best as possible subject to review and approval of the City of Renton. An appeal to the City Council is governed by Title IV, Chapter 8, Section 16,which requires that such appeal be filed with the City Clerk, accompanying a filing fee of$75.00 and meeting other specified requirements. Copies of this ordinance are available for inspection or purchase in the Finance Department, first floor of City Hall. If the Examiner's Recommendation or Decision contains the requirement for Restrictive Covenants,the executed Covenants will be required prior to approval by City Council or final processing of the file. The Appearance of Fairness Doctrine provides that no ex parte(private one-on-one)communications may occur concerning pending land use decisions. This means that parties to a land use decision may not communicate in private with any decision-maker concerning the proposal. Decision-makers in the land use process include both the Hearing Examiner and members of the City Council. All communications concerning the proposal must be made in public. This public communication permits all interested parties to know the contents of the communication and would allow them to openly rebut the evidence. Any violation of this doctrine would result in the invalidation of the request by the Court. Policy U-102. Encourage healthy competition among telecommunication systems for provision of current and future telecommunication services. • G. DEPARTMENT ANALYSIS: 1. PROJECT DESCRIPTION/BACKGROUND The proposal requests a Conditional Use Permit (CUP) to install antennas for receiving and transmitting Personal Communication System (PCS) radio signals. Three (3) antenna array sections would be placed in the eastern corner of the grandstand of the existing Renton School District sports stadium. Each antenna array would include four (4) panel antennas (approximately 53" X 6" each) for a total of 12, mounted on top of non-penetrating rooftop brackets. The maximum height of the antennas would be 57 feet 6 inches. The proposal includes two base transmission stations (BTS) containing radio transmission and receiving equipment, located on the ground just east of the grandstand rooftop in the existing parking lot. The base stations measure approximately 8 feet long by 6 feet high by 2.5 feet wide. HEXRPT.DOC • • City of Renton P/B/PW Department Preliminary Report to the Heating Examiner GTE RENTON PCS SITE LUA-96-132, CU November 19, 1996 Page 4 of 8 The base stations would be located on an equipment pad approximately 20 feet by 13-20 feet in area, which would be enclosed with a chain link fence. A new rooftop structure will be built over the BTS units. The facility would be visited approximately once per month for routine maintenance. The PCS facility would be operated and monitored 24 hours per day. Personal Communication Systems (PCS) differ from cellular telephone antennas in that they operate off a higher frequency band with less power and are intended to serve small compact wireless phones, pagers, caller ID, wireless modems and fax machines. They operate with 100% digital technology rather than the older analog/digital hybrid systems currently used by cellular companies. The FCC has opened up new licensing for PCS systems, approving 6 companies versus the 2 that were licensed for cellular telephone antennas. There has been an influx of applications for PCS antennas that may be attributed to introduction of a new technology, an increased demand from an expanding customer base, and the opening of the licensing to more' carriers. Wireless communications services can be utilized by emergency service providers, public utilities and maintenance companies, as well as many other mobile users. The proposed PCS station facility would be part of an area-wide system, part of an effort to provide customers with uninterrupted service as they move throughout the area. Telecommunication facilities and wireless base stations are considered "medium utilities" in classifying the use for zoning purposes. The Light Industrial zone allows medium utilities as a secondary use. However, the proposed antennas would exceed the 50 foot height limit of the IL zone, thereby requiring a approval of a Hearing Examiner Conditional Use Permit for the excess height. 2. ENVIRONMENTAL REVIEW The proposal is exempt from SEPA environmental review. According to recent State legislation (ESHB 2828, signed into law 3/30/96), a personal wireless service facility is not,subject to SEPA if it is attached to an existing structure that does not contain a residence or school, and the existing structure to which it is to be attached is located in a commercial, industrial, manufacturing, forest or agricultural zone. 3. COMPLIANCE WITH ERC MITIGATION MEASURES Not applicable. 4. STAFF REVIEW COMMENTS Representatives from various city departments have reviewed the application materials to identify and address site plan issues from the proposed development. These comments are contained in the official file, and the essence of the comments has been incorporated into the appropriate sections of this report and the Departmental Recommendation at the end of the report. CONSISTENCY WITH CONDITIONAL USE CRITERIA Section 4-31-36 lists 11 criteria that the Hearing Examiner is asked to consider, along with all other relevant information, in making a decision on a Conditional Use application. These include the following: (5A) CONSISTENCY WITH THE COMP. PLAN, ZONING CODE& OTHER ORDINANCES: The proposed use shall be compatible with the general purpose, goals, objectives and standard of the Comprehensive Plan, the Zoning Ordinance and any other plan, program, map or ordinance of the City of Renton. (1) COMPREHENSIVE PLAN LAND USE ELEMENT The subject site is located within the Employment Area - Industrial (EAI) Comprehensive Plan designation. Policies in the Land Use Element which address appropriate uses and standards for the EAI designation do not specifically mention telecommunication facilities. Generally, the policies seek to limit uses which could be considered incompatible with existing industrial uses or which could affect locational decisions for future industrial development. The proposal would not be incompatible with existing or potential industrial uses in the vicinity. The proposed top of antenna height of 57.5 feet would be below the top of the existing stadium light standard of 66 feet 8 inches. One of the objectives for infrastructure in the Employment Area Designations is to make efficient use of infrastructure and Policy LU-153 states that "adequate infrastructure (e.g. roads, utilities, public services) should be in place prior to occupancy." The proposal may be considered communication infrastructure which serves the community. The Utilities Element includes policies which more specifically address telecommunication facilities. These were listed in the previous section. The proposed facility is proposed in an industrial zone, positioned on an existing structure, and is adequately buffered to minimize impacts on surrounding uses. The proposal is consistent with the policies of the Utility Element. (2) ZONING CODE The proposal is located in the Light Industrial (IL) zone. Telecommunication facilities are considered "medium utilities" which are allowed as a secondary use in the IL zone. It should be noted that medium utilities require an administrative conditional use permit in all other zones besides IL. It may therefore be implied that medium utilities are considered a more appropriate use in the IL zone than in other designations. The proposed antennas would exceed the 50 foot height limit of the IL zone, thereby requiring a approval of a Hearing Examiner Conditional Use Permit for the excess height The proposal complies with the other development standards of the IL zone which largely pertain to standards for buildings. Airport Zoning - The subject site is in the Approach Transition Zone of the airport. The code requires that the height limit be one foot (1') height for each seven feet (7') of lateral separation from the Renton Airport boundary. The proposed site is 985 feet from the centerline of the airport runway. The permitted height would be 140.7 feet (985'/7'). The ground elevation for the site is 73.8 feet above sea level and the antenna height is proposed at 57.5 feet, which results in a total elevation of 131.3 feet above sea level. The proposed height of the antennas complies with Airport Zoning (Section 4-31-17). The applicant has notified the FAA and received a notice that the proposal is not identified as an obstruction and would not be a hazard to navigation. Obstruction marking and lighting are not necessary. In the determination of community need, the Hearing Examiner shall consider the following factors, among all other relevant information: (a) The proposed location shall not result in either the detrimental over concentration of a particular use within the City or within the immediate area of the proposed use. The applicant contends that the location of the proposed PCS station facility is necessary to provide coverage for uninterrupted service for.customers. The applicant searched for other co-location sites before determining the stadium site was most appropriate. The proposed site may be considered a co-location site as there are other existing cellular telephone antennas presently located on the rooftop of the stadium grandstand. There has been an influx in the number of PCS telecommunication facilities proposed in the City. This may be attributed to: 1) the introduction of new PCS technology, 2) responding to an increased demand from an expanding customer base, and 3) the FCC has opened licensing to more companies for PCS systems (6 companies as opposed to 2 companies approved for cellular phone facilities). If it is concluded that the facilities are necessary to provide service, analogous to other necessary or essential utilities, then the increase in the number of facilities would not be considered a detrimental over concentration of the use. (2) That the proposed location is suited for the proposed use. The proposed location is considered suited for the proposal because it is an industrial zoning designation, it does not adversely affect the views of other properties, and the location on the stadium roof avoids having to locate a monopole facility to achieve the height required for PCS operations. (6C) EFFECT ON ADJACENT PROPERTIES: The proposed use at the proposed location shall not result in substantial or undue adverse effects on adjacent property. The following site requirements shall be required: (1) Lot Coverage: Lot coverage shall conform to the requirements of zone in which the proposed use is to be located. Not applicable to the proposal. (2) Yards: Yards shall conform to the requirements of the zone in which the proposed use is to be located. Additions to the structure shall not be allowed in any required yard. Not applicable to the proposal. (3) Height: Building and structure heights shall conform to the requirements of the zone in which the proposed use is to be located. Spires, belltowers, public utility antennas or similar structure may exceed the height requirement upon approval of a variance. Building heights should be related to surrounding uses in order to allow optimal sunlight and ventilation, and minimal obstruction of views from adjacent structures. The proposed PCS antennas would have a maximum height of 57 feet 6 inches, which exceeds the 50 foot height limit of the IL zone and therefore requires approval of a Hearing Examiner Conditional Use Permit. The antennas comply with the height limits of Airport Zoning. The applicant has notified the FAA of the proposal and has received FAA approval. The FAA approval, states the proposal is not identified as an obstruction or hazard to navigation, and that obstruction marking and lighting is not necessary. ' (6D) COMPATIBILITY: The proposed use shall be compatible with the residential scale .and character of the neighborhood. (Ord 3599, 1-11-82) The proposed antennas are generally compatible in scale and character with existing and anticipated uses in the surrounding neighborhood. As mentioned previously, there are existing cell phone antennas on the stadium roof and the stadium lights exceed the height of the proposed PCS facility. The proposal would not be viewed extensively from surrounding. properties. The residential neighborhood to the east of the proposed site is fully screened from view of the stadium by a row of poplars planted along Logan Avenue. The only obvious view of the antennas would be from the parking lot just to the south of the stadium. (6E) PARKING: Parking under the building structure should be encouraged. Lot coverage may be increased to as much as seventy-five percent(75%) of the lot coverage requirement of the zone, in which the proposed use is located, if all parking is provided underground or within the structure. The Hearing Examiner may require additional landscaping to buffer adjacent properties from potentially adverse effects of the proposed use. The proposal includes two base transmission stations (BTS) located on the ground just east of the grandstand rooftop in the existing parking lot. The base stations measure approximately 8 feet long by 6 feet high by 2.5 feet wide. The base stations would be located on an equipment pad approximately 20 feet by 13-20 feet in area, which would be enclosed with a chain link fence. Slats within the chain link fence or landscaping around the fenced area would more effectively screen the equipment area from adjacent uses. Landscaping would not be a practical solution as it would require removing asphalt paving and installing a permanent irrigation system. A row of poplar trees planted along Logan Avenue provides some screening of views from the east. (61) ACCESSORY USES: Accessory uses to conditional uses such as day schools, auditoriums used for social and sport activities, health centers, convents, preschool facilities, convalescent homes and others of a similar nature shall be considered to be separate uses and shall be subject to the provisions of the use district in which they are located. (6J) CONVERSION: No existing building or structure shall be converted to a conditional use unless such building or structure complies, or is brought into compliance, with the provisions of this Chapter. The proposal calls for a maximum of twelve (12) panel antennas for receiving , and transmitting PCS radio signals: Three antenna array sectors will be placed in the eastern corner of the rooftop,'situated at 10°, 115° and 220° respectively. Each antenna array will include 4 PCS panel antennas (approximately 53"X 6" each) for a total of 12, mounted on top of non-penetrating rooftop brackets as shown on-the plan drawings. Two base transmission stations (BTS), measuring approximately 8' long by 6' high by 2.5' wide, containing radio transmission and receiving equipment as well as electrical backup batteries will be located within the eastern parking lot. A new rooftop structure will be built over the BTS units, as requested by the property owner. Once installed, the facility will be visited approximately one time per month for routine maintenance. Wireless communication services will facilitate growth of Renton in ways that help retain the economic vitality, environmental quality and • character of the community. A wireless communication 'system facilitates the workings of existing business and will attract new business at the same time. This will allow the city to continue as a regional employment center and thriving industrial and manufacturing-sector. There are several Policies found in the Utilities and Economic Development Elements that support this type of development: a) Policy U-1 The PCS system will provide wireless communication service to all present and future uses in the city and the growing region. Residential, commercial, light industrial, retail, public services, entertainment, recreation and youth services can all benefit from the convenience of high quality mobile communication. Wireless communication will also attract business, while facilitating local and regional growth. - b) Policy U-4 The radio signals emitted from the PCS antennas do not contain any known health risk to the public. The facility does not emit harmful rays, noxious odors, heat, excessive noise or pollutants. The facility will operate,at extremely low power levels, - only a small fraction of the power used by television and radio broadcasters. GTE's proposed facility will provide significant benefits to the public at.large. People rely and depend on advanced communication services to meet their communication needs, particularly'in emergency situations. - c) Policy U-5 The stadium grandstand site provides the city with excellent wireless coverage and minimizes the impact on adjacent - land uses. The subject property lies in a Light Industrial (IL) with a "P" suffix zone, surrounded by industrial zoned properties. The proposal calls for a maximum of twelve (12) panel antennas for receiving and transmitting PCS radio signals. Three antenna array sectors will be placed in the eastern corner of the\rooftop. Each antenna array will include 4 PCS panel antennas (approximately 53"X 6" each), mounted on top of non-penetrating"roof brackets. Two base transmission stations (BTS), measuring approximately 8' long by 6' high by 2.5' wide, containing radio transmission and receiving equipment as well as electrical backup batteries will be located within the eastern parking lot. WA0091 Renton PCS Site Renton Hearing Examiner Exit, • A new rooftop structure will be built over the BTS units, as requested by the property owner. The facility will also be fenced to prevent access. Once installed, the facility will be visited approximately one time per month for routine maintenance. The PCS facility will operate and be monitored 24 hours a day. COMPREHENSIVE PLAN Site Designation: Employment Area-Industrial (EAI) Objective of EAI is to: "create and sustain industrial areas which function as integrated employment activity areas and include a core of industrial uses and other related businesses and services, transit facilities and amenities." The proposed telecommunications facility is consistent with the intent of the EAI designation. GTE's PCS wireless communication service will enhance communication by providing better public and private safety, while also providing the means to conduct business more efficiently. Utilities Element: Policy U-100 Require that the siting and location of telecommunications facilities be,. accomplished in a manner that minimizes adverse impacts on the environment and adjacent land uses. The proposed facility has been situated and sized in a '•) manner that minimizes the impact on adjacent buildings. The antenna panels will be painted to match that of the surroundings or as directed by the City of Renton Development Services Division. The facility does not emit harmful rays, noxious odors, heat, excessive noise or pollutants. Policy U-101 Require that cellular communication structures and towers be sensitively sited and designed to diminish aesthetic impacts,and be collocated on existing structures and towers wherever possible and practical. The proposed PCS site was chosen due to the location of existing antennas on the rooftop. The facility has been sited and designed to blend in with the existing surroundings. The proposed communications facility will have a positive impact on the effort to attract diversified employment opportunities, as well as, consumer oriented commercial activity. Wireless communication networks have rapidly become a necessity to growing industrial and commercial areas.
