EG07095 CASE# 25-5766 OATS AND TIME +OF COLLISION 07/02/25 22:22 NARRATIVE On 07/02/2025, 1 was working uniformed patrol in a marked police car as 3R23. At approximately 2223 hours, officers were dispatched to a motor vehicle versus a pedestrian injury collision at the intersection of S 3rd St/Shattuck Ave S, which is located within the city limits of Renton, County of King, Washington. Dispatch advised that someone had reported that a motor vehicle had crashed into a pedestrian at the location. When I arrived at the location, other officers were also nearby and began to flood the intersection shutting down nearby roadways. Other officers and I were able to identify Unit 1, its respective driver, the involved pedestrian/victim, and a witness to the accident as documented above. I went over to the victim who was seated on the nearby sidewalk. My conversation with him is summarized as follows: The pedestrian explained that he headed westbound on S 3rd St, on the north side of the sidewalk preparing to cross Shattuck Ave S. The pedestrian explained that he saw the pedestrian signal change to indicate for him to cross. The pedestrian began to cross Shattuck Ave S westbound, on the marked sidewalk, on the north side of the intersection. While the pedestrian was crossing the crosswalk, he stated that he saw Unit 1 headed eastbound on S 3rd St, and was turning left to head northbound on Shattuck Ave S. The pedestrian described that Unit 1's front end then impacted his legs causing him to fall to the ground. The pedestrian explained that Unit 1 appeared to be going low speeds. As I took an overall look of the pedestrian, I noticed that he appeared to be in pain in his leg area. He did mention he felt pain in both of his lower leg areas. I took a look at the pedestrian's leg and noticed that he had a large scar on his left leg which the pedestrian stated was preexisting. I also saw a fresh red abrasion on the pedestrians right lower leg area. I also noticed that the pedestrian's shoes were still on his feet. Aside from the complain of leg pain, the pedestrian answered all my questions. I also noticed that the pedestrian was wearing dark colored clothing to include a dark jacket over a dark hoodie, black pants, and dark shoes. I met with other officers who had spoken to the driver and sole occupant of Unit 1. The conversation they had with the driver was relayed as follows: The driver of Unit 1 explained that he was headed eastbound on S 3rd St just west of Shattuck Ave S. It should be noted that S 3rd St is a one-way street. Unit 1 was preparing to turn left to head northbound on Shattuck Ave S. The driver of unit 1 mentioned that he remembered seeing he had a green traffic signal. Unit 1 then explained that he did not see the pedestrian in the sidewalk until the moment of impact and struck him with the front of his vehicle. Unit 1 explained that he believed he saw the pedestrian signal had a red hand which prohibited any pedestrian crossing. I then also spoke with other officers who did a look around Unit 1. They explained to me that the front driver's side bumper of Unit 1 was where the vehicle had impacted the pedestrian. They explained that there was no visible markings on that area of the bumper of Unit 1 that they could see, but that this was where Unit 1 stated he had impacted the pedestrian. I also briefly looked at the inside of the vehicle and noticed that none of Unit 1's airbags had deployed. I also noticed that Unit 1s vehicle registration had expired as of 02/23/2025. The driver of Unit 1 also stated he was uninjured and was wearing his seatbelt at the time of the collision. I also spoke to another officer who spoke to a witness that was nearby when the collision occurred. The following information was relayed to me: According to the witness (as listed above), he stated the pedestrian was walking westbound in the crosswalk at the above intersection. The witness then described that Unit 1 was traveling eastbound and had turned north on to Shattuck Ave S striking the pedestrian in the middle of the crosswalk. The witness did not see if the crosswalk signal had indicated for the pedestrian to cross, but said they did hear the sounds of beeping that were distinct and indicative to a pedestrian signal signaling for someone that it is okay to proceed and cross the crosswalk. I attempted to locate traffic camera footage for the intersection to no avail. There are no city traffic PAGE 3 OF 5 REPORT NO. EG07095 CASE# 25-5766 DATE AND TIME +OF COLLISION 07/02/25 22:22 NARRATIVE cameras that are located at this intersection. Based on the fact that I observed Unit 1s vehicle registration to be over 2 months expired and the fact that the vehicle had been traveling on a public roadway as described above, I found reasonable cause to cite the driver/registered owner with RCW 46.16A.030.5-failure to renew expired registration. Additionally, based on the fact that Unit 1 had not exercised care as he turned to head northbound on Shattuck Ave S, from S 3rd St, which resulted in the front end of his vehicle striking the pedestrian in the marked crosswalk as described above; he fact that the collision caused minor visible injuries to the pedestrian; and the fact that an independent witness described observing Unit 1 hitting the pedestrian and hearing the sounds of a the pedestrian signal indicating for pedestrians to cross, I found reasonable cause to also cite the driver RCW 46.61.235-fail to yield to pedestrian. Associated photos were uploaded to Evidence.com to be added to the case file. The pedestrian was eventually transported via ambulance to the hospital from the scene. The fire department had indicated to us that his injures appeared minor at the time of the collision. Unit 1 eventually left the location in his vehicle as it was still drivable. The above citations were forwarded to the Renton Prosecuting Attorney's Office to be mailed to the violator (Reference SECTOR infraction: 5A0486226 ). Based on the totality of the circumstances, it appears that Unit 1 is the proximate cause of the collision with the pedestrian. This concludes my report.
