EG07162 CASE# 25-4687 OATS OF COLLI r�510NN + 05/29/25 14:16 L1 NARRATIVE 25-4687 On 05/29/2025 at approximately 1418 hours, I was dispatched to an unknown-if-injury vehicle collision at the intersection of SE 188th ST and 120th Ave SE, within the City Limits of Renton, County of King, State of Washington. While en route, Dispatch advised that the collision involved two vehicles, and both were blocking the roadway/intersection. Upon arrival, I contacted the involved parties and determined that the driver of Unit#2 was complaining of chest pain and his tongue being "numb". I requested the Renton Regional Fire Authority (RRFA) respond for patient evaluation. RRFA later arrived on scene and treated the involved driver. RRFA released all involved parties at the scene. While on scene, I collected the involved parties driving documents and their independent recollection of events leading up to the collision. The driver of Unit#1 said she was the sole occupant of her vehicle and was traveling westbound in about the 12000 block of SE 188th ST and approaching the stop-sign controlled intersection of 120th Ave SE in the westbound lane of travel. The driver of Unit#1 stated that she was intending to continue straight ahead after stopping at the intersection, with the intent to continue west. The driver of Unit#1 stated she did not see the Stop Sign at the intersection mentioned above. The driver of Unit #1 proceeded across the intersection which Unit#2 happened to be approaching the same intersection but from the south. Both Unit#1 and Unit#2 collided in the intersection causing significant damage to the driver's side of Unit#1. The driver of Unit#2 said he was the sole occupant of his vehicle and was traveling northbound in about the 18800 block of 120th Ave SE approaching the intersection of SE 188th ST in the northbound lane of travel. The driver of Unit#2 stated he was intending to continue northbound through the uncontrolled intersection when Unit #1 proceeded out into Unit#2's lane of travel. The driver of Unit#2 stated he attempted to avoid the collision by forcefully applying the brakes but ultimately the collision still occurred. Unit#2 suffered significant damage to the front of Unit#1. Two independent witnesses remained at the scene, their names and contact information have been added to this report. One of the witnesses, identified as Gerald Patterson, stated that Unit#1 did not stop at the intersection and is believed to be the cause for the collision with Unit#2. Based on the above statements, I determined that the driver of Unit#1 (Nguyen) was the predominant factor for the collision as Nguyen violated RCW 46.61.190(2) which states "after having stopped shall yield the right-of-way to any vehicle in the intersection or approaching on another roadway so closely as to constitute an immediate hazard during the time when such driver is moving across or within the intersection or junction of roadways." The driver of Unit#2 was traveling upon an uncontrolled intersection and therefore had the right of way to proceed through or turn at the intersection without hinderance. The driver of Unit#1 did not obey the posted stop sign and as a result, a collision occurred. Unit#1 failed to yield the right of way to a vehicle who had the right of way and was underway. Nguyen was cited in-person for the aforementioned violation (RCW 46.61.190(2)). The driver of Unit#2 (Matthews) was issued a Written Warning for Operating a Motor Vehicle without Insurance.
