During this incident 1 was equipped with body-worn camera which records both audio and video. Portions of the incident were recorded. This report is merely a summary of the incident and is not intended to be an exact transcription of the entire investigation or what may have been captured with the recording system. During this incident I was wearing a department issued uniform or jump suit and outer carrier vest which was marked with "Police"both on the front, back, and department patches on each shoulder of the uniform or jumpsuit, as well as a Renton Police Velcro badge on my►eft chest. It would be immediately obvious to any reasonable person that I was a Police Officer. On 7/8/2025 at 1447 hours I was dispatched to a hit and run collision at the intersection of S Puget Dr and Benson Rd S. I met with the victim, identified as Van K. Nguyen (DOB: 08/11/1966), and his passenger who was identified as Thi L. Tran (DOB: 06/28/1970). Nguyen stated that he was traveling East on S Puget Dr approaching Benson Rd S in the#1 lane. Nguyen stated that he was preparing to make a righthand turn to proceed South on Benson Rd S. Nguyen stated that he came to the intersection and yielded to traffic that was lawfully approaching. Nguyen stated that as he stopped his 2024 Honda CRV (WA LP: CLU9089), a vehicle behind him failed to stop and the front bumper of the other vehicle collided with the rear bumper of the CRV. The other vehicle was described as a white ford pickup truck bearing WA license plate D40829G which returned to an unknown color 2018 Ford F150. I was able to review a photo of the license plate that Nguyen had taken to verify the license plate and color of the vehicle which it was on. Nguyen stated that the other driver exited his vehicle and refused to provide any information as is required by RCW 46.52.020(3). Nguyen stated that the other driver involved reentered his Ford and proceeded to flee the scene, nearly hitting Tran as she was out of the vehicle. Suspect description: Black male, 20-30, dark curly hair with a fade, beard, —6'1", medium build. Nguyen likened the suspects build to myself which would place him between 190-210 pounds. The registered owner of the vehicle was identified as Charles McFarland (DOB: 02/01/1988) per DOL records. The description of the suspect in this case closely matches that of McFarland. McFarland's DOL shows him as 5'10" at 250 pounds and in his DOL photo he has a beard. I was able to locate recent reports involving McFarland that show that his weight had been decreasing and by this point if he was losing weight, would place him between 190-210 pounds. Both Nguyen and Tran stated that they would be able to identify the driver of the suspect vehicle if they saw him again. I determined there to be reasonable suspicion that McFarland is the suspect in this case. Because of this, I will create a photo montage at a later date with McFarland as the suspect to be presented to Nguyen and Tran. I was able to locate a phone number for McFarland and called him at that number. He missed my call but was able to call me back and explained the same story that as told by Nguyen. McFarland stated that when he exited his vehicle however, the other involved were agitated and there was a significant language barrier, as both Nguyen and Tran both speak only Vietnamese. McFarland stated that to avoid a conflict in the middle of the road, he asked them to proceed South to Echo Mountain Apartments to exchange insurance. McFarland stated that Nguyen and Tran both got very close to him and made him uncomfortable, which prompted him to leave the area and see if they would move down the road which they did not. McFarland provided me with his insurance information over the phone, and I passed along the information to Nguyen. No further action required.
