The following occurred in the City of Renton, King County, Washington unless otherwise stated.
During this incident 1 was equipped with body-worn camera which records both audio and video.
Portions of the incident were recorded. This report is merely a summary of the incident and is not
intended to be an exact transcription of the entire investigation or what may have been captured
with the recording system. During this incident I was wearing a department issued uniform or jump
suit and outer carrier vest which was marked with "Police"both on the front, back, and
department patches on each shoulder of the uniform or jumpsuit, as well as a Renton Police Velcro
badge on my►eft chest. It would be immediately obvious to any reasonable person that I was a
Police Officer.
On 7/9/2025 at 1458 hours I was dispatched to a hit and run collision report that occurred at the
Watershed Apartments located at 625 Williams Ave S in the internal parking garage.
I called the victim, identified as Samir Noori (DOB: 03/24/1998) by WA DOL photo, and asked what
happened. Noori informed me that he noticed damage to the front drivers side bumper and wheel of
his 2024 Tesla Model Y (WA LP: CLH1752). Upon checking his Tesla cameras, he saw that there was
another vehicle parked next to him at around 0547 hours earlier in the morning.
Noori showed me the video and I was able to see that both vehicles were parked backed into parking
spaces near electric vehicle charging stations in the parking garage. In the video, I observed a dark
colored 2018 Tesla Model 3 (WA LP: CSD8915) on the drivers side of Noori's vehicle. I saw the Model
3 begin to exit the parking space and turn too sharply, causing the passenger side doors of the Model
3 to collide and scrape the front drivers side bumper and wheel of Noori's Model Y.
I saw the driver of the Model 3 exit his vehicle to inspect the damage, and then reenter his vehicle
and drive away. The suspect in the video footage appears to be the registered owner of the vehicle,
who was identified as Jared B. Lewis (DOB: 12/20/1996). In the video, Lewis has the same facial hair
and physical stature as depicted in his DOL return and photo.
This incident occurred in the sCity of Renton,King County,Washington State.

I determined there to be probable cause to arrest Lewis for the crime of hit and run (RCW 46.52.010)
because:
The operator of any vehicle which collided with any other vehicle which is unattended shall
immediately stop and shall then and there either locate and notify the operator or owner of such
vehicle of the name and address of the operator and owner of the vehicle striking the unattended
vehicle or shall leave in a conspicuous place in the vehicle struck a written notice, giving the name
and address of the operator and of the owner of the vehicle striking such other vehicle.
Lewis failed to complete these steps.
Noori was provided with an evidence.com link to upload the video footage from the collision that
was recorded by his Tesla. Noori stated that he would be able to identify the suspect if he saw him
again and that he is willing to assist in prosecution.
I completed SECTOR citation #5A0625694 for Lewis and sent it to the Renton Prosecuting Attorney
for review.
To further solidify the probable cause for this case, I created a photo montage to be presented to
Noori at a later date that will be presented by another Officer.
