EG08228 CASE# 25-5462 OATS OF COLLI r�510NN + 06/23/25 16:42 L1 NARRATIVE 25-5462 On 06/23/2025 at approximately 1648 hours, I responded to a blocking accident in the intersection of Benson Drive S and SE 172nd St in the City of Renton, County of King, and the State of Washington. Upon arriving on scene, I saw two vehicles pulled over on SE 172nd St. Unit 1 was a white 2002 Chevy 3500 bearing the WA license plate of (D54463G) with front-end damage which consisted of a crack and the outline of another vehicles tow rack on their front bumper. Just Infront was Unit 2, which was a 2023 Toyota 4Runner bearing the WA license plate of (CKP8006) with significant rear end damage which consisted of a back tow rack fully pushed into the underside of the vehicle and cracks all along the rear bumper. Renton Fire Department was called on scene to check on all involved occupants. There was no airbag deployment however driver of Unit 2 stated they were experiencing pain. I spoke to the driver of Unit 2 while waiting for Renton Fire Department. The driver identified herself as MARTIN, AMBER MARIE (DOB 04-16-1983) and stated she was traveling southbound on Benson Dr S. Nearing the westbound turn onto SE 172nd St and traveling in lane one of two, traffic came to a natural slow and Martin slowed down following the flow of traffic. She then was rearended by Unit 1. I proceeded to speak to the occupants of Unit 1. The driver of the vehicle identified himself as ROBINSON, TODA MAURICE (DOB 06-21-1975). The front right passenger identified himself as WALKER, JAMES JUNIOR (DOB 07-07-1995). All three involved were verified via WA DOL. Robinson stated he was hauling a secondary vehicle has his was traveling southbound on Benson Dr S in lane one of two. Nearing Se 172nd St, traffic came to a natural slow and Robinson slowed according to the flow of traffic. Robinson stated he felt a vehicle hit the vehicle that he was hauling and the inertia from the hit pushed him into Unit 2, which was directly Infront of him. Robinson stated he did not know who hit his vehicle, nor saw anyone near him. I did not observe any damage to the vehicle that Robinson was towing which was a blue Chrysler 300 VIN DECODE of(2C3JA43R854169127). Vehicle was a trashed vehicle they were moving for parts. I asked Robinson to point out where he thought the damage was and he pointed out the rear driver tire. Rear driver tire was visually fine and still aligned identically with the rest of the vehicle. Basic information was exchanged by both parties and both parties collected photograph evidence for themselves. As Robinson failed to provide me with an insurance policy to exchange with the other involved party, he will be charged with RCW 46.30.020 as any person who drives a motor vehicle, is required to be registered in another state that requires drivers and owners of vehicles in that state to maintain insurance or financial responsibility shall, when requested by a law enforcement officer, provide evidence of financial responsibility or insurance as is required by the laws of the state in which the vehicle is registered, which Robinson failed to do. Failure to provide proof of motor vehicle insurance is a traffic infraction and is subject to penalties which Robinson was informed of. Both parties left the scene as both vehicles were still operable. Renton Fire Department stated that driver of Unit 2 did not have injuries. Both parties left the scene as both vehicles were still operable. My involvement in this case was captured on my department-issued Axon body camera. This report is a summary of events that occurred and is not an exact sequencing of events. Statements have been paraphrased and summarized.
