On 07/12/2025, 1 was working as a uniformed police officer for the city of Renton.At approximately 1833 hours, I was dispatched to vehicle versus bicycle collision at Gene Coulon Memorial Beach Park, 1201 Lake Washington Blvd N. Portions of my involvement in the incident were captured on my department-issued bodycam. Initially, I was enroute to the location reference a parking complaint. However, as Officer Latronico (who was going with me) arrived at the park, he advised of the collision at the entrance. When I arrived on scene, I observed a white 2013 Toyota Prius (WA lic/CSE9119) block northbound traffic at the south entrance to the park. On the ground,was a white Specialized Rocker Hopper bicycle (SN/M2HL09538), as well as its owner/rider. I identified him as Eric A Theis (10/08/1955—WA DOL photo). I received the following account of the collision from him (which has been paraphrased): He was at the pedestrian crosswalk situated at the intersection of the park entrance and Lake Washington Blvd N.The crosswalk permits pedestrians crossing from the northwest corner of the intersection to the northeast, and vice versa. In this instance he was going from the northwest to the northeast, headed back towards the main road. As he began to cross, he was "cut off" by another vehicle (not the prius).While still crossing, he turned his head to the left to yell at the driver who almost hit him.Almost immediately after he turned, he was struck by unit 1,which hit him on the right side of his body. The damage to Eric's bike rendered it inoperable. He was forced to call his wife to have her pick him up at the park. I identified the driver of unit 1 as Mi Tran H Phan (02/02/2008—WA DOL photo). She informed Officer Latronico that for an unknown reason, she never saw Eric on his bike. She proceeded to make the turn into the park and subsequently struck him and his bike. I observed visible cosmetic damage to the front end of the prius. This incident occurred in the sCity of Renton,King County,Washington State. !declare underpenalty of perjury under the laws of the State of Washington that the foregoing is true and correct. I believe the proximate cause of the collision to be unit 1. Regardless of whether unit 1 had a green light to proceed into the park,they are required to clear the crosswalk of any pedestrians/cyclists prior to proceeding.
