CALL TO ORDER Chair Lynne King called the meeting to order at 5:40 p.m. In Attendance Members: Lynne King, Catherine Ploue-Smith, Suzi Ure City Staff: Terry Higashiyama, Peter Renner, Diane Wagner KCLS Staff: Judith Zelter Absent Members: Laurie Beden, Erica Richey II. APPROVAL OF AGENDA A motion was made by Suzi Ure, seconded by Catherine Ploue-Smith, to approve the agenda. All were in favor, motion carried, agenda approved as written. III. APPROVAL OF MINUTES Suzi Ure made a motion to approve February 2014 minutes, Catherine Ploue-Smith seconded. All were in favor, motion carried, minutes approved as written. IV. ORAL COMMUNICATIONS/PUBLIC COMMENTS None. V. BOARD COMMUNICATIONS None. VI. CITY REPORT/Terry Higashiyama, Peter Renner Peter Renner commented on temporary location for the Library over the Cedar River when it closes and said a few locations have been toured but nothing has been decided. He talked about the Archeological investigation at the site where all tribes have been invited to sample the location for possible finds, which will take place soon. He provided an update on the permitting process, which is about one week from finalization. Peter also provided an update on the Highlands library and said permitting is moving along, the demolition should be complete in approximately two weeks, the electrical location has been settled with Puget Sound Energy/ Potelco, and the finalization of the electrical plans continues. Library Board Minutes March 20, 2014 Page 2 of 3 Terry commented on the Historical Agreement and said they have a space setup at the 200 Mill building where two volunteers will be sifting through the collection, scanning and achieving accordingly. The Board discussed the 2014 goal and action items and prioritized the list. The goals and items are listed below: Center of Hope ^ Continued Support Centennial Celebration Marketing Campaign—"New" Libraries New Library Progress Support & Celebration Neighborhood Picnic Participation Expanding collaborations with Renton School District Meeting with Friends of Renton Libraries Pacific Northwest Collection "' Inventory, Sort, Inform Renton River Days and other Special Events Center of Hope Continued Support VII. KCLS REPORT/JUDITH ZETLER Rosalie Olds, King County Library Systems Teen Librarian, provided a Power Point presentation about the teen programs and services and what is involved in making it work. Main topics included the foundation, teen programming, outreach, teen involvement, homework assistance, and readers advisory. She talked about the strong collection of books, magazines, music, and other available resources. Rosalie talked about the teen website "Teen Zone" which is all about having what they need and what they are looking for. The site provides information on programming and resources, collections,job search, social services, writing, safe-places, Scholastic Assessment Test (SAT) assistance and preparation classes, tutors, how to apply to college, adjusting into the adult world, book groups, video games, crafts, events, poetry reading, volunteering, homework assistance, and writing workshops,just to name a few. It was a very useful and enlightening presentation with alot of good information. Judith provided a few handouts with statistic and talked about programs and attendance. She shared photos from the Bollywood and Dr. Seuss Birthday programs and talked about story-time and school visits, the Salvation Army B.O.O.S.T. (Best Out Of School) Program, computer classes, which are well attended, and the different children's, teens, and adult programs. OLD BUSINESS The Board talked about the annual Council Report/ Presentation which is now scheduled for Monday, April 7, 2014, at 7:00 p.m. Lynne showed the group a draft of the presentation and talked about the contents. She will email the draft to the Board for review before finalization. Lynne and Judith also talked about the Centennial celebration, scheduled for the weekend of May 3-4, 2014, with the main celebration centered on Sunday, May 4 from approximately 2:00 p.m. and 3:00 p.m., with light refreshments and possibly music. KCLS and the City are collectively referred to herein as the "Parties," and individually as a "Party." RECITALS WHEREAS,the Parties heretofore entered into an Agreement Regarding Library Services in the Event of Annexation (the "Annexation Agreement") to define their rights and obligations in the event annexation of the City into KCLS was approved by the registered voters of the City a special election thereon be held in the City prior to December 31, 2010; and WHEREAS, a majority of persons voting at such a special election held on February 9, 2010, voted in favor of annexation; and WHEREAS, pursuant to the Annexation Agreement, KCLS and the City agreed to develop and construct, among other facilities, a replacement facility (the "New Downtown Library") for the City's former Main Library; and WHEREAS, pursuant to the Annexation Agreement,the City also agreed to transfer to KCLS, among other things, the materials and collections in its former Main Library,which included, among other things, a collection of Pacific Northwest historical materials (the"Renton Historical Collection"); and WHEREAS,the City and the Renton Historical Society operate the Renton History Museum (the "Museum") as a repository for the history of greater Renton; and WHEREAS,the Museum includes a small research library, which is open to the public by appointment; and WHEREAS,the Parties have determined to construct the New Downtown Library on the site of the City's former Main Library,which will necessitate the relocation of equipment, furnishings, materials and collections therefrom to other quarters;and WHEREAS,the Parties have determined that,to insure its continued public availability during such construction and thereafter,the Renton Historical Collection should be transferred back to the City for consideration for the Museum's research collection;and 1 • r %NO '40110 WHEREAS,the estimated value of the Renton Historical Collection is less than $50,000; NOW,THEREFORE, in consideration of their mutual agreements set forth herein,the Parties hereby agree as follows: 1. Transfer of Renton Historical Collection. (a) KCLS agrees to transfer possession and title to the Renton Historical Collection to the City, such transfer to occur coincident with the relocation of equipment, furnishings, materials and collections from the City's former Main Library to other quarters in connection with the construction of the New Downtown Library. (b) The City agrees to accept possession and title to the Renton Historical Collection,and to facilitate public access to the same. 2. Effective Date. This Agreement shall become effective when, and only when, it has been duly executed by both of the Parties. 3. Dispute Resolution. If a dispute arises among the Parties concerning the performance of any provision of this Agreement or the interpretation thereof, and such Parties are unable to resolve their differences through informal discussions,the parties will endeavor to settle the dispute by submitting the dispute to mediation under such mediation rules as shall be agreeable to the Parties. Such mediation will be non-binding but a condition precedent to having the dispute resolved pursuant to litigation. In the event any action is brought to enforce any provision of this Agreement,the Parties agree to be subject to exclusive jurisdiction in the King County Superior Court, and agree that in any such action, venue shall lie exclusively in King County. 4. Miscellaneous Provisions. (a) This Agreement may be amended only upon consent of both Parties. Any amendment hereto shall be in writing. (b) The waiver by any Party of any breach of any term, covenant or condition of this Agreement shall not be deemed a waiver of such term, covenant,or condition or any subsequent breach of the same of any other term, covenant, or condition of this Agreement. (c) Any Party hereto shall have the right to enjoin any substantial breach or threatened breach of this Agreement by any other Party, and shall have the right to recover damages and to specific performance of any portion of this Agreement. (d) This Agreement is solely for the benefit of the Parties hereto and no third party shall be entitled to claim or enforce any rights hereunder except as specifically provided herein. 2 (e) If any provision of this Agreement or application thereof to any Party or circumstance, is held invalid by a court of competent jurisdiction, such invalidity shall not affect the other provisions of this Agreement which can be given effect without the invalid provision or application, and to this end the provisions of this Agreement are declared to be severable. (f) This Agreement shall be effective whether signed by the Parties on the same document or in counterparts. (g) All notices or other communications shall be deemed sufficient hereunder if made in writing and delivered by telefacsimile or by first-class mail, postage prepaid,to each Party at its respective address set forth below, or such other address as such Party may hereafter designate to the others in writing. Applications become available in January. For more information, please contact Norma McQuiller, Neighborhood Program Coordinator, 425-430-6595. ALL picnics are from 5:30 p.m. to 7:30 p.m. Picnics are held on Wednesdays and Thursdays from June to early September. NOTE: Picnics will NOT be held on July 24 which is during Renton River Days week just prior to the events. Suggested committee descriptions: • Set-up-Should arrive ihour prior to picnic start(4:30 pm). Volunteers will help unload the City Trailer, set up eating area, cover tables, set up game area, put out garbage/recycling bins,and set up check-in table. • Greeters-Welcome neighbors as they come. Oversee nametags, sign-in sheet and handing out plates. Neighborhood Program staff will collect the sign-in sheet at the end of the picnic. (We will email you a copy as well.) Should plan to arrive at 5:00 pm. • Food table -Will direct if necessary,where to put main dish, side dish and desserts. Help serve if necessary. Lend a hand to anyone who needs assistance. Help with on-going clean up. Should plan to arrive at 5:00 pm. • Games- Have someone in charge of the games. There are two different kinds of games...those that need someone to direct and those that are self directed. It is a good idea to have a mix of both. Prizes are always a great motivator for participation. Games can take place about half-way through the picnic. • Prizes/Raffles-If you decide to give prizes or hold a raffle drawing, have someone in charge and keep it simple. Ribbons can be made, and candy can go a long way. "White elephant" prizes can be fun if you know your group well enough...they can pick their own. Partner with local businesses and ask for a donation of some kind for your raffle(this also helps promote their business). • Master of Ceremony- Keeps things flowing. If there are announcements, or speakers they take the lead in presenting them.They will need an agenda... from the opening welcome to the thank-you for coming. • Safety-A first-aid kit is available in the picnic trailer. • Clean up-The job isn't over until the place looks like it did before the event. Don't be the last one there doing this on your own. If you can...ask each of your committee chairs to stay. • Lost&Found - Know what you are going to do with left over items such as spoons, bowls, and jackets. Are you are going to keep them for a week and then donate them...let people know how to get a hold of you. • Follow-up-Thank your volunteers, a simple hand written note is thoughtful. You could also put something in your newsletter. If you have the means to thank everyone who came(using the sign in sheet) recap the event. An email with pictures helps to keep the feeling of good-will going. RENTON Spotlight on Picnics Throughout the summer residents plan and attend picnics, enjoying the City-hosted barbecue, their own favorite side dishes, and games as one of the benefits of the Neighborhood Program. Neighborhood picnics may be held at City parks, homeowner association common areas, church lots or on Renton school grounds. Each picnic showcases the uniqueness and diverse make-up of its residents. Here are highlights from some of the 2013 neighborhood picnics: The South Renton Connection was the first of many picnics to be held this summer. The scent of hot dogs and home-made side dishes filled the air as residents gathered at Burnett Linear Park. Youth from Harambee's Cry Out program entertained with music and dance moves and many kids enjoyed getting their faces painted. Prior to the picnic, residents organized a neighborhood clean-up. At It • Despite the cool, rainy weather, newly formed Snake Hill Neighborhood Association drew many families to their "Kick-Off' picnic held at the Springbrook Church of Christ. Fortunately, the church opened their doors and the picnic was moved inside! Neighbors shared food, became acquainted with one another, and enjoyed locating their homes on a large map of their neighborhood. Wait} ilil 4 Neighborhood leaders from Maplewood, Maplewood Glen and Pioneer Place planned and hosted their annual combined picnic at Maplewood Park. Adults visited and chatted with City staff and kids enjoyed participating in relay games. Neighbors donated 145 lbs. of pet food and canned goods for their Salvation Army Renton Rotary Food Bank food drive during the evening. otiox 'tisteitIe 541' VerCello neighborhood invited nearby residents of Aspenwoods and newly "recognized" Brookfield for an old fashioned "block party." Everyone walked to the picnic bringing one food item per family member for the Salvation Army Renton Rotary Food Bank for a total donation of 210 lbs. Visiting with neighbors, blowing bubbles, and spraying the fire hose were highpoints of the picnic! ` ` Zany Ver A big crowd of Maplewood Estates residents converged in their HOA park area for their annual picnic under non-threatening, but shadowing clouds. Neighbors enjoyed visiting with each other and brought 137 lbs. of food for the Salvation Army Renton Rotary Food Bank. Hot dogs were popular, as served by City staff, but the longer line was for face painting! The sound of music and a warm si, er evening provided the backdrop fot ; LaCrosse picnic. Many families shared food and enjoyed hula hoop contests and a "Kids vs. Dads" Tug-of-War. In hopes of supporting military families in the Renton area, the neighborhood procured donations and held a raffle raising $504.00 for the Folds of Honor Foundation which "provides assistance to spouses and children of soldiers killed or disabled in service to our country." Tiffany Park Neighborhood buzzed with conversation and activity at their annual picnic held at Tiffany Park. Along with tasting an array of side dishes, residents played games, decorated cupcakes, participated in a raffle and, donated goods for a School Supply Drive. ".u + • a' _ r * •. North Renton residents brought an abundance of side dishes to share at their picnic in Jones Park. Flags were waving around the check-in table to promote the display of American flags throughout the neighborhood. The picnic committee procured items from a few local businesses for their raffle. The Sunset Neighborhood Association partnered with Renton Housing Authority for their picnic held at Highlands Neighborhood Center. Many residents of all ages enjoyed hot dogs, popsicles and several relay races! Renton Housing Authority even provided transportation for several of their residents. Under misty skies, Cascade Neighborhood Association hosted their picnic under the covered area at Cascade Elementary School. Photographs of their recent neighborhood clean-up were displayed as well as future project ideas, and a container for donations for the Salvation Army Renton Rotary Food Bank. 44, At the South Union Neighborhood Association picnic, families gathered at Heritage Park celebrating their recent clean-up efforts at the park. One resident brought a little bit of Hawaii to the picnic as she strolled around singing and strumming her ukulele! • a a l't Victoria Park, Victoria Hills, and Talbot Hill neighborhoods collaborated together for a picnic at Thomas Teasdale Park. Music reverberated through the park as residents shared food and played games.
