L `-'s• 4 _' ..�s_larr_sr_•. f. - City of Renton P/B/PW Department -Environmental Determination at Administrative Land Use Action Holiday Inn Addition LUA-96-101, CU, ECF REPORT AND DECISION OF September 24,1996 Page 2 of 12 Part One: PROJECT DESCRIPTION/BACKGROUND The applicant proposes to expand the existing Holiday Inn, demolishing the existing rooftop penthouse (3,348 sq. ft.) and constructing a new sixth floor with 14 suites (10,559 sq. ft.), thus expanding the existing building a net increase of 7,211 square feet. The existing building height of 66.58 feet would remain the same with the proposed expansion. A new equipment screen and elevator machine room would extend approximately 8 feet 4 inches above the existing building and sixth floor expansion. The existing complex would also be improved;1) a new 10 foot wide planting strip (average) would be added along South Grady Way with a new 5 foot wide concrete sidewalk adjacent to the right-of-way: 2) new landscaping added along State Route 167 right-of-way; 3) new pool deck surface along with a new spa, and 4) minor landscape and fencing improvements in and around the existing building and parking. The landscape and sidewalk improvements along South Grady Way would result in a net loss of 3 parking stalls. However, the Holiday Inn would still provide 273 parking stalls which is greater than the minimum number of parking spaces required by the Code for the hotel use. The site does not have sufficient parking to meet the code requirements for the 10,705 square foot restaurant/ meeting lounge. However, Holiday Inn has a reciprocal parking easement with the neighboring Renton Village Shopping Center which covers the additional parking requirements. Part Two: ENVIRONMENTAL REVIEW A. Environmental Impacts The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether the applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction with the proposed development. Staff reviewers have identified that the proposal is likely to have the following probable impacts: 1) Earth Impacts The proposed project would not result in any additional impervious surfaces on the site. There is some potential for erosion impacts during the construction phase of the project. However, the potential of impacts would be mitigated by Code-required temporary erosion control measures. Mitigation Measures No further mitigation is required. Policy Nexus N/A 2) Air Impacts Air quality could be affected by dust generated during construction and emissions from construction vehicles and equipment. Construction impacts would be mitigated by requirements for watering down the site. Exhaust from construction vehicles and motorized equipment would not result in a significant impact and are mitigated by State standards. The expansion would add some vehicle trips with associated emissions, but it is considered a minor impact in comparison to the larger number of overall trips generated by the hotel. Mitigation Measures No further mitigation is required. , Policy Nexus N/A 3) Transportation Impacts The proposal would result in an increase in traffic trips, estimated by staff at approximately 50 average daily trips. The proposal would be subject to the City's Transportation Mitigation Fee, which is calculated at $75 per each new average daily trip attributed to the project. This truck traffic should be limited to off-peak hours. Mitigation Measures The applicant shall be required to pay a Traffic Mitigation Fee of$75 for each new average daily trip associated with the project. This fee is payable prior to the issuance of a Building Permit. A construction plan indicating haul routes and hours, construction hours and a traffic control plan shall be submitted for approval prior to any permit being issued. Haul hours shall be restricted to 8:30 a.m. to 3:30 p.m. unless approved in advance by the Development Services Division. Policy Nexus Environmental Ordinance, Title IV-Chapter 6. 4) Fire • Impacts The proposal would result in an increase in the building area over-existing conditions. The City's Fire Mitigation Fee would apply to the net increase in square footage of the addition (approximately 7,511 square feet). The fee is$0.52 per square foot of applicable area. Mitigation Measures The applicant shall be required to pay the applicable Fire Mitigation Fee, at a rate of$0.52 per square foot of new construction (less the square footage of demolished buildings). The fee shall be paid prior to the issuance of a Building Permit. Policy Nexus Environmental Ordinance, Title IV-Chapter 6. B. Because these notes are provided as information only,they are not subject to the appeal process for environmental determinations. PLAN REVIEW EXISTING CONDITIONS WATER-There is an existing 8-inch water main looped on the site. .Static'pressure is measured at approximately 74 psi. Fire flow is an average of 2500 gpm. SEWER-The site is served by an existing 18-inch sanitary sewer map. STORM - Storm facilities exist in Grady Way and within the Renton Thriftway complex. STREETS -All frontage rights-of-way are developed with the exception of the sidewalks on Grady Way. No additional lighting or pavement are required. CODE REQUIREMENTS WATER 1. The System Development Charge at the redevelopment rate shall be only charged if an additional or larger meter is required for this development. SANITARY SEWER 1. The System Development Charge at the redevelopment rate shall be charged only if an additional or larger meter is required for the domestic service. SURFACE WATER 1. A net reduction in impervious surface is expected, so no SDC is anticipated with this development. PLAN REVIEW- GENERAL 1. All plans shall conform to the Renton Drafting Standards. 2. A construction permit is required for the sidewalk improvements. When plans are complete three copies of the drawings, two copies of the drainage report, a construction estimate, application and appropriate fee shall be submitted to the fourth floor counter. However, it is recommended to call 235-2631 to verify the fees as generated by the permit system prior to issuing a check. FIRE PREVENTION BUREAU 1. Per City Ordinance, adding square footage to an existing building over 12,000 square feet, a fire sprinkler system will be required for the entire building. 2. A fire alarm system will be required to cover added suites. 3. Separate plans and permits are required for sprinkler and fire alarm systems. 4. A fire mitigation fee is required for the addition at$0.52 per square foot. 5. Exits need to meet requirements of Building and Fire codes. AIRPORT MANAGER 1. Findings 1) 'CONSISTENCY WITH CONDITIONAL USE CRITERIA Section 4-31-36 lists 11 criteria that the Hearing Examiner is asked to consider, along with all other relevant information, in making a decision on a Conditional Use application. These include the following: A. .CONSISTENCY WITH THE COMP.PLAN,ZONING CODE&.OTHER ORDINANCES: The proposed use shall be compatible with the general purpose, goals, objectives and standard of the Comprehensive Plan, the Zoning Ordinance and any other plan, program, map or ordinance of the City of Renton. (1) COMPREHENSIVE PLAN, ITS ELEMENTS AND POLICIES The site is designated Employment Area - Commercial (EAC) in the Comprehensive Plan. Land uses intended for the EAC designation are those that require large amounts of land and high visibility and access to large volumes of automobile traffic. Expansion of the existing use is appropriate under the designation. The existing development and the proposed expansion is consistent with the following applicable EAC policies: Policy, LU-176. Increased demand for commercial uses should be accommodated through redevelopment.and intensification of Employment Area - Commercial designations rather than expansion of those areas. (pg. I- 28) Policy LU-174. Parking areas should be landscaped (including street trees, buffers, berms), especially along the roadways, to reduce the visual impacts. (pg. 1-28) Policy LU-160. Developments should provide appropriate treatment (e.g. landscaping, improved building facade) along major arterials to mitigate adverse visual impacts. The proposed expansion includes landscape improvements along the property frontages of S. Grady Way and Rainier Avenue S./SR 167. Policy LU-179. A unified style of commercial or residential development should be encouraged through site standards, including: a. minimum lot depth of 200 feet, b. maximum height of 4-6 stories, c. parking to the side or rear of the building, d. maximum setbacks which will allow incorporating a landscape buffer, and e. common signage and lighting requirements. (pg. 1-29) The proposal does not exceed the six story maximum. ZONING CODE k The Commercial Arterial (CA) zone allows hotels and motels as a primary permitted use. _ Conditional use permits are required for building heights in excess of the 50 foot height limit of the zone. Building heights which exceed the maximum height limit of• 50 feet by less than 25 feet require an Administrative Conditional Use.Permit, while building heights exceeding the limit by more .than 25 feet require approval of a Hearing Examiner Conditional Use Permit. The expansion. proposal. would .not.. affect other .development standards related to the existing building. The landscape-and-sidewalk improvements along S. Grady•Way would result in elimination of 3 parking stalls. However, the hotel would still meet parking code requirements for the hotel use. To cover additional parking requirements-for-the:restaurant/meeting::lounge on the site, the Holiday Inn has a reciprocal parking easement with the neighboring Renton Village Shopping Center. B. COMMUNITY NEED: There shall be.a community -need-for the proposed use at the-proposed location. In the _•determination of community need, the Hearing Examiner(Zoning Administrators) shall consider the following factors, among all other relevant information:. (1) . -The proposed,location.shall not result in either the detrimental over concentration of a particular use within,the City or within the immediate area of the,proposed use. The proposal would not result in the over concentration of hotels in the area, in fact it serves the community as the only hotel near the interchange of 1-405 and.SR-167. The•existing Holiday Inn has operated at the subject site for a number of years. (2) That the proposed location is suited for the proposed use. The proposed location is well suited for the hotel and for the proposed expansion. The site location adjacent to the interchange of 1-405 and SR 167 is well suited for the hotel use. C. EFFECT ON ADJACENT PROPERTIES: The proposed use at the proposed location shall not result in substantial or undue adverse effects on adjacent property. The following site requirements shall be required: (1) LOT COVERAGE Lot coverage shall conform to the requirements of zone in which the proposed use is to be located. The lot coverage for buildings in the CA zone is 65%. The existing building complies with this standard and the proposed expansion would not increase the area of the building footprint. (2) Yards: Yards shall conform to the requirements of the zone in,which the proposed use is to be located. Additions to the structure shall not be allowed in any required yard. The existing building complies with the yard/setback standards of the CA zone and the proposed expansion-would not extend into required setbacks. 3) Height: Building and structure heights shall conform to the requirements of the zone in which the proposed use is to be located. Building heights should be related to surrounding used in order to allow optimal sunlight and ventilation, and minimal obstruction of views from adjacent structures. The proposed expansion would demolish the existing sixth floor penthouse and add a full sixth story to the Holiday Inn. The existing top of the penthouse parapet is 66.58 feet above finish grade and the proposed sixth floor parapet would remain the same.. A new equipment screen and elevator machine room would extend approximately 8 feet 4 inches above the existing building and sixth floor expansion. The hotel building height is consistent.with surrounding..,uses, specifically the Evergreen Building which is a six story office building-located just southeast of the subject property. The proposed expansion may further obstruct views of surrounding uses and views looking north from 1-405. However, the expansion would not increase the building height and would not significantly exasperate the existing conditions. The Holiday Inn is located adjacent to the Renton Village Shopping Center and the large parking areas between structures allows for adequate sunlight and ventilation between adjacent uses. D. COMPATIBILITY: The..proposed use shall be compatible with the residential scale and character of the neighborhood. (Ord 3599, 1-11-82) The existing hotel is compatible in scale and character with the other commercial uses in the immediate area and with the intensity of building that is anticipated in the Commercial Arterial.(CA) zone. As previously mentioned, the Evergreen Building is a six story office located adjacent to the southeast. The proposed expansion would update and improve the existing appearance of the building to make it more attractive and compatible with newer commercial uses in the vicinity. The expansion would include simplifying the roof lines by replacing the existing tiled mansard roof parapets with a new stucco facade and filling the sixth floor area on either side of the penthouse for a cleaner overall look. E. PARKING: Parking under the building structure should be encouraged. Lot coverage may be increased to as much as seventy-five percent(75%) of the lot coverage requirement of the zone, in which the proposed use is located, if all parking is provided underground or within the structure. (Ord.3903, 4-22-85) Underground parking is not feasible at this site location, may not be economically feasible for the hotel use, and is not appropriate to consider with the limited expansion proposed. The existing hotel and proposed expansion meet both the lot coverage and parking requirements of the CA zone. The landscape and sidewalk improvements would eliminate 3 existing parking spaces. However, the hotel would still meet parking code requirements for the hotel use. To cover additional parking requirements for the restaurant/meeting lounge on the site, the Holiday Inn has a reciprocal parking easement with the neighboring Renton Village Shopping Center. TRAFFIC: Traffic and circulation patterns of vehicles and pedestrians relating to the proposed use and surrounding area shall be reviewed for potential effects on, and to ensure safe movement in the surrounding area. The proposed expansion would not effect existing access or internal circulation patterns of the hotel. There are not unsafe traffic patterns associated with the hotel that could be rectified as part of the subject proposal. A Traffic Mitigation Fee of$75 for each new average daily trip associated with the project will be imposed to make system-wide improvements to the City's circulation system. The proposal would add a sidewalk along S. Grady Way which would aid pedestrian circulation to the site. G. NOISE, GLARE: Potential noise, light and glare impacts shall be evaluated based on the location of the proposed use on the lot and the location of on-site parking areas,.outdoor recreational areas and refuse storage areas. The proposal would not increase light, glare or noise impacts over that which currently exists on this site. The subject site is surrounded on 3 sides by major roads and highways which contribute significantly more light, glare and noise impacts than the hotel use. Noise and glare impacts may be generated during the construction phase of the proposed project. However, these impacts are expected to be short term in nature. H. LANDSCAPING: ...Landscaping shall be provided in all areas not occupied by building or paving. The Hearing ,Examiner may require additional landscaping to buffer adjacent properties from potentially adverse effects of the proposed use. The proposal includes plans to add a 10 foot wide (average) landscape strip along S. Grady Way and to improve the landscaping along the west property frontage on SR 167. The proposed landscaping along SR 167 would be within the Department.of Transportation (DOT) right-of-way and the applicant will need to receive approval from DOT for the landscaping. Minor landscaping and fencing improvements are also proposed around the existing buildings and parking. The applicant has voluntarily proposed the landscaping to improve the overall appearance of the site. The Code does not necessarily require or convey the authority to require upgrading the landscaping for the extent of the project expansion proposed. /. ACCESSORY USES: Accessory uses to conditional uses such as day schools, auditoriums used for social and sport activities, health centers, convents, preschool facilities, convalescent homes and others of a similar nature shall be considered to be separate uses and shall be subject to the provisions of the use district in which they are located. Not applicable to proposal. J. CONVERSION: No existing building or structure shall be converted to a conditional use unless such building or structure complies, or is brought into compliance, with the provisions of this Chapter. Building heights over 50 feet require a conditional use permit in the CA zone. The proposal would not be adding height to the existing structure. The existing hotel building and the proposed expansion are in compliance with the CA zone provisions if the building height is approved through a conditional use permit. The site is adequately served by existing public facilities and utilities.• Further details of utility conditions on the site,are provided in the Advisory Notes section of this report. PROJECT NARRATIVE : • The site (5.16 acres) is located on the Southeast corner of the intersection of South Grady Way and State Route 167/Rainier Avenue South. • A Holiday Inn Hotel occupies the site and the use will remain the same. • No special features occupy the site. • 'There are possibly two structures which might have views obstructed as a result of the proposed project. the six story Evergreen Building Southeast and adjacent to the site, and Auto Dealership North of the site across South Grady Way. • The project name will be the Renton Holiday Inn Select and the Use will remain the same. The major project improvements will be localized at the existing five story plus penthouse tower and will consist of demolishing the existing roof top penthouse(3,348 s.f.) and constructing new sixth floor with 14 suites(10,559 s.f.). New roof top screening will be erected to conceal roof top mounted satellite dishes and heating and cooling equipment. Other areas of the existing complex to be improved will be; 1.] new ten foot planting strip (average) along South Grady Way along will a new five foot wide concrete sidewalk adjacent to the right of way, 2.) new landscaping along State Route 167 right of way, 3.) new pool deck surface along with a new spa,and 4.) minor landscape and fencing improvement in and around the existing buildings and parking. Note: Item #1 will result in a net loss of three parking stalls; and items #1 and #2 are required by the Renton Planning Department. The existing top of penthouse parapet is 66.58' above finish grade and the proposed new sixth floor parapet will remain the same. Note: allowable height limit is 50.00' (75.00'with a Administrative Conditional Use Permit.) The net increase in project square footage will be 7,211 s.f.; but there will be no increase in lot coverage(building footprint). there will be a net loose of three parking stalls; but the Holiday Inn Select has a reciprocal parking easement with the neighboring Renton Village. Project access will remain the same with one entrance off of South Grady Way. • There are no known off-site improvements planned for at this time. RECEIVED AUG 2 3 1996 DEVELOPMENT PLANNING CITY OF RENTON • • JUSTIFICATION FOR THE CONDITIONAL USE PERMIT REQUEST A. Comprehensive Plan The proposal is compatible with the goals, objectives and standards of the Comprehensive Plan. B. Community Need: The proposal improves the overall visual and aesthetic character of the community. C. Effect on Adjacent Properties: The existing structure is over 30 years old and is outdated architecturally. What makes this building particularly ugly are the existing roof lines, i.e.tiled mansard roof parapets, penthouse and elevator tower.
