Several items listed below are in need of revisions or further action towards completion. Please use this letter as a check list to keep your project moving smoothly through the City procedures. Construction Concerns: The construction permit for the project has been signed off by the inspector. As-Built Concerns: The construction permit plan mylars have been returned for our permanent records. Construction Cost Data Concerns: The Bill of Sale, Cost Data and Inventory form, and maintenance bond are all in order. Short Plat Drawing Concerns: The short plat does not close. Check all distances and bearings, as there are at least two errors on the drawing. Submit a copy of the lot closures calculations. There are several spelling errors requiring revisions. Submit a reference for the "STATE" document cited for the centerline of NE Sunset Blvd. The length of this centerline between the PC's of the bounding curves and the stations of that PC does not agree with City records. Short Plat Drawing Concerns (continued): There is a discrepancy between the legal description and the short plat drawing. One inconsistency noted was the bearing on the east line of the short plat drawing, which was called out as a northwest bearing in the drawing and a southwest bearing in the legal description. There is no provision for the recording numbers of these two easements on the short plat. The short plat drawing needs to call out these two separate documents and a blank line so that the recording number may be added. Your engineer is familiar with the procedure, as he has shown it on many short plats. Fees: The Park's Mitigation Fee of $530.76 per new lot shall be paid prior to the recording of the short plat. The Fire Mitigation Fee of $488 per new lot shall be paid prior to the recording of the short plat. The Traffic Mitigation Fee of $3,000 shall be paid prior to the recording of the short plat. There is a balance due of $80 on the construction permit that shall be paid prior to the recording of the short plat. It is a team effort of all of the above City Divisions and you, your engineer, contractor and surveyor to attain approval of your short plat. An example of items that are NOT turned over are side sewer stubs, water service lines and private storm drainage facilities. Return the original form to me. Supporting Comprehensive Plan Policies: Policy LU-23. New development within all residential designations should achieve a minimum density. The minimum density may be adjusted to reflect constraints on a site. Policy LU-34. Net development densities of 8 dwelling units per acre should be allowed in Residential Single Family neighborhoods. Policy LU-35. A minimum lot size of 4,500 square feet should be allowed in single family residential neighborhoods. Policy H-4. Encourage infill development as a means to increase capacity. Policy H-14. Policy H-15. Adequate access to potential future development on the site must be ensured. Proposed development should not preclude future development. G. DEPARTMENT ANALYSIS: 1. Project Description/Background The applicant is proposing to subdivide an existing 1.31 acre lot into 4 parcels. The resulting lots would be 7,443.5 square feet (Lot 1), 6,453 square feet (Lot 2), 10,814.5 square feet (Lot 3), and 12,145 square feet (Lot 4). Access to the lots is proposed via a private road off NE Sunset Boulevard. The private road is proposed along the east property boundary, as a separate tract of land 26 feet wide and improved with 20 feet of asphalt pavement. Staff recommends that private (non-dedicated) streets be designated on plats as a private access easement rather than as separate tracts. The site is zoned Residential-8 DU/AC (R-8) which allows detached single family residential homes on lots with a minimum lot size of 4,500 square feet. The proposed parcels would meet the minimum lot size and lot width and depth requirements. The short plat includes building envelopes on the lots which indicates a sufficient buildable area to meet setback requirements of the zone. The net density for the proposal calculates to 4.73 dwelling units per acre. This does not meet the minimum density of 5 dwelling units per acre required in the R-8 zone. The applicant has not provided a shadow plat to demonstrate that future development could eventually satisfy the minimum density requirements. Further discussion of this issue is found below in Section 5.b. Compliance with the Underlying Zoning Designation. The subject property is presently unimproved. The site slopes upwards toward the south with slopes ranging between 4% and 6%. Stormwater catch basins in the private road would connect to City facilities in NE Sunset Blvd. 2. Environmental Review Short Plats are not subject to Environmental Review. 3. Compliance with ERC Conditions • Not Applicable. 4. Staff Review Comments Representatives from various city departments have reviewed the application materials to identify and address issues raised by the proposed development. These comments are contained in the official file, and the essence of the comments has been incorporated into the appropriate sections of this report and the Departmental Recommendation at the end of the report. 5. Consistency Short Plat Criteria Approval of a plat is based upon several factors. The following short plat criteria have been established to _ assist decision makers in the review of the plat: a) Compliance with the Comprehensive Plan Designation The proposal is consistent with the Comprehensive Plan.Land Use Element designation of Residential Single Family (RS) in that it would provide for the development of single family homes. The Pierce Short Plat would be an infill development and assist in achieving objectives promoted in the Comprehensive Plan such as reducing sprawl, and making more efficient use of public services and infrastructure and to improve opportunities for better public transportation. The proposal does not meet Comprehensive Plan policies H-1.4 and H-18 which establish minimum density requirements. However, Policy LU-23 allows for minimum density requirements to be adjusted to reflect site constraints. b) Compliance with the Underlying Zoning Designation The subject property is zoned R-8. This zone allows for the development of single-family homes on legal lots as a primary permitted use. The R-8 zone allows for a density range of 5 to 9.7 dwelling units per acre. The subject proposal for 4 lots would result in a net density of 4.73 dwelling units per acre which does not meet the minimum density requirement. Lot 3 (10,814.5 sq. ft.) and Lot 4 (12,145 sq. ft.) are of sufficient size that they could be further subdivided or shadow-platted to achieve the minimum density requirement. However, City street standards permit private streets-to access a maximum of 6 lots, of which at least 2 lots need to abut a public right-of- way. In the subject proposal, the private road would serve the project lots and also an existing lot which is located just west of the subject property. Staff recommended providing access to this adjacent lot in order to minimize the number of driveways accessed off Sunset Blvd. NE. Transportation staff commented on a problem of sight distance when approaching the site from the east. Because of City standards limiting the number of lots that may be accessed off a private road, the subject proposal could not further subdivide or shadow plat to meet minimum density requirements. Alternatively, the proposal would not gain an additional lotto meet minimum density with a public residential street requiring a 50 foot right-of-way width. Therefore, staff recommends that the Reviewing Official reduce the minimum density requirement for the subject proposal. The Code allows the Reviewing Official to reduce minimum density requirements in the event that "minimum density cannot be achieved due to lot configuration, lack of access or physical constraints." shpltrpt.doc . The short plat includes setbacks showing potential building envelopes on the lots and there appears to be sufficient area for the development of single family homes in compliance with R-8 setback requirements. c) Compliance with Subdivision Regulations Lot Arrangement: Side lot lines are to be at right angles to street lines, and each lot must have access to a public street or road. Access may be by.private access easement street per the requirements of the Street Improvement Ordinance(Code Section 4-34). The proposal complies with this criteria. The side lot lines would be oriented at right angles to the street lines. Access to all the proposed lots would be provided from a private_street which connects to Sunset Blvd. NE. Lot 1 would also have a potential access directly off Sunset Blvd. NE. .Lots: .The size, shape and orientation of lots shall meet the minimum area and width requirements of the applicable zoning classification and shall be appropriate for the type of development and use contemplated. The proposed lots meet the minimum lot area and lot dimension requirements of the R-8 Zone and the lots are of sufficient size and dimension to allow for the development of single family homes. d) Reasonableness of Proposed Boundaries Access:Access_to the lots is proposed via a private road off.NE.Sunset.Boulevard. The private .road is proposed _ .along the_east property boundary, which.was..recommended:by.Transportation staff for providing the best sight distance coming off Sunset Blvd. NE. The private road is provided as a separate tract of land 26 feet wide and improved with 20 feet of asphalt pavement. Staff recommends that private (non-dedicated) streets be designated on plats as a private access easement rather than as separate tracts. The private road also provides access to an existing lot located just west of the subject property. This access was recommended by Staff in order to minimize the number of driveways accessing Sunset Blvd. NE. Topography: The site slopes upward towards the south with the steepest grade change of 22 feet over approximately a 325 foot distance, equal to a 6.8% slope. Relationship to Existing Uses: e) Availability and Impact on Public Services(Timeliness): Police and Fire: Police and Fire Department staff report adequate services are available to respond to service calls at this site. The proposed access would be sufficient for emergency response. Recreation: No City parks or recreation facilities are located in the immediate neighborhood of the subject property. There is reasonable access to nearby school facilities which provide recreational opportunities. Schools: According to the Renton School District, new development results in 0.76 school-age children per new building lot. Therefore, the proposal is expected to generate approximately 3 new students. Storm Water: The applicant is proposing 2 new catch basins in the private street which would connect to the existing 12 inch storm drainage system in Sunset Blvd. NE. Water and Sanitary Sewer Utilities: Water and sewer main extensions would be required to provide service for the plat. Airport Services: The subject property is located in the area of influence for the Renton Municipal Airport. DECISION: The Pierce Short Plat, File No. LUA-96-102,SHPL, is approved subject to the following conditions: 1. Private Street. The private street shall be shown as a private access easement"on the face of the short plat, rather than as a separate tract. Legal descriptions for each lot shall be included on the plat and shall also reference the easement for ingress/egress. 2. Homeowner's Association or Maintenance Agreement. The applicant or owner shall be required to establish a homeowner's association or record a maintenance agreement for the maintenance of all common improvements (private road,- drainage facilities, etc.). The language of the maintenance agreement or homeowners association shall be drafted in a form acceptable to the Development Services Division and shall be recorded-concurrently with the Short Plat (and the recording number shall be reference on the face of the Short Plat). - 3. Park's Mitigation Fee. The applicant/owner shall be required to pay the equivalent of$530.76 for each newly created lot. The fee is payable prior to the recording of the Short Plat. 4. Fire Mitigation Fee. The applicant/owner shall be required to pay the amount of$488 per each newly created lot. The Fire Mitigation Fee is payable prior to the recording of the Short Plat. 5. Traffic Mitigation,Fee. The applicant/owner shall be required to pay the amount of$75 per each new average daily vehicle trip, equal to $750 for each newly created lot as traffic mitigation. This fee would be payable prior to the recording of the Short Plat. The property is situated northeast of the City of Renton in the Souhteast Quarter of Section 04, Township 23 North, Range 5 East, W.M. It is bounded on the north by Sunset Blvd NE and on the south and east by a single family developments; and on the west by large single family parcel . The soil type as classified by King County Soil Conservation Service is Alderwood Soil (Agc) . REVIEW OF RESOURCES 1 . City of Renton Aquifer Protection Area Map 2 . City of Renton Topographic Mapping, Scale 1"= 200 ' 3 . Soil Conservation Service 4 . City of Renton Zoning and Subdivision Ordinances FIELD INSPECTION Field inspection of the site area was performed in August 1, 1996 . The property is vacant . However, along the northwest of the site there exists two single family homes which the proposed short plat would provide an access to them via a private road. The house shown on the Renton Topographic Maps (Scale 1"=200 ' ) is no longer exists . It is proposed to short plat the property into four single family lots . The access to the site will be via a track of land 26 feet wide with turn a around. The private road will consist of 20 feet of asphaltic pavement connecting to Sunset Blvd NE. The topography of the site is oriented from south to north with slope ranges from 4 to 60 . The land cover mostly overgrown and brushy. Mature trees are scattered over the entire sight . EXPIcs 6/22/ cr) • �r I • NARRATIVE UPSTREAM ANALYSIS In reviewing the upstream drainage flows it was ascertained that there is no significant off-site drainage flows into the subject property. This is confirmed in reviewing the topographic mapping for the area and our field investigation. DOWNSTREAM ANALYSIS Surface runoff from the proposed site sheet flows northerly along natural and shallow swales and eventually the flow is directed into underground storm system along Sunset Blvd SE. Thence the flow in the storm culvert is directed easterly and thence crosses the highway and flows into the May Creek approximately a quarter of mile downstream of the site.
