Re: Shoreline and Land Use Permit Application for City of Renton, Kennydale Lakeline Sewer
System Decommissioning Project
Dear Alex Morganroth:
On behalf of Joe Stowell of the City of Renton (Renton) Public Works Department, we are
submitting a permit application for a Shoreline Substantial Development Permit (SSDP) and
State Environmental Policy Act (SEPA) Review for Renton’s Kennydale Lakeline Sewer System
Decommissioning Project (the project). The work is also considered a Type II land use
application and will follow the requirements identified. This application includes information
discussed during the pre-application meeting for the project (PRE 24-000037).
The project includes 2 phases of work: (1) upland installation of a new land-based sewer
system, and (2) in-water work to decommission the existing Kennydale lakeline system. The
project narrative for these phases is provided in the application materials. The proposal is
considered a Utilities, Small use within Aquatic, Residential (R)-6, and R-8 land use zones. The
project is considered a permitted use provided that aboveground public utility facilities, such as
water towers, reservoirs, water treatment facilities and pump stations, shall be treated with
public art, subject to approval by the Arts Commissions.
The following review of the application materials is based on the SSDP submittal checklist
(Table 1). Note that not all information is provided because this is a long linear project that
involves several private residences.
