Request for Qualifications
Architectural and Design Services for Repairs to the Renton Historical Museum.
Submittal Deadline: August 4, 2025, by 1:00 P.M.
INTRODUCTION:
The City of Renton is soliciting Statements of Qualifications (SOQ) from qualified consultants to
provide architectural design, construction administration, and bid document preparation services
for repairs to the Renton Historical Museum.
The 5,300-square-foot Renton Historical Museum was originally constructed in 1942 as a fire
station and served the Renton Fire Department until 1978. In 1984, it was repurposed and
reopened as a museum. The building is an example of Moderne-style architecture and is a
designated historic property.
This single-story structure appears to be constructed of cast-in-place concrete with a stucco
finish. Its roof system consists of a wood deck supported by light steel trusses with a built-up roof
assembly. Notable architectural features include a hose-drying tower and a small basement
housing mechanical equipment. The building’s symmetrical facade features three tall former fire
apparatus bays, which are now used as display space.
BACKGROUND:
While modifications were made to support the museum’s conversion, the building has not
undergone a full renovation.
The exterior concrete presents challenges typical of the Pacific Northwest climate. If not properly
sealed, concrete allows moisture to penetrate, which can cause paint to peel and lead to corrosion
of the embedded steel reinforcement. As the steel corrodes, it expands, creating further cracking
and structural issues. Significant water damage is visible, particularly around window sills.
The building’s interior appears to be in relatively good condition in areas that were previously
renovated. However, there is clear evidence of ongoing moisture intrusion, especially around
windows where water has penetrated the concrete. This has led to peeling paint and the formation
of efflorescence. More critically, the moisture has increased humidity levels in areas where
historical artifacts are stored, posing a risk to their preservation.
The hose-drying tower exhibits the most severe water damage, with extensive paint deterioration
and moisture infiltration.
SCOPE OF WORK:
The selected consultant will provide architectural design, permitting, construction administration,
and bid document preparation services for the repair and mitigation of water intrusion issues
affecting the Renton Historical Museum. The work shall include, but is not limited to, the following:
1.Assessment and Investigation
•Conduct a detailed assessment of all areas showing evidence of water intrusion,
with a particular focus on window sills, clerestory windows, and the hose -drying
tower.
•Document existing conditions, including the extent of cracking, paint deterioration,
rusting reinforcement, and moisture infiltration.
2.Design and Repair Specifications
•Develop detailed repair recommendations and design drawings to address and
correct water damage.
•Specify appropriate repair methods for existing cracks, including cleaning,
patching, and sealing with compatible materials.
•Design and specify installation of elastomeric waterproof coating over all repaired
exterior concrete surfaces to prevent future moisture intrusion.
•Evaluate and design appropriate window sill modifications. Recommend and detail
the installation of metal pans or flashing at window sills to redirect water and
prevent standing moisture.
•Assess condition of clerestory windows on the apparatus bays, particularly the
south side where plywood sheeting has been used. Provide recommendations for
long-term protection or replacement if necessary.
3.Construction Documents
•Prepare complete construction drawings and technical specifications for bidding
purposes.
•Ensure all design and materials are compatible with the building’s historic
designation and meet applicable preservation standards.
4.Permitting and Review Support
•Assist the City in obtaining necessary building permits and coordinating with local
or state historic preservation agencies, as needed.
5.Bid Phase Services
•Provide support during the contractor bidding process, including responding to
questions, issuing addenda, and evaluating bids.
6.Construction Administration
•Conduct periodic site visits to observe work and ensure compliance with design
intent and specifications.
•Review and respond to contractor submittals, RFIs, and change order requests.
•Prepare punch lists and conduct final inspections to ensure successful completion .
In summary the consultant will assess and design repairs for extensive water damage at the Renton
Historical Museum, focusing on cracked concrete, deteriorated window sills, and moisture
intrusion. The work includes sealing the building with an elastomeric coating, repairing cracks, and
adding metal pans or flashing at window sills to prevent future water infiltration. Design and
construction documents will be prepared in compliance with historic preservation standards and all
city and state laws, the consultant will provide support through permitting, bidding, and construction
administration phases.
STATEMENTS OF QUALIFICATIONS:
The City of Renton is seeking Statements of Qualifications (SOQ) from experienced and qualified
consultants to provide professional services for the repair and preservation of the Renton Historical
Museum.
•Qualifications of the Project Team: Experience, technical expertise, and availability of key
personnel proposed for the project.
•Relevant Project Experience: Demonstrated success on past or current projects of similar
scope, scale, and historic sensitivity.
•Project Understanding and Approach: Familiarity with the project type and a clear,
effective approach to addressing the specific challenges of the site and building.
•Performance History: Proven ability to complete work on schedule and within established
budgets.
Following the review of SOQs, the city may request additional information, conduct reference
checks, and/or invite one or more consultants to participate in an interview process.
SOQs are due by August 4, 2025, by 1:00 P.M. The city will evaluate the SOQs and select the
most qualified Consultant(s) to proceed with the next step in the selection process. The final
selection will be made by City staff, based on the written SOQ and interview as determined
necessary by the city.
Applicants are to limit their submissions to no more than twenty (20) pages total, including
examples and any supplements – but excluding front cover sheet.
SUBMITTAL DEADLINE:
The City must receive Statement of Qualifications (SOQ) by August 4, 2025, by 1:00 P.M. SOQs

SUBMITTAL REQUIREMENTS:
Consultants must submit a comprehensive Statement of Qualifications (SOQ) that includes the
following components:
1)Letter of Interest: A signed cover letter summarizing the Consultant’s qualifications and relevant
experience as it relates to the scope of work. The letter must be signed by a principal or officer
authorized to execute contracts on behalf of the firm.
2)Firm Qualifications and Capacity: Provide evidence of your firm’s ability to successfully perform
the required services, including available resources and organizational capacity.
3)Relevant Project Experience: Outline your firm’s experience with projects of similar size, scope,
and complexity, especially those involving historic structures and water intrusion mitigation.
4)Project Approach: Describe your proposed approach to the project, including team organization,
key work tasks, quality control measures, and coordination with the city.
5)Proposed Project Schedule: Provide a detailed timeline for the completion of all phases of
work. Clearly identify any milestones, City involvement, and dependencies for timely project
delivery.
6)Deliverables: Clearly define the deliverables that will be provided to the City at each stage of the
project.
7)Key Personnel and Staffing Plan: Identify key personnel who will be assigned to the project, their
roles, and qualifications. Include evidence of availability to begin work upon contract award.
8)Team Organization and Project Manager: Provide a team organizational chart and list of
personnel, clearly indicating the role of each team member. Identify the Project Manager who
will serve as the primary point of contact with the city.
9)Resumes of Key Personnel: Include professional resumes for all key personnel, detailing relevant
experience on similar projects.
10)References: Provide contact information (names, titles, phone numbers, and email addresses)
for at least three references from recent projects of similar scope. These references should be
familiar with the services provided by your team.
OPTIONAL SITE WALKTHROUGH:
An optional, non-mandatory site walkthrough will be offered to provide prospective consultants with
an opportunity to view existing site conditions and ask clarifying questions related to the project
scope. Attendance is encouraged but not required in order to submit a Statement of Qualifications.

walkthrough. However, any questions that arise must be submitted in writing via email by the stated
question deadline to be officially addressed and considered. Verbal responses provided during the
walkthrough are not binding and will not be considered official unless confirmed in writing through a
published addendum.

DEADLINE FOR QUESTIONS:
All questions regarding this Request for Qualifications (RFQ), including those arising from
the optional site walkthrough, must be submitted in writing via email to the City’s point of contact
listed below. Verbal inquiries will not be accepted or considered official.

Questions received after the stated deadline will not be considered. Responses to all
questions received by the deadline will be compiled and issued as an addendum to this
RFQ. It is the responsibility of all respondents to check for issued addenda prior to submitting
their Statement of Qualifications.
Only written responses provided in an official addendum will be considered binding.
CONSULTANT EVALUATION:
Consultant’s SOQ will be evaluated based on the overall responsiveness to the RFQ. In
preparing the SOQ, it is important to clearly demonstrate expertise in the areas described in this
document. The SOQ must demonstrate expertise, and Consultants must have available adequate,
experienced, personnel in all areas described in the appropriate discipline either through in-
house staff or with sub-consultants.
Consultants are encouraged to identify and clearly label in their SOQ how each criterion is being
fully addressed. Evaluation of responses to this RFQ will be based only on the information
provided in the SOQ package, and if applicable, during an interview and reference review
process. The City reserves the right to request additional information or documentation from the
Consultant regarding its SOQ documents, personnel, or other items, to complete the selection
process.
The Consultant determined most qualified based on the SOQ and interview (if required) will
be required to enter into a standard City of Renton Professional Services Agreement.
GENERAL SUBMITTAL CONDITIONS:
1)All SOQs received will become the property of the City and are considered public records and
subject to public disclosure under the Public Records Act (RCW 42.56)
2)The City reserves the right to waive as informally any irregularities in SOQs and/or to reject any
or all submittals.
SELECTION PROCEDURE AND CONDITIONS OF AWARD:
The selection committee will evaluate each SOQ according to the overall responsiveness to the RFQ
and may conduct reference checks as part of the process.
1)This solicitation does not obligate the City to award a Contract to any respondent. At its option,
the City reserves the right to waive as informality any irregularities in the SOQs and/or to reject
any or all submittals.
2)The City reserves the right to request clarification of information submitted and to request
additional information from any Consultant.
3)The City reserves the right to stop negotiations and award the contract to the next most qualified
Consultant at any time if the successful candidate Consultant does not execute a contract
within the time established by the City from the date of the Notice of Intent to Award.
4)The City shall not be responsible for any costs incurred by the Consultant in preparing,
submitting, or presenting its response to the RFQ.

SOCIOECONOMIC:
1.Prime consultant Requirements: If subcontracts are to be let, the prime consultant is
required to take all necessary steps identified in 2 C.F.R. § 200.321(b)(1)-(5) to ensure that
small and minority businesses, women’s business enterprises, and labor surplus area
Consultants are used when possible.
2.Delivery Schedules: City is to receive all documents per the executed Professional Services
Agreement by August 4, 2026.
CERTIFICATION REGARDING FEDERAL DEBARMENT AND SUSPENSION STATUS:
1.“Consultant affirms that neither it nor its principals nor its subconsultants and their
principals: (1) are presently debarred, suspended, proposed for debarment, declared
ineligible, or voluntarily excluded from the award of contracts by any federal department or
agency; (2) have within a 3-year period preceding any partially or wholly federally funded
contract been convicted of or had a civil judgment rendered against them for commission of
fraud or a criminal offense in connection with obtaining, attempt ing to obtain, or performing
a public (federal, state, or local) contract or subcontract; been in violation of federal or state
antitrust statutes, or been convicted of embezzlement, theft, forgery, bribery, falsification or
destruction of records, making false statements, or receiving stolen property; or otherwise
criminally or civilly charged by a governmental entity (federal, state, or local) with
commission of any of the offenses enumerated in (2) above; and, (3) have within a 3 -year
period preceding an award of any partially or wholly federally funded contract, had one or
more contracts terminated for cause or default by any federal or state agency. Consultant
further promises that if it or its principals in the future are debarred or suspended from
eligibility of award by the federal government that it shall within 3 days notify the City of such
change in status.”
ADMINISTRATIVE INFORMATION:
1)Minority-owned and Women-owned Business Enterprises: The City strongly encourages
minority owned and women owned businesses, socially and economically disadvantaged
business enterprises, and small businesses to respond to this RFQ, to participate as partners,
or to participate in other business activity in response to this RFQ.
2)Basic Eligibility: Any successful Consultant must be licensed to do business in the State of
Washington, the City of Renton and must have a state Unified Business Identifier (UBI) number.
In addition, the successful Consultant must not be debarred, suspended, or otherwise ineligible
to contract with the City.
3)Approval of Sub-Consultants: The City retains the right of final approval of any sub -consultant
of the selected Consultant who must inform all sub-consultants of this provision.
4)Documents Produced: All project drawings, reports, specifications, and other documents
produced under Contract to the City shall become the exclusive property of the City.
5)City Contract: The selected consultant will be required to enter into the attached City
Professional Services Template which may be updated.
