Subject: Waiver Request to RMC 4-6-060, Frontage Improvements
Dear Michael:
Thank you for providing notes for the pre-application meeting regarding the proposed Walker
Subaru Service Center project located at 519 SW 12th Street in Renton, Parcel 3340404265.
The project proposes a 14,532 square foot service shop addition and 1,176 square foot drive
through addition to the existing building. The improvements exceed $175,1000, which triggers
frontage improvements along the project’s frontage at SW 12th Street, Seneca Avenue SW and
Lind Avenue SW (RMC 4-6-060). We are requesting a waiver from frontage improvement
requirements for Lind Avenue SW.
Waiver Request to RMC 4-6-060 Street Standards
Excerpt from PRE24-000382 dated January 2, 2025.
TRANSPORTATION
• Lind Ave SW is classified as a 4-lane Minor Arterial Street with an existing right-of-way
(ROW) width of approximately 180 feet per the King County Assessors map. To meet
the City’s complete street standards for 4-lane Minor Arterial streets a minimum ROW
width of 91 feet is required. Per RMC 4-6-060 half of street improvements as taken
from the ROW centerline shall be required and include a minimum 54-foot paved road
(27 feet each side), a 0.5 foot curb, an 8 foot planting strip, an 8 foot sidewalk, 2 foot
clear space at back of walk and storm drainage improvements. No dedication is
anticipated.
i. The City will support a waiver of improvements along Lind Ave SW given that
this portion of the roadway is part of the bridge crossing I-405. The applicant
shall submit a request for waiver with the land use application. The waiver
shall comply with RMC 4-9-250.
Decision Criteria
The following questions address the points that must be considered when granting a waiver
request. (RMC 4-9-250, Subsection C.5.)
a. Required street improvements would have a negative impact on other properties.
Response: The existing bridge would require significant modification that would
impact commuters on this corridor during construction.

b. In no case shall a waiver be granted unless it is shown that there will be a de
minimis effect on the public health, safety or welfare if the improvements are not
installed, and that the improvements are not needed for current or anticipated
development.
Response: The existing road section includes a bridge crossing that would be
impractical to implement the full city standard. The existing road section includes
a curb, gutter and sidewalk, therefore, there should be no adverse effect on the
public by keeping the section currently installed. The proposed improvements do
not increase capacity of this corridor.
c. Required street improvements will alter an existing wetlands or stream, or have a
negative impact on a shoreline’s area. code, and not, for example, from deed
restrictions or the applicant’s own actions.
Response: Not applicable.
d. Required improvements will be installed as part of a City project, as identified in the
City’s Transportation Improvement Program or similar documentation as determined
by the Administrator.
Response: Per the pre-application notes the city does not require any widening
for Lind Ave. The existing road section is adequate for the City. We have limited
frontage (114 LF) along Lind Ave and would not be able to provide any practical
changes to the bridge abutment and road section along our frontage.
e. Existing steep topography would make required street improvements infeasible.
Response: Our frontage is adjacent to the bridge abutment for Linda Ave. There
would be a significant expsnse to modify the structure of this bridge abutment
therefore it is not feasible to widen the road.
