King South Seattle, WA 98118-5693 Planning/Building/PublicWorks Department Gregg Zimmerman P.E., Administrator SUBJECT: FRANK COLUCCIO CONSTRUCTION COMPANY LETTER OF APPRECIATION - SW 7TH STREET DRAINAGE IMPROVEMENT PROJECT PHASE II — LIND AVE SW TO MORRIS AVE S Dear Mr. Coluccio: This letter is to acknowledge the outstanding work of the Frank Coluccio Construction Company on the SW 7`h Street Drainage Improvement Project Phase II. We especially want to recognize the excellent work of Scott Clemons and Jim Burke on the project. Both Mr. Clemons as Project Manager and Mr. Burke as Project Foreman did an excellent job coordinating with City staff and local businesses. They were very responsive and professional when interacting with businesses and citizens impacted by the project and in addressing construction conflicts in timely manner. During construction, several issues needed immediate responses including the discovery of contaminated soil in the pipe trench and a potential utility conflict with Vault No. 3. In both instances, Mr. Clemons took the initiative by quickly re -allocating manpower and equipment to other parts of the project, while working with the City and affected utilities on reasonable recommendations and solutions. As a result, construction delays and downtime were minimized, saving the City additional costs. As foreman, Mr. Burke's knowledge in construction methods and techniques were evident throughout project construction. The project involved many technically challenging elements including a substantial amount of dewatering, deep trench excavation, many utility crossings, working with large diameter concrete pipe and large vault structures in a high traffic volume area. Mr. Burke's ability to effectively deal with these challenges kept the project on schedule and resulted in a high quality product. The City's Maintenance Division made special note of the quality of construction during the final walk-through. I would like to extend our appreciation to the Frank Coluccio Construction Company for a job well done and to recognize Mr. Clemons and Mr. Burke for their good work. For Construction After you submit the contract information, I will need the following information to review and approve before construction can start. I would like to have most of it before we schedule a pre - construction conference. 1. Provide information on the proposed source and specifications of all materials that will be used in the project (e.g. pipe, catch basins, crushed surfacing, riprap, rock, bank run gravel, gravel borrow, asphalt, etc.), showing that the proposed material meets the project specifications, per Standard Spec. 1-06.1. 2. Bid Item 1 - The Work Plan, which includes the following items as noted in the bid item. A. Proposed construction schedule and construction sequence for the project. A detailed bar chart type of schedule should be submitted. B. Mobilization Plan. C. Temporary Erosion Control Plan. D. Surface Water Utility has reviewed all the bids for completeness, inclusion of all required forms, bid bond and mathematical correctness. No mathematical errors were found in the low bid. All other paper work was in order. The low bid of $305,293.34 (including sales tax) is within the project budget of $653,000. The low bid meets the following conditions of award: 1. The low bid must be within the total project budget. 2. There must be more than one bidder. 3. The lowest responsive, responsible bid contains no significant irregularities. Surface Water Utility recommends this item be placed on the July 14, 2003, consent agenda for Council concur. Staff further recommends that the Council award the construction contract to the lowest responsive, responsible bidder, D.D.J. Construction Co., Inc. for the amount of $305,293.34. Attached for your reference is a bid tabulation showing the Engineer's Estimate, low bid amount, and the other six (6) bids submitted. One bidder, Laser Underground Utilities & Earthworks, Inc. was found to have a minor mathematical error in their original bid amount, which had no effect on the selection of the low bidder. Contractor shall remove the two existing pine trees prior to excavation of storm trench. The removed trees shall be replaced diameter inch for diameter inch. The total diameter inches of the existing pine trees is 27 inches measured diameter at breast height. Plant 2, 6-inch caliper ponderosa pine trees (Pinus ponderosa) with a minimum planted height of 15 feet. Plant 2, 6-inch caliper Callery pear `Aristocrat' trees (Pyres calleryana) ( with a minimum planted height of 15 feet. Plant 1, 6-inch caliper Grand fir tree with a minimum planted height of 15 feet. (206-255-9381), who is PSE's Subcontractor (Philchuck or Potelco), they will have a line relocation crew available for relocating the 2-inch gas line at the intersection of Smithers Ave South and S 7th Street at STA 35+14, where it crosses the 36-inch storm mainline on Wednesday (9/3/03). DDJ Construction will do the additional excavation for PSE needed for the gas line relocation and bill PSE or PSE's Subcontractor for the additional cost. This will all need to confirmed on Tuesday (9/2/03). DDJ Construction has started laying mainline upstream of CB#3. When the gas line relocation work is being done, DDJ may have to go back and install the lateral connections to the mainline while PSE is relocating the gas on Wednesday. The gas line relocation will probably take most of the day according to Doug. This will change the traffic control for the project for the day, but Pat Hall at DDJ said that they could do it. The revised storm later design between CB#7 and CB#6 needs to be finalized on Tuesday and provided to the DDJ Construction. They will be able to set the CB#6 on Tuesday or Wednesday. The new invert elevation into CB#6 from the lateral storm system from CB#7 needs to be provided to DDJ Construction. The CB manufacturer has already fabricated CB#6 for the invert to be at the original design elevation, so a new invert will have to be core drilled in the field after the structure is delivered to the site prior to placement of the structure. DDJ will need to coordinate with their Core Drilling subcontractor to have it done in advance of the structures placement. Otherwise things we well. The relocated waterline passed its pressure test and they have set CB #3 and some mainline. I recommend that you get out to observe the mainline construction to see if groundwater is a problem. I heard nothing so I assume it is not, but it will be good to know at what depth it is being encountered for the Phase II construction. In addition, we did not make payment to DDJ Construction for the 8/29/03 cut-off, so we need to make payment to the contractor at the next cut-off (Sept. 12th). Please work with Steve and Pat Hall to establish the bid items and quantities for work completed to be included in the first Partial Pay. I asked Pat Hall and he confirmed that the Intents to Pay Prevailing wages had already been submitted, but please verify early next week to insure we have them prior to making any payment. According to Steve, DDJ Construction had to dig through CDF backfill that was placed as part of the King County Metro ESI project at Morris Ave S and S 7th Street, which slowed them down and was a surprise. August 7, 2003 Dear Resident: The City of Renton Surface Water Utility will be constructing Phase I of the SW 7th Street Drainage Improvement Project to replace the storm pipe system on the north side of S. 7th Street between Morris Ave. S. and Burnett Ave. S. I would prefer to use the term diameter at breast height, or dbh, instead of caliper because this is how trees over 12 inches in caliper are measured. The trees measure 13 inches dbh and 14 inches dbh. These sizes should be noted on the plan. It should be stated on the plan that replacement will be diameter inch for diameter inch. Replacement trees shall not be less than 6 inches in diameter measured 6 inches above the root ball (caliper). Provide the City Inspector with 3 copies of all survey information used to establish line, grade, elevations, and locations prior to or within 1 day of starting work on the new pipeline. The Inspector will check and give 2 copies to Project Manager. 5 Per Bid Item 66 provide the City with a copy of the Survey and location of all existing ,-- City Monuments and reference points in the project site that may need to be replaced. 6 Need letter showing surveyor is a professional land surveyor licensed by the State of 4 -- Washington STORM: 1. The Contractor is required to temporarily bypass storm flows around the work area. Review the proposed construction sequence, and how storm water bypass will be accomplished during different stages of the project. Be ready for possibly intense, thunderstorm type, rainfall events. 2. Good erosion control measures shall be exercised at all times. Erosion control will be adjusted in the field if erosion or discharge of turbid water becomes a problem. 3. Contractor is responsible for locating all existing utilities in advance of construction to verify that the required vertical and horizontal clearances exist. Notify the Inspector/ City of any vertical conflict or differences from the plans prior to proceeding with construction. Once that effort is learned the compaction test can be reduced in frequency, or eliminated. 6 City inspector has authority to require more test if material looks doubtful, or reduce number of tests when the compaction looks good. Dear Mr. Segami: The City of Renton is in the planning phase of a construction project to improve an existing storm pipe on SW 7th St. The proposed pipe would cross State right-of-way at the intersection of SW 7th Street and SR-167, approximately 2,200 feet north of the I-405 Interchange. I've included below a summary of the project proposal. Please review the proposal and provide any comments and concerns you may have by May 31, 2002. PROJECT OBJECTIVE The purpose of this project is to replace approximately 3,500 linear feet of undersized storm pipe with new corrugated polyethylene pipe (CPEP) or concrete pipe ranging in size from 36- to 60- inches on SW 7th St. between Lind Ave. SW and Burnett Ave. SW. Replacement of this pipe will accomplish the following objectives: Reduce the extent and frequency of flooding at the intersection of SW 7th St. and Shattuck Ave. S. • Increase the capacity of the SW 7th St. system such that storm systems upstream can be improved to reduce local flooding. • Complete the construction prior to the scheduled street overlay of SW 7th St.; thus, avoiding the necessity of having to tear up and replace the new asphalt. PROJECT BACKGROUND The project is located in the Northwest and Northeast quarters of Section 19, Township 23 North, Range 5 East W.M., City of Renton, King County, Washington. The project will extend along SW 7th St. from Burnett Ave. S. west to Lind Ave. SW (see attached map). The oldest portions of the existing storm system on SW 7th St. were originally installed prior to the 60's with subsequent conveyance improvements of the system completed in the early 70's and late 80's. The system extends a distance of 1.3 miles from the north side of Burnett Ave. S. The SW 7th St. storm system is the primary trunk line that serves a 676-acre drainage basin identified as the South Renton Subbasin. The basin includes portions of downtown Renton bounded by Airport Way to the north, Grady Way to the east, SW 7th St. to the south and 81st Ave. S. on the West Hill to the west. Four secondary pipe systems are tributary to the SW 7th St. system. Two of these systems, identified as the Hardie Ave. SW/Lake Ave. S. system and the Shattuck Ave. S. system, are dependent on the improvements to the SW 7th St. to reduce local flooding in these areas. The SW 7th St. storm improvements will need to be completed before improvements can be made to these systems. The proposed project site lies entirely in City of Renton right-of-way. PROJECT DESCRIPTION The SW 7th St. Storm System Improvement Project will consist of replacing approximately 3,500 linear feet of storm pipe. The existing pipe system consists of a combination of corrugated metal and concrete pipe ranging in size from 24- to 54-inches. The proposed pipe will range in size from 36- to 60-inches. The exact pipe size and alignment will be determined during the design phase. The new pipe will begin at an existing manhole on Burnett Ave., which is the junction point of two existing upstream storm systems serving Burnett Ave. and S. Grady Way. The new storm pipe will continue west along SW 7th St., crossing the major intersections of Rainer Ave. S. and Hardie Ave. S., before terminating at the intersection of Lind Ave S. At Lind Ave. S. the existing storm pipe diameter increases from a 54- to 60-inches. The proposed pipe will terminate at Lind Ave. as the remaining portion of the system downstream to Nachess Ave. has sufficient hydraulic capacity. The storm system design scope will include a complete analysis and recommended alternatives for the entire system including the remaining portion of the SW 7th St. system down to the outfall to the Black River forebay. Additional storm improvements on SW 7th St. downstream of Lind Ave. S. may be required, but will be completed as part of a future CIP. It is anticipated that the project will be constructed in phases. The first phase will include improvements from Lind Ave. S. to Rainier Ave. S. with the second phase picking up the remaining portion between Rainier Ave. S. and Burnett Ave. S. Because of the high traffic volumes on SW 7th St., particularly between Rainier Ave. S. and Lind Ave. S., careful consideration and evaluation will need to be given to all possible alternatives to minimize traffic impacts during construction. Every effort will be made to design around potential utilities; however, it is anticipated that some utility relocation will be required either prior to or during construction. This caused some minor confusion as to whether the new sanitary line was being connected to a storm drain. 2. At Sta. 4+77, a 72-inch CH is called out. At that station is an existing 120-inch round vault built in place to provide a future 60-inch line when Walmart was built. As -built drawing R-2236 should provide the information for this location. 3. Some o the franchise locations may have changed with the construction around the King County project and upgrades to the water lines. 4. This would give a sense of how much storage (flooding) is occurring and would help to interpret the flow values in the spreadsheet. For example, why is the discharge for Node 246 higher (19.4 cfs) than Node 310 (5.3 cfs) in Table 6, column 14 when Node 310 is further down stream? Could it be that there flooding going on and some of the flow is overland flow? [Yes. We will add two columns showing the headwater elevation and freeboard in the upstream nodes for the 25-year storm event for Tables 5 through 8. The discharge is higher for the downstream node in the case of Node 310 versus Node 246 due to the loss of water at Shattuck (Node SH5). The model was set up to not allow flooded water along SW 7th St. to re- enter the system so in this case, 60,820 cf is lost at Shattuck Avenue and does not re-enter the system. Hence, this results in lower resulting flow rates downstream of the flooded manhole.] 2. Does the discharge in the last column of Table 7 and 8, represent the flow in the 60" pipe in SW 7'h or the flow in the parallel 72" pipe or both? [The discharge in the last column represents flow through that particular pipe when a parallel pipe is in place downstream. For example, the third row down in Table 7 displays a flow rate of 107.2 cfs in the particular pipe that has node 10 upstream and node 5 downstream. The actual 72" parallel pipe is labeled "L111" (Table 7) and "L110" (Table 8) in the "Conduit Name" column and is listed in the row depicting Node 50 as the upstream node and Node 1_A,B1,B2 as the downstream node.] The report states that both alternatives would provide a 25-yr level of service if the 72-inch parallel system was built; however, Table 7 shows that there would still be flooding at Morris Ave. (node 248). [The flooding at Morris Ave. (Node 248) is very minor, only 4 cubic feet. The existing parallel pipe was not modeled for the future design scenarios but it is anticipated that this flooding will not actually occur if keeping the existing parallel pipe in service. Why is it that the flow in the last column of Table 7 is in red which indicates flooding at 25.7 cfs and the same point in Table 8 is shown as not flooding yet has a higher discharge at 27.8 cfs? I found similar discrepancies at other nodes. A column with the headwater elevation and freeboard would allow one to determine easily whether of not there is flooding or surcharging at a particular node. [In the upgraded pump station alternative (Table 8), less flow is coming down Shattuck Ave. and therefore, there is less of a backwater effect and therefore no flooding at Node 248. In the diverted pump station flow alternative (Table 7), flooding does occur and therefore, a smaller flow rate is shown for Node 248 because water is being lost at this node. The table displays the maximum amount of flow that can be handled in the pipe, not how much water is directed to the pipe. However, as mentioned before, the flooding here is minimal and would not occur due to the parallel system remaining in service.] At certain nodes, the discharge under the hydraulic model is less than the runoff calculated in KCRTS. As an example, Node SH65 in Table 5 shows a 25-yr, existing condition discharge of 1.9 cfs which due to its color (blue) indicates the flow is surcharging but still contained in the pipe. In Table 3, KCRTS calculated flows of 12.12 cfs, 5.37 cfs and 8.49 cfs for the three basins tributary to Node SH65. How can it be that hydraulic model calculated only 1.9 cfs when if one assumes hydrograph shifts are such to minimize the peak flow, the largest basin alone produces a flow of 8.49 cfs? Is there attenuation occurring that the model is or is not accounting for? [Again, this is a result of flooding. The table only depicts the amount of water modeled in the pipe. If flooding results upstream, this water is lost and is out of the system. In the case mentioned here, 68,495 cf is flooded out of the system at the next upstream manhole (node SH70).] 6. According to the model schematic, all of V 1 will be diverted to the Shattuck Ave. system as part of Alternative 1. Is this realistic? Is it physically possible to divert the entire basin to Shattuck Ave. or will the pump station still be necessary to handle some of the local drainage? [Due to topo information, the pump station would need to handle the local drainage in basin Vl. However, we modeled the most conservative scenario from the 7`s St. SW perspective which completely removes all pump station flows from the overburdened Hardie Avenue system. We will further evaluate discharge points and additional off loading of flows in the Rainier Ave. Pump Station evaluation.] 7. Does the pumping capacity for the Rainier Pump Station factor any inefficiencies in the pumps due to wear and tear which could reduce the nominal pumping rate (page 4)? [No as far as the pumps are concerned however, we used a Hazen Williams Coefficient of C=120 instead of the typical coefficient for new design (C=130) when determining the system curve.] 8. How was the shift in time of concentration determined (pg 4)? [The time of concentration was calculated through the modeling program StormShed using lengths of sheet, shallow and channelized flow as determined from topo information for the longest path of travel beginning at the furthermost point in the basin to the input node in the model. For example, it takes flow in Basin B1 to go approximately 90 minutes from the most northern point in the basin to reach Node 1 in the model so the hydrograph for Basin Bl was shifted by this amount of time.] MARENTON\02640\PreDesign Report\Predesign_comments2.doc\tnw A 9. There was significant precipitation in November and early December. Rather than trying to calibrate the model with limited data, we should wait until all the flow data is collected at the end of March. Since the pipe size will not be larger than 60-inch, there is no great urgency to have a calibrated model during the 30% or even 90% plan submittal. If anything, the calibrated model may tell us that we can go to a smaller pipe which is a much easier change to make in the design. I see no point in spending the time calibrate two months worth of data. [We concur. December 14'h resulted in a rainstorm of 1.31" of rain at Sea-Tac which may possibly be used to calibrate a 6-month storm. Rainfall totals would have to be verified by City personnel.] 10. The XP-SWMM model schematic for Alternative 2 should show the proposed discharge into the SW 7"' St. system east of Lind Ave. The schematic currently shows it connected to the Hardie Ave. system. Why was this route considered versus maintaining the existing connection to the Hardie Ave. system? [We will correct the schematic which was drawn in AutoCAD. The verbage was correct in that we did model the pump station flows going directly into the SW 7'h St. system.] 11. The existing system on Lake Ave. S. is 24-inch diameter pipe from S. Tobin to S. 2'd St.. The XP-SWMM Model shows a 15-inch diameter pipe at Node 135A. [The pipe from 135A to 130A will be revised from 15" to 24".] 12. The proposed 60-inch storm pipe is not shown accurately in the profile. It scales about 6 inches in diameter smaller than it should be. This may have some impact to utility crossings such as the 12-inch water crossing at Sta. 3+10. [We have shown the 65.5-inch outside pipe diameter for 60-inch CPEP pipe. The outside diameter for concrete pipe will be approximately 6 inches greater. This difference in outside diameter is one consideration for using CPEP pipe.] 13. Will the existing 24-inch concrete pipe and structures to be abandoned between Sta. 6+40 and 9+50 be filled with concrete or remain as is. [This portion of the existing storm system can be left in service to eliminate the need to connect additional storm laterals. This item should be discussed at the meeting.] 14. It appears that the proposed design would maintain the existing 24-inch storm pipe on the north side of 7'h from Sta. 14+70 to Sta. 31+00 (west of Morris Ave.). Depending on the condition of this pipe, particularly east of Shattuck, additional structures may have to be set to pick up catch basins and parking areas. In fact, new CB's should designed and located to replace existing structures that meet drainage standards. [We have discussed an alternate alignment between Shattuck and Burnett Avenues that would locate the proposed 36-inch storm pipe within the alignment of the existing north storm pipe. That alignment alternative would replace the older pipe, catch more of the lateral connections, and potentially reduce construction costs and the impact to SW 7'h Street during construction. Laterals will be accounted for in any design alternative chosen. We have requested information from ADS regarding "tee" connections for laterals that could be installed in place of manholes. There would be a cost savings in using "tee" connections rather than a new manhole at each connection point.] MARENTOM02640TreDesign Report\Predesign_comments2.doc\rnw 15. On page 4, under the Calibration section, I would suggest including the plan for incorporating flows that are currently being monitored but not yet used in the calibration process. [We will add additional verbage pertaining to calibrating later into the rainy season (i.e. March).] 16. CPEP may not be suitable given its size (60"). Concrete pipe may be a better option as it's stronger and can withstand traffic loading better. Concrete is also a little more forgiving when it comes to compaction. In short, the material cost savings with CPEP may not be worth its disadvantages particularly given a location where we can't afford to make a mistake. [We have researched traffic loading, buoyancy, cost, and installation of CPEP pipe and compared it to concrete pipe. It is recommended that at least 2 feet of cover be provided for H-20 loading for CPEP pipe. Conservatively, this recommendation would be the same for concrete pipe. The proposed cover is at least 2 feet throughout the project, and over 3 feet between Lind and Morris Avenues. At this depth, buoyancy is not a concern for either pipe material, even with a water table at the ground surface. CPEP pipe, or equivalent, should cost less than concrete pipe and be quicker to install, reducing traffic disruptions and traffic control costs. However, concrete pipe is a viable alternative, as it is more difficult to damage the pipe during construction. We can leave the bid open to either pipe and get a better price.] 17. On page 5, Hydraulic Modeling Scenario 3 states that "Modeling of an upgraded station included the direct discharge of pump station flows to SW 7'h St., just east of Lind Avenue SW, instead of onto the Hardie Ave. conveyance System...". It was my understanding that flows from Sub -basin VI were still to be routed to the pump station under this future condition since we do not really know if it is possible to divert flows from VI to Shattuck. Maybe this is a trivial issue, but the logic should be confirmed. [As with comment 6, we took the most conservative modeling approach of diverting all pump station flows to Shattuck Avenue.] 18. I concur with your thoughts about obtaining additional information on model "nodes" that experience surcharging. Specifically, I believe we should know if these "nodes" experience surcharging (i.e. pressure flow but not flooding) or flooding (i.e. pressure flow and water levels above grade). [Agree.] 19. On page 3, it is stated that certain invert information was not attainable. Which ones? Again, maybe this is not important if R. W. Beck staff already collected this information. [The inverts that were obtained from R.W. Beck are indicated by the "f" symbol next to the appropriate inverts as shown on the plan sheets in Appendix A.] Plan Review 20. This pipe depth may not be adequate to service the property north of SW 71h Street. We may want to discuss the possibility of connecting into the Metro sewer.] 4. In 1999, the section between Rainier Ave. S. and Hardie Ave. SW. was overlaid due to a deteriorating road surface. Bill was planning to hold off until the SW 7`h St. storm project was completed, but this section of SW 7`" was in poor condition and needed to be repaired immediately. He also overlaid a portion of SW 7`h between Burnett Ave. S. and Shattuck Ave S. sometime after the Nisqually Earthquake due to road damage as a result of the earthquake. These two sections combined represent about 40% of the total length of roadway that will be disturbed during construction of the SW 7`h St. Drainage Project between Lind Ave. SW and Burnett Ave. S. Bill is planning to wait to overlay the remaining sections of SW 7'h (Shattuck Ave. S. to Ave. S. and Hardie Ave. SW to Lind Ave. SW) until after the drainage project is completed. The Surface Water Utility will be responsible for complete trench restoration including final full street overlay for the portions of SW 7`h St. that were overlaid in the last five years (Rainier to Hardie and Burnett to Shattuck). The Surface Water Utility will be responsible for a standard asphalt trench patch (either half street or full street depending on final alignment of pipe) for the remaining sections that have yet to be overlaid (Hardie to Lind and Shattuck to Rainier).
