The way we show the offset on the detail on Sheet 26 is correct - the 20 in. x 24 in. frame is abuts the wall of the structure. Using this positioning of the frame and an inside structure radius of 2.5 ft, the center of the structure would be 2.3 ft south of the face of curb. As measured from the AutoCAD basemap, the exact offset from the stationing centerline to the face of curb at Station 28+16 is 15.25 ft. The offset to the center of the structure would then be 15.25 ft - 2.3 ft, or 12.95 ft. This could be rounded to 13.00 ft. As measured from the AutoCAD basemap, the exact offset from the stationing centerline to the face of curb at Station 29+23 is 15.07 ft. The offset to the center of the structure would then be 15.07 ft - 2.3 ft, or 12.77 ft. This could be rounded to 12.75 ft. Let me know if you need any further information. Thursday is Veterans Day and a Holiday for the City. I'm not sure if it's a Holiday for you or not. If you do plan to work next Thursday I need to know soon so I can figure out who from the City can inspect which may be tough on a Holiday. Ron Straka and I discussed your plan to work nights next week. I also talked to members of the Board of Public Works who dictate the requirements of the Noise Variance. Basically, any change in the Noise Variance requirements would require going through the whole process of scheduling a hearing date with the Board of Public Works, notifying residences and making a presentation to the Board. This process could take at least 3 weeks. Consequently, the City will not allow you to work nights beyond the limits specified in the Contract Document which is from Station 21+00 to Station 31+00. The City will grant some latitude by allowing night work for the remainder of this week. However, beginning Monday, November 8, all work must be done during the day with the exception of the asphalt restoration of Rainier Ave. which must be done at night. According to Ron Berger, it looks as if we are out of the contamination anyway which was the reason you stated for wanting to continue working nights. He could not smell any petroleum odor and said the crews were not even wearing respirators. I should have lab results back this afternoon which will hopefully tell us the soil no longer needs to go to Lafarge for disposal. The contract specified 135 working days to complete the project. Accounting for weekends and holidays, the Contractor was to complete the project by November 24, 2004. The Contractor's initial schedule showed a project completion date of November 1, 2004. Based on the percentage of project completed to date (approximately 65% as of October 22, 2004), the level of work remaining and the Contractor's current production rate, the storm pipe installation and final asphalt restoration is estimated to be completed by December 10 h, with the final project closeout, including post construction survey and demobilization of field office, to be completed by December 20. Scott Date: 10/26/2004 12:38:56 PM Subject: Vault No. 3 and MH No. 46 Scott: PSE was on site at Shattuck and confirmed that there is no gas line in conflict with the proposed location of the vault (as shown on the plans) Therefore, the vault can be installed at Station 25+57. With regard to CB No. 46, due to the proximity of the utilities to the proposed location of the manhole, CH No. 46 will be replaced with a Type IL which is large enough to accommodate the 24" and the 8" storm lines. The exact location of the vault will depend on the exact location of the gas line and how much room we need to fit the shoring in. If you had nothing but straight run of pipe I would agree with you but as you know, a lot depends on what other structures are to be installed. For the date in question, you had 5.5 sections of pipe to install and then a manhole. You know as well as I that you would have had to stop short of the manhole that night because you would not have had time to set 5.5 sections of pipe, excavate, set the shoring and install the manhole. That has been the case for every 96" manhole on this project. Last night you installed 2 sections of pipe and partially excavated for the manhole and worked a full night. According to Ron Berger, the slow production was the result of the proximity of utilities on both sides of the proposed manhole and water in the existing 24 inch line the needed to be dewatered, something you should have accounted for in your bid. If you are telling me that the precautions you are taking as a result of the contamination is slowing down your production, then you need to quantify by how much. Give me a number and explain the basis for that number. I think a fare way to gage it would be to wait until we are in a straight run of pipe with no utilities and manholes and see what the production is compared what you have done before we hit the contamination. I would like you to give me a proposal for an extension of working days. I want to be able to get an estimate of how many days this project will run over the allowable working days plus any extension. Scott Clemons" <scottclemons.fccc@verizon.net> 11/2/2004 3:54:57 PM >>> Allen, Just to repeat my position that I stated on the phone, we believe that our production last night was hindered do to both the storage capacity of the baker tank and the additional work we had to perform in regards to the handling of the contaminated ground water. Last night we installed 3 sections of pipe. If you review the drawings between Station 19+94 and 20+56 you will see that there are no obstructions/utilities. If you review the production we have had job to date with similar conditions, we have been able to install 7 to 8 sections of pipe. That is a drop in production of 4-5 pipe. Per the contract, you have 135 working days to complete the work; therefore, the project completion date is November 18, 2004. The Traffic Control Plan has been approved for the work between Lind Ave. SW and Station 7+28. For work beyond this point, a revised Traffic Control Plan approved by the City will be required. Before any excavation and dewatering can occur, you will need to submit, for City review and approval, the following: 1. Shoring Plan 2. Stormwater Bypass Plan 3. Protection of Existing Utilities Plan 4. Dewatering Plan 5. Stormwater Pollution Prevention Plan 6. Spill Prevention, Control and Countermeasure Plan 7. Street Cleaning and Sweeping Plan 8. The contract specified 135 working days to complete the project. Accounting for weekends and holidays, the Contractor was to complete the project by November 24, 2004. The Contractor's initial schedule showed a project completion date of November 1, 2004. Based on the percentage of project completed to date (approximately 65% as of October 22, 2004), the level of work remaining and the Contractor's current production rate, the storm pipe installation and final asphalt restoration is estimated to be completed by December loth, with the final project closeout, including post construction survey and demobilization of field office, to be completed by December 24th. Scott Date: 9/13/2004 7:41:07 AM Subject: Traffic Control Scott: As you know, Bob bridge was not happy with the condition of SW 7th Street in front of his business. When I drove out to the site on Friday I saw two manholes sitting in the street - one was in front of the dealership. There was also other pieces of equipment such as night lighting in front of the Mr. Bridges dealership. As we agreed with Mr. Bridge and per the contract, all equipment with the exception of the backhoe, traffic control equipment such as the signal board and the dewatering piping is to be removed from the street. In addition, only the north lane was allowed to be blocked from traffic which means that there should be four lanes available to traffic (one in each direction). If the backhoe cannot accommodate the one lane restriction then it will either need to be removed from the street at the end of the shift or moved further onto the curb and grass area. You can use cold mix to make the road surface derivable where we have gravel over the trench. Call me to discuss. Unless you can give me compelling reason otherwise, I want these changes implemented during tonight's shift. Also, have you made arrangements for asphalt restoration at night? Unless I have agreement from Mr. Bridge that he is ok with asphalt restoration during the day, I will expect the asphalt to be done at night as per the contract specifications. Ron Berger inspected it last week and determined that it is an old brick manhole with no bottom. It could potentially fall apart when we try to install Manhole No. 35 so I think the prudent thing to do would be to replace it with a new Type II, 48". Please add this structure to the contract. Replace the existing structure in kind, matching existing inverts. I assume this will be paid through Bid Item No. 20. let me know if this is not the case. Next week I would like you to meet me and the traffic operations person at City Hall so we can go over the Plan. This is important enough that we need to have a discussion and make sure everyone is ok with the plan. I did not; however, receive the Dewatering Plan for the Hardie to Rainier Phase. Did you send Eric Davidson and/or discuss over the phone the proposed Dewatering Plan? He will need to ok it prior to dewatering in the vicinity of the Metro metering manhole. Traffic Loops - We will need to begin the process of coordinating traffic loop removal and replacement at Hardie and Rainier. This will require another meeting probably next week as well with traffic operations staff. I need to know when you plan on removing and replacing traffic loops for Hardie and Rainier. Your schedule shows traffic loops complete in November which is not going to work. Scott Date: 8/24/2004 3:56:47 PM Subject: 4" storm line crossing at Station 6+68 Scott: Per our conversation today, I'm directing you to determine the horizontal and vertical location of the 4"-6" storm pipe from the catch basin in Bob Bridge Toyota's parking lot heading south to the existing 24" pipe in SW 7th street at Station 10+68. You are also directed to reconnect to the existing 24" pipe once it's location is determined. The method of reconnection will depend on the depth of the pipe at the north curb line. If shallow, then the ideal solution would be to go over the new 60" pipe and reconnect to the 24" line (provide a minimum 1 % slope if possible). If the invert is deep as I suspect it is, then the only solution I see is to set a Type I or Type II CB depending on depth at the curb line to intercept the 4' /6" line and then run a 6" east to CB # 22. Depending on grade, the 108" MH would need to be cored out lower to allow positive slope. If you and your crews have other recommendations, I would like to hear them. I will call Ron Berger tonight to discuss these options. Allen Quynn - Outstanding Project Issues Page 1 From: Allen Quynn To: Clemons, R. There are a couple of issues that need to be addressed prior to my departure. They are as follows: 1. Traffic Control Plan for next phase of work 2. Dewatering and Storm Bypass Plan for next phase of work 3. Revised Schedule that shows the project being completed within the contract working days 4. Noise Variance Response Plan (yet to be approved as I still have not received it) The above items need to be approved by the City no later than next Friday, July 30. However, I will need to have them sooner in order to have sufficient time to complete my review. PSE's contractor (Pilchuck) informed me that they will be relocating the 2 inch gas line at Hardie Ave. next week. The work will be done at night. I would like to get a copy of the surveyed elevation of the 12" water line crossing (top of 12" main) of the laterals that were installed Thursday night to see if there will be potential conflicts with future lateral crossings. I assume there were no conflicts with the water and the storm laterals thus far. The City Maintenance Department will be replacing the 2" galvanized service line Monday or Tuesday of next week. They will be doing the work during the day so there shouldn't be much impact to you. As a reminder, nightwork begins at 9:00 P.M. when you begin mainline construction at Station 9+15. Mr. Bridge will be watching very closely to make sure we adhere to that start time. We can't forget the change order paper work for the utility conflicts at Lind Ave. When I get back from vacation I would like to have your change order request with back up information so I can begin the review process. The top will be a standard frame and grate set in the curb line. Be sure CB-6 is located correctly in relation to the curb line and frame and grate so a worker remove the grate and can reach the steps in the manhole. Eliminate the 2-foot sump below the 24" pipes. The ladder steps can end at the top of the 24" pipe. We do not want a ladder extending down in front of the 24-inch pipe. I conveyed this to Clint Hall at —12:20 today. He said he could revise. 2 — Ex 12" SD at Sta. 4+22 — You pointed out that the existing 12" storm line going to the north may conflict with the new 60" storm line, how to handle if a conflict occurs? Our preferences if a conflict occurs is as follows: A — If the conflict is minor ( about 1 to 3 inches) see if the ex. 12" can be relocated above the 60 inch pipe. The ex. 12" needs to keep a positive slope. You may need to raise the hole in the ex. CB to relocate the ex. 12". B — If the conflict is too much and/or the ex. 12" can not be raised, install a new Type 1 CB at the south curb line and run a new 12" along the south curb line to CB-6 (48"), see figure. The City has adopted this section of the WAC under Section 8- 7-2 of City Municipal Code. Basically, to determine the maximum noise level that can be perceived by the receiver, you enter the receiver and source classification in the table under WAC 173-60-040. For our case, the source is Class B (commercial) and the receiver is residential (receiver). Using the table, the max noise level would be 57 dBA. From the hours of 10:00 p.m. to 7:00 a.m., the maximum level must be lowered by 10 dBA (see WAC 173-60-040, 2b); so 47 dBA would be the maximum permissible environmental noise level for the receiver. Based on the mathematical relationship between noise level intensity and distance, the source can generate a maximum noise level of 74 dBA at a distance of 25' from the source. I've included a diagram which shows the intensity levels for various distances from the source. Please call me if you have any questions. RENTON AHEAD OF THE CURVE WAC 173-60-040 Maximum permissible environmental noise levels. (1) NP person shall cause or permit noise to intrude into the property of another person which noise exceeds the maximum permissible noise levels set forth below in this section. (2)(a) The noise limitations established are as set forth in the following table after any applicable adjustments provided for herein are applied. (1) The following shall be exempt from the provisions of WAC 173-60-040 between the hours of 7:00 a.m. and 10:00 p.m.: (a) Sounds originating from residential property relating to temporary projects for the maintenance or repair of homes, grounds and appurtenances. (b) Sounds created by the discharge of firearms on authorized shooting ranges. (c) Sounds created by blasting. (d) Sounds created by aircraft engine testing and maintenance not related to flight operations: Provided, That aircraft testing and maintenance shall be conducted at remote sites whenever possible. (e) Sounds created by the installation or repair of essential utility services. (2) The following shall be exempt from the provisions of WAC 173-60-040 (2)(b): (a) Noise from electrical substations and existing stationary equipment used in the conveyance of water, waste water, and natural gas by a utility. (b) Noise from existing industrial installations which exceed the standards contained in these regulations and which, over the previous three years, have consistently operated in excess of 15 hours per day as a consequence of process necessity and/or demonstrated routine normal operation. Changes in working hours, which would affect exemptions under this regulation, require approval of the department. (3) The following shall be exempt from the provisions of WAC 173-60-040, except insofar as such provisions relate to the reception of noise within Class A EDNAs between the hours of 10:00 p.m. and 7:00 a.m. Pagel of 2 WAC 173-60-030 Identification of environments. (1) Except when included within specific prior designations as provided in subsections (2), (3), and (4) of this section, the EDNA of any property shall be based on the following typical uses, taking into consideration the present, future, and historical usage, as well as the usage of adjacent and other lands in the vicinity. (a) Class A EDNA - Lands where human beings reside and sleep. Typically, Class A EDNA will be the following types of property used for human habitation: (i) Residential (ii) Multiple family living accommodations (iii) Recreational and entertainment, (e.g., camps, parks, camping facilities, and resorts) (iv) Community service, (e.g., orphanages, homes for the aged, hospitals, health and correctional facilities) (b) Class B EDNA - Lands involving uses requiring protection against noise interference with speech. Typically, Class B EDNA will be the following types of property: (i) Commercial living accommodations (ii) Commercial dining establishments (iii) Motor vehicle services (iv) Retail services (v) Banks and office buildings (vi) Miscellaneous commercial services, property not used for human habitation (vii) Recreation and entertainment, property not used for human habitation (e.g., theaters, stadiums, fairgrounds, and amusement parks) (viii) Community services, property not used for human habitation (e.g., educational, religious, governmental, cultural and recreational facilities). (c) Class C EDNA - Lands involving economic activities of such a nature that higher noise levels than experienced in other areas is normally to be anticipated. Persons working in these areas are normally covered by noise control regulations of the department of labor and industries. Uses typical of Class A EDNA are generally not permitted within such areas. Typically, Class C EDNA will be the following types of property: (i) Storage, warehouse, and distribution facilities. (ii) Industrial property used for the production and fabrication of durable and nondurable man-made goods (iii) Agricultural and silvicultural property used for the production of crops, wood products, or livestock. King Way South Seattle, WA 98118-5693 SUBJECT: SW 7TH STREET DRAINAGE IMPROVEMENT PROJECT PHASE II, CAG-04-027, SEQUENCING OF ASPHALT RESTORATION Dear Mr. Clemons: The project specifications require that all permanent asphalt restoration must be completed within 14-calendar days, over all sections of completed storm pipe, after first opening up the trench. The City is willing to be flexible and under certain circumstances allow the 14-day restoration period to be exceeded; however, in a six -week period from the beginning of work on June 7 (the date Vault No. 1 was installed) until now (July 20th), no asphalt restoration has taken place. Approximately 642 linear feet of storm system has been installed within this time period. The duration of work has significantly exceeded the 14-day pavement restoration requirement as specified in the construction contract. In addition, due to the amount of installed storm system, we require some pavement restoration be performed by July 29, 2004, over a portion of the project area where all work has been completed, per the project construction contract. As of July 20"', mainline pipe has been installed up to Station 7+56. It's not necessary to completely restore the asphalt up to this point. The City would accept restoration from Lind Ave SW to Vault No. 2. For future phases of work, I request that you submit a revised project schedule for City review and approval that identifies the phasing of mainline pipe, asphalt restoration, dewatering and bypass systems and lateral connections. The schedule should integrate the various work elements recognizing that the asphalt restoration must take place within a reasonable time period. The City recognizes that a 14-day pavement restoration requirement may not allow enough of the project construction to be completed to reasonably allow for pavement restoration, or make it practical for this project. Therefore, the City would consider the completion of pavement restoration every 21-calendar days or possibly longer, if your schedule shows that the amount of completed project where pavement restoration could be accomplished is relatively small. Coluccio feels that this will allow them to complete the work sooner and have less of an impact local businesses. The traffic control plan will allow for two lanes of traffic which was not anticipated during design. Coluccio will try to maintain an 8.5 foot trench width to accommodate the two lanes of traffic for daytime work and will tailor the plan periodically to improve traffic flow. If approved by the City Traffic Operations Section, Coluccio will work a daytime schedule Monday through Thursday with Friday being a non -working day between Lind Ave. SW and Station 7+28. Mr. Bridge was ok with the change provided it won't affect his business. If problems occur then Coluccio will need to go back to the working hours specified in the contract. Coluccio to submit a detailed traffic control plan with the modified working hours for the City's review next week. NOISE VARIANCE • Contractor will comply with all the requirements of Noise Variance • Noise Variance Complaint Plan Coluccio has experienced staff familiar with noise variance requirements. They will provide a pager for people to complain if there is a noise problem. Call (253) 852-2121 at least 24 hours in advance to notify Fire Dept. of any work in the right-of-way. 2. Any temporary on -site fuel supplies must be permitted through Fire Prevention. 3. Do not block access to fire hydrants. 1. Maintain access at all times for emergency equipment. 2. Fire vehicles must be able to reach any home in the project area. Keep the work area clear of materials and stockpiles that could prevent fire vehicles from getting through. 3. Have steel plates on site, ready to use to span the excavation if emergency access is needed. Any shoring and temporary steel plating must be able to support weight of emergency equipment (Fire Trucks) in all types of weather. TRANSPORTATION 1 "Manual On Uniform Traffic Control Devices" (MUTCD) shall be followed for any traffic signs and routing. 2 A Traffic Control Plan meeting the requirements specified in the Special Provisions will need to be filed for work in the ROW. A Traffic Control Plan, which has been included in the Contract Document, must be filled out, reviewed and approved by the Transportation (Jun Aesquivel - (424)430-7301). 3 Any Contractor vehicle working in the City ROW must display a company logo, address, and telephone number. 4 At least one lane must be kept open during nightwork with flaggers between Station 1 + 13 to Station 21 +00 with all lanes restored to traffic by 6:30 the following day. 5 At least two lanes must be kept open during working hours (one in each direction) between Station 21 +00 to Station 26+00 with all lanes restored to traffic by 3:30 p.m. 6 At least two lanes of traffic must be maintained from 8:30 a.m. to 3:30 p.m. weekdays with flaggers between Station 26+00 to Station 31 +00 with all lanes restored to traffic by 3:30 p.m. See bid document for further restrictions. 7 Required detour and notification signs will need to be placed prior to beginning work. Waterline crossings at Hardie Ave., Rainier Ave. and Shattuck Ave. What is the best approach to protecting and supporting watermains? Do valves need to be cut in to facilitate crossing of stormline? The maintenance department does not plan to cut in valves at this time. The plan is for the contractor to support the watermain across the trench. The maintenance Department will have a staff person available at night on an on -call basis. That person will probably be on - site during any work around the crossings and will be in a position to mobilize additional maintenance personnel should they be needed during an emergency shut down SANITARY SEWER 1. Notify Eric Davison (206-684-1707) at Metro at least 24 hours in advance of making connection to Metro metering manhole at Hardie Ave. 2. Contractor will need to comply with Metro's requirements for manhole connections. 3. Coordinate any sewer work with City Maintenance Department at least one week in advance. John Thompson will be the point of contact at 425-430-7440. SURVEYING 1. Tie project and all structures in to City benchmarks and monuments (1988 NAVD). See BM locations and descriptions in bid document. 2. The contractor shall keep legible and accurate as -built information throughout the duration of the project on all utility crossings. As-builts shall be per City specifications (Supplemental Spec. 1-05). 3. The location of all existing utilities encountered (water, sewer gas, electrical, etc.) shall be recorded by measuring the centerline stationing, offset, and depth or elevation of the top of the pipe. 4. Provide the City Inspector with 3 copies of all survey information used to establish line, grade, elevations, and locations prior to or within 1 day of starting work on the new pipeline. The Contractor is required to temporarily bypass storm flows around the work area. Review the proposed construction sequence, and how storm water bypass will be accomplished during different stages of the project. Be ready for possibly intense, thunderstorm type, rainfall events. 2. Good erosion control measures shall be exercised at all times. Erosion control will be adjusted in the field if erosion or discharge of turbid water becomes a problem. 3. Contractor is responsible for locating all existing utilities in advance of construction to verify that the required vertical and horizontal clearances exist. Notify the Inspector/City of any vertical conflict or differences from the plans prior to proceeding with construction. CONSTRUCTION ITEMS 1. On -site construction meetings will be held weekly (probably Mondays). If necessary, meetings maybe be held daily. City staff, inspector and Contractor will meet once in the morning daily to discuss previous day or nights work. Mr. Bridge would like to meet with the Contractor weekly. It would be helpful if the contractor could provide Mr. Bridge with a map showing current work progress as well as anticipated progress. He would like to have a couple of his managers meet with Coluccio prior to beginning work to help familiarize them with the project. 4. Location of job shack and available space for City inspector during nightwork. 5. For night work, who will be responsible person on call during the day. This person will need to be available to work with City project manager and inspector during the day to resolve any issues prior to next work shift. 6. Contractor must determine suitable location for settling tank for dewatering. 7. Contractor must maintain a copy of all permits on site including the SWPPP. 8. MUST have steel plates ready to cover the excavations if Fire or Emergency vehicles need access through intersections 9. Contractor will pothole utility locations, survey gas (and other utility) elevations, and coordinate any private utility relocation for the Project work. PSE will have their crew relocate the gas main ahead of the new storm line construction. 10. Any other private utilities needing relocation should be handled similarly. City inspector has authority to require more test if material looks doubtful, or reduce number of tests when the compaction looks good. Work with City inspector regarding whether or not compaction tests are needed. 13. Need Statement of Intents approved by Dept. of Labor and Industries in order to process pay estimates 14. All submittals applicable to work shall be approved prior to beginning construction. This includes material (pipe, catch basins, etc.) and plan submittals (dewatering, shoring, etc.). PAY ESTIMATES 1. Will be made either bi-weekly or monthly 2. Contractor will need top fill out and sign W-9 Vendor Form 3. Payments will be based on progress observed at the end of each pay period City will provide Coluccio a copy of the pay estimate cutoff schedule. Before a pay estimate is made, the City and Coluccio will meet to discuss the pay estimate quantities. Night work is planned from Lind Ave. SW to the eastside of Rainier Ave. S. between the hours of 7:00 p.m. and 6:30 a.m. To further reduce impacts to businesses that are open in the early evening hours, night work will be limited to the hours of 9:00 p.m. to 6:30 a.m. from approximately 640 feet east of Lind Ave. S. to approximately 100 feet east of Rainier Ave. S. Day work will occur for the remaining portions of the project between Rainier Ave. S. and Morris Ave. S between the hours of 7:00 a.m. to 3:30 p.m. Advance warning signs will be placed at major access points to SW 70, Street notifying motorists of limited access during specified times within the construction zone. The signs will also inform motorists that access to businesses along SW 7th Street will be available during construction. Purpose: The project consists of replacing approximately 3,000 linear feet of undersized storm pipe on SW 7th Street between Lind Ave. SW and Morris Ave. South, with new reinforced concrete and corrugated polyethylene pipe ranging in sizes from 36- to 60- inches. Completion of the project will help reduce chronic flooding along SW 7th Street. In addition to the mainline pipe, lateral pipes will be installed to intercept local drainage as well as sewer relocation work at various stages along the alignment. August 7, 2003 Dear Resident: The City of Renton Surface Water Utility will be constructing Phase I of the SW 71h Street Drainage Improvement Project to replace the storm pipe system on the north side of S. 71h Street between Morris Ave. S. and Burnett Ave. S. The existing storm system will be replaced with new 12-inch and 36-inch diameter storm water pipe (see figure on back). Construction is expected to BEGIN August 18th and may last into October 2003. The work will begin at the intersection of Morris Ave. S. and S. 71h Street and will progress east along S. 7'h St. before terminating at Burnett Linear Park, approximately 80 feet east of Burnett Ave. S. During construction S. 7" Street between Morris Ave. S. and Burnett Ave. S. will be subject to the following traffic limitations: 1. One lane of traffic in both directions with flaggers Monday through Friday between 8:30 AM to 3:30 PM. 2. One lane of traffic westbound between 7:00 AM to 8:30 AM with detours around the project for eastbound traffic. 3. For construction work beyond 3:30 PM, the work area will be limited to one lane of traffic eastbound with detours around the project for westbound traffic. Driveways may be temporarily blocked during working hours, but access will be restored by the end of each working day. The Contractor (D.D.J. Construction Inc.) will notify you 24 hours in advance if construction is expected to block your driveway. You will be notified if construction conflicts with utility service, and the temporary interruption will be repaired as soon as possible. Please notify the Surface Water Utility Division if you lose utility service during construction without being given prior notice. It is therefore anticipated that the dewatering effort required will be significantly greater.
