Brief Description
The applicant is requesting a Shoreline Substantial Development Permit, Shoreline Conditional Use Permit, Shoreline Variance, and Street Standards Modification for the construction of
the May Creek South Trail extension at 4260 Lake Washington Blvd N.
The project site is zoned R-6.
The project site is approx. 8.2 acres.
Moderate landslide hazard areas, sensitive slopes, protected slopes, a high seismic hazard area, wetlands, a stream (May Creek), and a 100-year floodplain, and floodway associated with
May Creek are mapped onsite.

Brief Description
The proposal would include:
An ADA-accessible trail along the south side of May Creek;
Two (2) viewpoints;
Boardwalk sections over delineated wetlands;
A bridge crossing over May Creek; and
Modified frontage improvements along Lake Washington Blvd N.

An initial public notice was issued on April 24, 2025, the project was re-noticed on May 13, 2025;
The 30 day comment period ended June 13, 2025;
Comments were received from the Duwamish Tribe, Roman Spektor, Washington State Department of Fish and Wildlife, and King County Wastewater Treatment Division; and
The Environmental Review Committee issued a SEPA Determination of Non-Significance - Mitigated (DNS-M) on June 23, 2025.

Shoreline Substantial Development Permit, Shoreline Conditional Use Permit, Shoreline Variance, and Street Standard Modification Analysis
The proposal is consistent with relevant Comprehensive Plan Land Use policies;
The proposal is compliance with the Critical Areas Regulations if all conditions of approval are complied with;
The proposal is compliant with the Shoreline Master Program policies and regulations if all conditions of approval are complied with;
The proposal is compliant with the Shoreline CUP criteria if all conditions of approval are complied with;
The proposal is compliant with the Shoreline Variance criteria if all conditions of approval are complied with; and
The proposal is compliant with the Modification criteria if all conditions of approval are complied with.

Availability of Public Services
Police and Fire Prevention staff indicate that sufficient resources exist to furnish services to the proposed development.
Water service is provided by the City of Renton. There are no water service impacts proposed.
Sewer service is provided by the City of Renton. There are not sewer service impacts proposed.
The project is subject to the 2022 City of Renton Surface Water Design Manual (RSWDM), the proposal is exempt from flow control and water quality requirements.
The project site fronts Lake Washington Blvd N. Modified frontage improvements are proposed along the project frontage.

Recommendation
Staff recommends approval of the May Creek South Trail, File No. LUA25-000091, SSDP, CU-H, V-H, ECF, MOD as depicted in Exhibit 2, subject to 1 condition of approval.
That the applicant comply with the mitigation measures issued as part of the Determination of Non-Significance - Mitigated, dated June 23, 2025.
