After an extensive review of internal policies, the City has determined that a Conflict of Interest may or could be perceived to occur with this selection. Because of this, the City is unable to enter into a contract with a city employee per City of Renton Policy 100-07; Code of Ethics. This also invalidates the mural proposals that were submitted. I wanted both designs to be highly visible from far away, and both have beautiful, rich colour, yet in harmony with the natural environment surrounding it. A feeling of positiveness, serenity and calm is my goal for this design. Moreover, I want it to be no controversial at all. There will be no reference to religion, political views, race or gender inequality. My motto, when creating a design, is: "the simplest is not always the best, yet the best is always simple". Both designs are at an early stage, and will be more detailed. The community input is welcome, and based on it, there is room for improvements and modifications. Giuseppe Percivati Design n.1 Pepe Gaka The first design is focused on everyday human beings. Four persons, two women and two men, with the four different backgrounds (Caucasian, Afro-American, Asian and Latino) that represent the majority of USA population, holding each other hands. In the background, the Ocean, with a sunset scenario behind them. A simple composition, with a clear and simple message of unity and harmony, and with a great focus on the background to the pristine nature that we, together, should protect. An example of a rendering of the design on a silos with similar proportions. Giuseppe Percivati Pepe Gaka Giuseppe Percivati Design n.2 Pepe Gaka The second design is focused on a floral theme. The cherry blossoms as main theme, spreading all over the tower and with other different flowers and tree plants, as well as butterflies and other insects. Giuseppe Percivati Safety Pepe Gaka I hold a U.S.A. CNA $2 million General Liability Insurance, and working on heights and safety certifications. Timeframe Between 5 to 8 weeks to complete the mural, depending on the weather. This includes: priming the wall, painting the mural and then apply an anti-graffiti/UV protection coat. Experience I have a long experience as an artist, more than 7 years as full-time artist, working in Italy, UK, Japan, Pakistan, Philippines, Australia, New Zealand, Canada, USA. Every time I completed my commissions within the time frame, and within the given budget. I have experience to personally manage projects with a budget up to $43,000. 1 am based between Denver, Arkansas, and Manila, in the Philippines, where I teach Art to orphans with cerebrals palsy. I have an artist working 0-1 Visa: Individuals with Extraordinary Ability. I have a long experience of large scale murals, having done several larger than 3,000 square feet. I am accustomed to work with aerial lift, and painting on large surfaces, both even and uneven, bricks, concrete and metal. Giuseppe Percivati Material The mural will be realised using high -quality acrylic paint. These, have many advantages. Pepe Gaka They are waterproof, have a great adhesion to the surface, great resistance to both heat and extremely low temperatures, even freezing temperatures. In addition, the colours are light -fasting, meaning they don't fade over the time. Spray paintings, on the other hand, because of the much lower pigment percentage present in them, tend to fade and lose the brilliancy of the colour within few years. The mural will be then covered by a protecting anti -UV coat. I will enquire and consult with the company that will built the water tower, following their suggestion on the best process and material, to be fully sure that both the safety of the water and the durability of the mural are properly considered. The description of proposal 1 of 2 depicts a traditional northwest Indian art theme, which pays tribute to the tribes that are indigenous to the Puget Sound region. Since Renton is home to the Seattle Seahawks headquarters (particularly in Kennydale), I thought to highlight this in the design along with a football. The design also features Mt. Rainier. Overall, the design is simple and clean. The colors of the mural will closely match the Seahawks team colors. The Seahawk portion of the design will face south, as to be seen directly behind the new fire station. I suggest the circular design be approximately 26 ft. in diameter. The tank itself will painted white. The description of proposal 2 of 2 also gives recognition of the fact that Renton is the Seahawks headquarters. This design is a unique stylized Seahawk head. It is unlike the teams recognized logo. The free flowing feather design surrounding the Seahawk will continue around the circumference of the cylinder shaped water tank. Thus, giving the illusion of water. The tank itself will be painted white. This design will be painted on the upper 24 ft. of the tank. The lower 79 ft. of the tank shall painted white. Use is to be restricted to such services as are available to the public generally and for the conduct of official business. 4.3 Political Activities: 4.3.1 No city employee may use city time or property in any manner or his/her authority to promote any political issue or candidate, to solicit funds for any political purpose or to influence the outcome of any election. 4.3.2 No city employee shall accept appointment or seek election to any public office when the holding of such office would be incompatible or would substantially interfere with the discharge of official city duties. This policy shall also apply to any person related by blood or marriage who is financially dependent upon the employee and/or is residing in the employee's home. 5.4 Contrac : Shall include any contract or agreement, sale, lease, purchase, or any combination of the foregoing. �1 '•� 1 JC_ 6.1 Board of Ethics: A Board of Ethics shall be established to insure the proper implementation of the code of Ethics and to investigate and report on alleged conflicts of interest involving city employees. The committee shall be composed of five members who are appointed by the Mayor subject to confirmation by a majority of the members of the City Council. 6.1.1 The City Attorney shall be available and shall serve as technical staff for the Board throughout the review process. 6.1.2 The City Human Resources & Risk Management Administrator shall provide staff support and other available resources to assist the Board with the investigation of complaints. 6.1.3 The Board shall meet within thirty (30) days after receipt of any written complaint or directive from the Mayor. 6.1.4 Board Authority/Duties: 6.1.4.1 The Board shall render advisory opinions to the Mayor, in writing, concerning questions of ethics, conflicts of interest, and applicability of this Code of Ethics. The Board shall limit its scope to specific complaints and shall not go beyond matters relating to the complaint. 6.1.4.1.1 The Board shall investigate all formal written complaints, from any source, with regard to alleged violations of this policy. Code of Ethics Page 4 6.1.4.1.2 The Board shall also investigate any suspected or alleged violation of the code of Ethics upon direction of the Mayor. 6.1.4.2 In the course of its investigation, the Board of Ethics may require any city employee or request any other person to appear before the Board to give full information under oath and to produce books, memoranda, papers, documents, financial statements, receipts, canceled checks, or any other relevant information or data in the possession, custody, or control of the person ordered or requested to appear. 6.1.4.2.1 All witnesses required or requested to attend such hearings shall receive written notificatiion, in person or by certified mail, of the time and place of the hearing at least fifteen days prior to the date fixed for attendance. 6.1.4.2.2 Whenever a city employee is under investigation for any alleged violation of this Code, he/she shall receive appropriate notice in writing from the Board at least fifteen days prior to any hearing. That employee shall also be entitled to be present, to examine and cross-examine witnesses, to be represented by counsel, and to call witnesses on his/her own behalf. 6.1.4.2.3 In order to protect the rights and reputation of persons who may be unjustly attacked or criticized and given the fact that investigations of complaints may serve as a prelude to further legal or disciplinary action, hearings concerning violations of this Code shall be conducted in private. A record of such proceeding shall, however, be made and retained. Provided, however, that any city employee who is the subject of a complaint may demand a public hearing. All hearings whether public or private shall be conducted under the guidelines established herein. 6.1.4.3 The Board shall render a written record of its findings upon conclusion of the investigation, and a copy of these findings shall be transmitted to the Mayor. 6.1.4.3.1 The record of the Board's written findings shall be open to public inspection unless: 1) The information is exempt according to state law (RCW 42.17) and damage to individuals resulting from the release of the record would outweigh the public's need to know; 2) The Board of Ethics has determined in the conduct of any hearing or proceeding under its jurisdiction that it is reasonable to withhold information in order to protect individuals who may be unjustly or improperly accused or who may be disproportionately harmed or injured in their reputation, employment, or profession by any premature disclosure; Code of Ethics Page 5 3) Civil or criminal action by the City of Renton or any other governmental agency having jurisdiction may be pending. 6.1.4.4 Based on the findings of the Board of Ethics, the Mayor shall make the final determination regarding the degree of violation and the penalty (if any) to the individual. By utilizing the top third of the tower for the mural, we are creating a significant brand association with whatever is being painted and the City of Renton. Whatever is proposed at that height will be associated with the community for an incredibly long time. I'm not confident that a mural at the top of the water tower is the best solution that is visible in the entire city, versus a mural at the base which would be more pronounced for pedestrians to see, and have less visual impact. Alternatively, there may be other art solutions besides a mural on this building that may be less visually intrusive. 3) Maintenance of the mural at that level will be challenging and expensive. Given its prominence, this would not be a mural that aging will improve. It will have to be on a regular maintenance schedule. 4) Just looking at the drawing, it appears to take up approximately 20% to 25% of the structure. We will need to cross check the sign code to be sure that we don't have a problem with the size of the mural. In addition to murals, I have done a lot of interior paint in different places such as offices, restaurants, hair salons and other environments. I usually paint using only NC -Acrylic lacquer spray paint such as MTN 94 or Montana GOLD, because NC -Acrylic lacquer spray is excellent in light resistance and water resistance. I value connections with people and experiences, so recently I mainly draw artworks using the line art that is one of my art styles. The line art is created with the flowing lines (the blue lines) as like connecting the dots (the red circles) as shown in the attached image. The dots mean time, place, experience and people, and the flowing lines connecting the dots express space-time, time flow (the lineage of past, present and future), history, life, and good connections with people and community. It is the main concept of the line art. The line art has an infinite expression method, so I draw from the abstract to motifs such as people, buildings, plants and animals according to themes and concepts. In addition to murals, I have done a lot of interior paint in different places such as offices, restaurants, hair salons and other environments. I have excellent creative, skills, extensive experience, have been appointed the art project of world- renowned companies and brands such as "Suntory Whisky Toki", "Heineken", "MONTBLANC" and "WeWork". I usually paint using only NC -Acrylic lacquer spray paint such as MTN 94 or Montana GOLD, because NC -Acrylic lacquer spray is excellent in light resistance and water resistance.
