SUBJECT: TRANSFER OF WATER SERVICE UPON REQUEST
Dear Property Owner:
The City recently installed a new 12-inch watermain along Talbot Road South. This
watermain provides water at a pressure of approximately 90 psi. Currently, the water
main that serves your property provides water at 25 to 30 psi.
The City is offering you an opportunity to transfer your existing service to the new,
higher pressure main. Transferring to the new main will eliminate the need for
individual pumps to increase water pressure. However, the building code requires the
installation of a pressure reducing valve (PRV) on all services with pressures over 80
psi.
PRV's must be installed at your expense and a plumbing permit issued by the City of
Renton is required. Enclosed is a copy of the City of Renton specifications for
installation of PRV's. These specifications are only a guide.
There will be no additional charge to transfer your service to the new main. Please
contact the Utility Department at 235-2631 for further information or to make
arrangements for a service transfer.

Sorry for the delay in responding to your request for reviewing the above latecomer's request.
My comments are:
Items 8 & 9 on the costs submitted by Universal Land appear to be for the improvements that only
benefit the new plat. A 10 inch looped water main was required to meet the fireflow demand of
the new plat. Therefore these two items should not be included in the latecomer request.
However, I notice that the design engineering costs, permit and inspection fees, bonding, were not
included in the request. These fees can be applied to the latecomer request.
Please make sure that the quantities shown on the request match the quantities on the approved
plans. There should not be major discrepancies between th&quantities.
The west boundary of the latecomer request should extend to the east r/o/w line of SR-167 unless
for some reason that I am not aware of, these properties cannot be served by the new 12" water
line on Talbot Road South.
There should be a criteria regarding how the latecomer will be triggered. Please note that the
existing low pressure 16" water main can provide about 3,000 gpm at 20 psi residual, with the
static pressure around 30 psi. Therefore a criteria based on fire flow demand only can be
challenged. You may think of a combination of fire flow demand and higher static pressure.
Also, there are. six existing houses that may be switched over from the low pressure to the high
pressure line without triggering the latecomer since they are already served by City water. A list
of those addresses is attached.
The proposed method of assessment by square -foot only may get some protest form the property
owners. You may have to come up with another "equitable method" if there is major protest on
the requested method by square -foot only.

Summit Park is a new 25 lot plat located on the East side of Talbot Rd. S. in Section
31, Twp. 23N, Rng 5E at SE 51 st CT. They are installing in addition to other utilities
a 12" high-pressure watermain in Talbot Rd. and are applying for a Latecomers. The
Developer is Tom Ichelson at Environmental Development Corp.
• Developers letter of application was on Aug. 8, 1994 and is within the 30 days
compliance prior to issuance of the construction permit
• Process fee of $1 ,000, was paid
• Recommended method of distributing costs per applicant's letter is Square Foot
Method
• Estimated per/unit cost per applicant's letter is $0.02620327 per square foot.
• Actual construction cost per applicant is $84,283.60
• A copy of Contractor's cost breakdown is attached

Sorry for the delay in responding to your request for reviewing the above latecomer's request.
My comments are:
Items 8 & 9 on the costs submitted by Universal Land appear to be for the improvements that only
benefit the new plat. A 10 inch looped water main was required to meet the fireflow demand of
the new plat. Therefore these two items should not be included in the latecomer request.
However, I notice that the design engineering costs, permit and inspection fees, bonding, were not
included in the request. These fees can be applied to the latecomer request.
Please make sure that the quantities shown on the request match the quantities on the approved
plans. There should not be major discrepancies between this quantities.
The west boundary of the latecomer request should extend to the east r/o/w line of SR-167 unless
for some reason that I am not aware of, these properties cannot be served by the new 12" water
line on Talbot Road South.
There should be a criteria regarding how the latecomer will be triggered. Please note that the
existing low pressure 16" water main can provide about 3,000 gpm at 20 psi residual, with the
static pressure around 30 psi. Therefore a criteria based on fire flow demand only can be
challenged. You may think of a combination of fire flow demand and higher static pressure.
Also, there are six existing houses that may be switched over from the low pressure to the high
pressure line without triggering the latecomer since they are already served by City water. A list
of those addresses is attached.
The proposed method of assessment by square -foot only may get some protest form the property
owners. You may have to come up with another "equitable method" if there is major protest on
the requested method by square -foot only.

Thank you for asking us regarding the installation of a water meter to your residence.
Following are the associated costs for the installation of a 3/4" domestic water meter to the above lot:
Installation of a 3/4" water meter by City forces 1 $600.00
Special Utility Connection Charge $850.00 (effective May 15, 1995)

$940.00(before May 15 1995
Latecomers fee for new 12" water line installed by $371.43
the developer of Summit Park plat $0.02620327 per s .-ft x 14,175 s .-ft
Upon your payment of the above fees, the City will install the meter within the right -of --way of Talbot
Road So., in front of your property. The service line between the meter and your house will need to be
installed by yourself or your contractor at your expense. A private pressure reducing valve is also needed
due to the high water pressure in the City's main. A plumbing permit (about $30.00) shall be obtained
for the installation of this private service line.
The existing private well must be abandoned per the Department of Health standards.
