General comments: Contractor provided large crew, good traffic control, good P.R. Noted slow in-house support on paperwork. Rated 7-8 of 10 in construction work. Final Cost of Project: Not completed yet Number of Change Orders: Not know at time of interview, but noted contractor fair on prices initiated by owner. Project setting: Commercial (in Sea-Tac Mall Paring lot an major arterial). Project accepted: Not yet... Constructed in time granted in contract: Contractor was to have work completed between July 2000 — November 2000. Contractor completed major portion within allotted time. Still working on final acceptance with restoration. (anticipate completion by end of March) Did project come in budget: So far... Anticipate project under budget by $60,000. General comments: According to City Manager, over $600,000 in claims against the contractor are out and are initiated by sub -contractors and suppliers. The contractor has not provided needed warrantees for storm water retention pond matting. Also, if it weren't for the Mall's flexibility to allow the contractor to work extra hours other than allowed by the contract and good weather conditions, the contractor would not have made the November deadline for substantial completion. This contractor might do better on less extensive jobs. Overall, the construction crews were fine, but the in-house management was less than good. (i.e. some times crews did not get necessary materials at times needed, Twice, major arterial was closed due to flooding caused by non-functioning pumps. In-house paperwork was not moved along in a timely manner). Since it appears that the gas line is lower than shown on plans, and the new watermain on the east side of the street was installed with 5 feet of cover, the laterals can be lowered as much as 1 foot below the originally proposed inverts. Please verify the as -built depth of the watermain at the proposed lateral crossing. The revised inverts are shown on the attached drawing. Adjustments will be made depending on the actual gas line location. Currently, I'm in discussions with PSE about the possibility of cutting through the gas line. It is currently deactivated. Basically, I want the laterals to match the main line inverts. I spoke with Gary Pattee, engineer for Shope Concrete, who is the supplier for Katspan. We discussed the possibility of modifying CB#16 due to the shallow cover. Due to the limited cover above the proposed structure (approximately 1.7 feet), the Type II CB, with standard cutouts, does not provide adequate spacing between the top slab and proposed grade. Because it was too late in the day to proceed with another storm sewer lateral connection, Jeff had his crew begin clean up operations early today. I further understand that Katspan, Inc. had to do some extra excavation work in some areas for which they are probably entitled to extra days. I have advised Mr. Skeel of that fact and expect that he will be preparing proposed change orders. You indicated during our conversation that the City of Renton would consider imposing liquidated damages in that you have planned a follow-on project in the same area, which you felt was to commence around the end of July 2001. Obviously, that time frame is still within our allotted days to complete our project. It appears the storm pipe probably serves the parking lot for the building located on the corner of 5th Avenue SW and Williams Avenue South. The contractor was directed by the City to relocate Catch Basin #2 approximately 12 feet west of the proposed location to intercept the 6-inch storm pipe. At approximately 3:00 PM, the contractor exposed another 6-inch PVC pipe approximately 2.5 feet directly below the storm pipe. Because of the time of day, the contractor decided to stop work and begin to cleanup and restore the road surface to traffic. At 7:30 AM the next morning, John Hobson from the City's Wastewater Utility and I were at the job site surveying the conflict and determined the lower PVC pipe to be a side sewer. By 8:00 AM, the decision was made to set catch basin #2 16 feet west of the location shown on the plans (STA 114+87) to avoid the sewer crossing. This action required additional labor and materials to connect the 6-inch storm pipe to the catch basin. Based on my observations in the field and discussions with the inspector, the total number of hours required by the contractor to address the utility conflict was approximately 4 hrs. I have requested that Northwest Cascade submit to the City all labor, equipment and material costs associated with the extra work. Based on the current schedule, Northwest Cascade should be completed with all water and storm pipe installation and asphalt trench patch by the end of this week (Friday, October 26). The City overlay contractor is planning to start, on either S. Williams or Wells, next week. John suggested that rather than having his crews adjust the Type II CB's to grade after he finishes the asphalt patchwork, it made more sense to leave the rims of the structures buried until the City overlay contractor completes the grinding of the streets. John's crews will then come back and adjust the rims to match the finish grade. Otherwise, the City overlay contractor will have to lower the rims, so the grinder can go through, and then have to re -adjust to grade again. This seems very inefficient. John said that as long as his crews can begin to make the adjustments right behind the overlay contractor, and don't have to mobilize twice, it shouldn't be a problem.
