This letter is written on behalf of the Environmental Review Committee (ERC) and is to inform you that
they have completed their review of the environmental impacts of the above -referenced project. The
Committee, on November 14, 2000, decided that your project would be issued a Determination of Non -
Significance (DNS).
The City of Renton ERC has determined that it does not have a probable significant adverse impact on the
environment. An Environmental Impact Statement (EIS) is not required under RCW 43.21 C.030(2)(c).
This decision was made by the ERC under the authority of Section 4-6-6, Renton Municipal Code, after
review of a completed environmental checklist and other information, on file with the lead agency. This
information is available to the public on request.
Appeals of the environmental determination must be filed in writing on or before 5:00 PM December 4,
2000. Appeals must be filed in writing together with the required $75.00 application fee with: Hearing
Examiner, City of Renton, 1055 South Grady Way, Renton, WA 98055. Appeals to the Examiner are
governed by City of Renton Municipal Code Section 4-8-110. Additional information regarding the appeal
process may be obtained from the Renton City Clerk's Office, (425)-430-6510. If the Environmental

feet of existing undersized cast-iron water lines with new 12-inch ductile iron water main, new fire
hydrants, and replacement of water meters. The project also includes the installation of about 3,050 linear
feet of new 12-inch and 18-inch CPEP storm drainage lines and associated manhole structures to replace
the existing storm drain system.

ENVIRONMENTAL CHECKLIST
PURPOSE OF CHECKLIST:
The State Environmental Policy Act (SEPA), Chapter 43.21C RCW, requires all governmental agencies to consider the
environmental impacts of a proposal before making decisions. An Environmental Impact Statement (EIS) must be prepared
for all proposals with probable significant adverse impacts on the quality of the environment. The purpose of this checklist is
to provide information to help you and the agency identify impacts from your proposal (and to reduce or avoid impacts from
the proposal, if it can be done) and to help the agency decide whether an EIS is required.
INSTRUCTIONS FOR APPLICANTS:
This environmental checklist asks you to describe some basic information about your proposal. Governmental agencies use
this checklist to determine whether the environmental impacts of your proposal are significant, requiring preparation of an EIS.
Answer the questions briefly, with the most precise information known, or give the best description you can.
You must answer each question accurately and carefully, to the best of your knowledge. In most cases, you should be able to
answer the questions from your own observations or project plans without the need to hire experts. If you really do not know
the answer, or if a question does not apply to your proposal, write "do not know" or "does not apply". Complete answers to the
questions now may avoid unnecessary delays later.
Some questions ask about governmental regulations, such as zoning, shoreline, and landmark designations. Answer these
questions if you can. If you have problems, the governmental agencies can assist you.
The checklist questions apply to all parts of your proposal, even if you plan to do them over a period of time or on different
parcels of land. Attach any additional information that will help describe your proposal or its environmental effects. The
agency to which you submit this checklist may ask you to explain your answers or provide additional information reasonably
related to determining if there may be significant adverse impact.

All construction will take place in the SW 1/4 Section 17, Township 23N, Range 5 W.M.
and described as follows:
Within the Right -of -Way of South 4th Street, between Wells Avenue South and Williams
Avenue South; South 5th Street between Main Avenue South and Burnett Avenue South;
Williams Avenue South between South Grady Way and South 4th Street; and, Wells
Avenue South between South Grady Way and South 4th Street.

Construction of this project will not require grading or filling of a site. When backfilling
the trench, we will use native material (that which was removed during excavation). If the

native material is not of an appropriate quality, we will import backfill from an approved
source.
f. Could erosion occur as a result of clearing, construction, or use? If so, generally describe.
Construction of this project will be in paved areas and will not cause erosion to the
landscape. Standard City of Renton sedimentation and erosion control measures shall be
employed during construction to mitigate impacts that may occur as a result of moving,
storage and use of earth materials during construction.
g. About what percent of the site will be covered with impervious surfaces after project construction
(for example, asphalt or buildings)?
There will be no new impervious surfaces as a result of this project. All work that takes
place in asphalted areas will be restored with asphalt. All other areas will be restored to
their pre -construction condition.
h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any:
Standard City of Renton sedimentation and erosion control measures shall be employed
during construction .
2. AIR
a. What types of emissions to the air would result from the proposal (i.e., dust, automobile, odors,
industrial wood smoke) during construction and when the project is completed? If any, generally
describe and give approximate quantities if known.
During construction, on -site emissions will consist of fugitive dust and emissions from
construction equipment. These are anticipated to be minor and largely confined near the
site.
b. Are there any off -site sources of emission or odor that may affect your proposal? Yes

c. Proposed measures to reduce or control emissions or other impacts to air, if any:
Equipment and construction of this project shall meet federal, state, and local emission
requirements. Water trucks will be utilized to minimize dust.
3. WATER

and seasonal streams, saltwater, lakes, ponds, wetlands)? Yes ® No.

Minor dewatering may occur in the pipeline trenches during construction.

number of houses to be served (if applicable), or the number of animals or humans the system(s)

This project will include the installation of new storm drainage systems and replacement of
the existing water main. There will be no discharge of waste material.

It is not anticipated that there will be any changes in the runoff pattern as a result of this
project. The paved surfaces and drainage will be restored to pre -construction patterns.

The only anticipated emergency needs during construction would be an ambulance in the
event of a construction related accident and fire department in the event of a fire or major
fuel spill.

appropriate equipment to comply with spill prevention and cleanup procedures established
by the City.

Project Narrative
Water and Storm Sewer Replacement in Wells and Williams Avenue South
This project consists of the replacement of about 3,000 linear feet of existing undersized
cast-iron water lines with new 12-inch ductile iron water main, new fire hydrants, and
replacement of water meters.
This project also includes the installation of about 3,050 linear feet of new 12-inch and
18-inch CPEP storm drainage lines and associated manhole structures to replace the
existing storm drain system.

Construction of this project is scheduled to begin in February 2001 with estimated
completion at the end of July 2001. Construction hours are from 7 a.m. to 5 p.m., with no
work on weekends.
Excavation for the replacement of the water and storm lines will take place within the
City's right-of-ways. The streets will be temporarily patched with "cold -mix" asphalt at
the end of each day. Final restoration will include a full asphalt overlay for the affected
streets, curb, gutter and sidewalk, and landscaping that are disturbed by the construction
of this project.
Access through the above streets will be restricted to one lane during construction of the
utilities. Temporary closures of driveways will be kept to a minimum when the utilities
are being installed across the private driveways. Limited parking in the streets will be
maintained during construction.
Residents will be notified by doorknob mailing about the construction activities , one
week prior to the beginning of the work.
Project Narrative
South Renton Water and Storm Water Replacement Project
This project proposal includes the replacement of approximately 3,000 linear feet of existing steel water
main with new 12" ductile iron main and 3,050 linear feet of new 12-inch and 18-inch storm pipe and
associated manhole structures. The project will take place in the following locations:
• Wells Ave. S between S. 4`h St. and S. Grady Way
• Williams Ave. S between S. O St. and S. Grady Way
• S. 4d' St. between Williams Ave. Sand Wells Ave. S
• S. 5`h Street between Burnett Ave. S and Main Ave. S
The project site and adjacent properties are zoned Residential -Multi family Infill, (RM-I), Central
Downtown (CD) and Commercial Office (CO).
The current use of the site is commercial and residential vehicular traffic and misc. service utilities such
as gas, water, sewer, power and communications.
The soils are composed of very loose to loose fine to medium sands and silty sands with moderate
infiltration rates.
Excavation for the water and storm water replacements will take place within the City's right-of—ways.
Restoration will include an asphalt patch for the affected streets, and repair of all sidewalk, curb, gutter,
and landscaping that is disturbed as part of the construction. A complete street overlay shall be included
as part of the City's 2001 street overlay program.
Estimated cost is $450,000 for the water main replacement and $450,000 for the storm water replacement.
Construction is scheduled to begin in February 2001 and end July 2001. Construction will take place
Monday through Friday, 7:00 am to 5:00 pm.
Construction Mitigation Description
To minimize the impacts of equipment noise, construction will take place between the hours of 7:00 AM
and 5:00 PM.
A traffic control plan will be submitted to the City's Transportation Systems Division for review and
approval prior to the start of construction.
Standard erosion and sediment control BMP's will be used during construction. All trench excavation
will be either covered with steel plate or backfilled the same day. By-pass pipes will be installed in all
open the storm drain trenches as necessary if precipitation is likely to occur within a 24-hour period.

The City of Renton requires property owners to let their neighbors know of most proposed
land use changes. Typical land proposals requiring notification include variances, platting
and site plan approval. The city requires written notice before holding a hearing on the
proposed change.
The King County Department of Assessments will help property owners in this process. Their
Public Information section is on the 7th floor on the King County Administration Building, 500
Fourth Avenue, Seattle. They have staff, computer terminals, maps, and other materials
needed to identify all affected parcels.
1. Identify your subject property and obtain its quarter -section -township -range map
coordinates. Use the Kroll books, or the self-service terminals, or ask the County's
public information staff for assistance. The terminals and staff are located on the 7th
floor of the King County Administration Building.
2. Get a copy of the appropriate quarter section map from the County public information
staff, plus a scaled template of the required radius. The County can make photocopies
if needed of portions of these maps. Map copies may be made on the 7th floor.
3. Locate your subject property on the map, then use the template to identify all adjacent
parcels within the required distance. (Adjacent maps may be necessary in case of
overlaps.) Determine the Assessor's account number of the parcels from the
information included on the map. Public Information staff can assist you in determining
the account numbers.
4. You may use the self-service terminals to look up information on individual accounts.
The Tax Information screen includes the taxpayerlowner mailing address. The
Property Characteristics screen and the index browse screens contain the property
street -addresses in case you need to contact tenants/occupants where different from
the taxpayer. Printouts may be made of any of these screen displays at 15 cents each.
5. To Obtain Computerized Address Labels and/or Printouts: Obtain a Batch Request
Sheet and Source Sheet(s) from public information staff. Fill out the request sheet and
list the parcel/account numbers on the source sheet(s).
5.1 Examples are contained in the handbook referred to in Step 3. Return the
sheets to County staff who will check them and assign a batch request number.
5.2 Sign an agreement limiting allowable uses of the information to be obtained (see
example in handbook). One signed agreement will serve for the entire year.
5.3 The 7th Floor staff will log your complete request and deliver it to King County
Systems Services, 23rd floor of the Gateway Tower.
5.4 Systems Services prints labels and printouts on Monday, Wednesday, or Friday
nights for requests received by 2:00 P.M. that day. They will notify you (per your
request instructions) on the next working day when the output is ready for
pickup.
5.5 You must pick up the labels or printouts at the Systems Services office located
on the 23rd floor of the Gateway Tower.
5.6 Payment is required at the time of pickup. Minimum charge is currently $25.00
plus tax. Address labels are 65 cents each, plus tax; printouts are 60 cents per
parcel, plus tax.

The soil is consistent with the neighboring lots (soil, sandy loam, blackberry bushes)
Proposed Use:
The proposed use of the property is to temporarily store construction equipment and water and
storm drainage pipe, fittings, and excavated materials for Capital construction project in the
vicinity. The lot is 21,300 sf. The Site has access from S. Grady Way and on the North an access
from Burnett Ave S. The staging area will house nightly the construction equipment and stock
piles of material for use in the construction site as well as piles utility piping for use on the
project site.
Proposed off -site improvements:
No improvements are planned adjacent to this property as a result of the use of this property. No
associated construction costs will be applied to this site due to its intended temporary use. The
site will be used as a staging and holing area for another construction site.
Materials used:
Estimated quantity and type of materials involved will be crushed rock, gravel borrow, and native
soil materials dug up from construction site in vicinity. No trees shall be removed from the
proposed lot. No land shall be designated over to the City of Renton as a result of this temporary
use.
Proposed job shack:
The site shall house the use of a job shack (14' x 102' x 30') for the duration of the construction
project. The intended use is for parts storage and temp construction field office. The license
number of the job shack is OR #HP 18542. V in. I PT07FRD0.
CONSTRUCTION MITIGATION
Proposed construction start date: March 19, 2001 and completion date July 30, 2001
Hours of operation: 7:00 am — 5:00 pm (Monday through Friday)
Proposed transportation routes: Use of S. Grady Way, and Burnett Ave S. (Note construction
will be within City R-O-W only.
The Contractor will use a temporary chained link fence to protect equipment from vandalism and
stacked pipe or piled material shall not exceed the height of the fencing used.
No equipment shall be started until 7:00 am and the construction project has an approved traffic
control plan in use ( approved on 3-08-01).

Rick, under the circumstances, and conditions required by Karl, I think we should allow staging
in this location for the 5 month project. The following needs to be done:
1) I believe the S. 7`h Street emergency repair work and pipeline break roadway patching will be
substantially complete before this construction staging is needed, but you need to interface
with Jack Crumley about this.
2) Check the contract provisions and contract bid regarding construction staging. If the
contractor was required to find and pay for staging area, and now will not have to pay for this
staging area because the City is allowing use of ROW, it may be that a contract credit is due.
3) Property lines must be established and marked out to assure that the contractor does not make
unauthorized use of private property.
4) Provide written notice to the adjacent businesses and residents of this temporary use.
5) Assure that Karl's concerns about sight distance and limiting traffic impacts are followed.

The soil is consistent with the neighboring lots (soil, sandy loam, blackberry bushes)
Proposed Use:
The proposed use of the property is to temporarily store construction equipment and water and
storm drainage pipe, fittings, and excavated materials for Capital construction project in the
vicinity. The lot is 21,300 sf. The Site has access from S. Grady Way and on the North an access
from Burnett Ave S. The staging area will house nightly the construction equipment and stock
piles of material for use in the construction site as well as piles utility piping for use on the
project site.
Proposed off -site improvements:
No improvements are planned adjacent to this property as a result of the use of this property. No
associated construction costs will be applied to this site due to its intended temporary use. The
site will be used as a staging and holing area for another construction site.
Materials used:
Estimated quantity and type of materials involved will be crushed rock, gravel borrow, and native
soil materials dug up from construction site in vicinity. No trees shall be removed from the
proposed lot. No land shall be designated over to the City of Renton as a result of this temporary
use.
Proposed job shack:
The site shall house the use of a job shack (14' x 102' x 30') for the duration of the construction
project. The intende4 use is for parts storage and temp construction field office. The license
number of the job shack is OR #HP 18542. Vin. 1 PT07FRD0.
CONSTRUCTION MITIGATION
Proposed construction start date: March 19, 2001 and completion date July 30, 2001
Hours of operation: 7:00 am — 5:00 pm (Monday through Friday)
Proposed transportation routes: Use of S. Grady Way, and Burnett Ave S. (Note construction
will be within City R-O-W only.
The Contractor will use a temporary chained link fence to protect equipment from vandalism and
stacked pipe or piled material shall not exceed the height of the fencing used.
No equipment shall be started until 7:00 am and the construction project has an approved traffic
control plan in use ( approved on 3-08-01).
