HomeMy WebLinkAboutWTR2703198_6FINAL NOTICE OF CONSTRUCTION OF WATER MAINS IN TALBOT HILL NEIGHBORHOOD Dear Resident: The City of Renton has hired VJM Construction of Redmond, Washington to replace water mains in your neighborhood to improve fire protection and water quality. The work includes installing additional fire hydrants and replacing water service lines from the new water lines to the existing water meters. A map showing the location of the new water lines is provided on the back of this notice. The construction project will begin in August 15, 2005 and is scheduled for completion by Mid -November, 2005. Access to your neighborhood will be maintained at all times during construction of the project. The contractor will notify you in advance of beginning the project and will work with you to address any temporary closure of your driveway during the installation of the water line. POTENTIAL IMPACTS ON YOUR HOT WATER TANK AND HOUSE PLUMBING As part of the replacement of the water service line in the street, the contractor will install a check valve behind your water meter. The check valve prevents water in your household plumbing from flowing back into the City's water main. As a result, water pressure may build up in your hot water tank as the water expands during heating. In order to avoid excessive pressure buildup in your hot water tank, you need to inspect your hot water tank to verify that it is equipped with a pressure and temperature relief valve. If it is not present, you need to install one on the tank. Please see the enclosed brochure for more information regarding the installation and function of a pressure and temperature relief valve. You can install the pressure and temperature relief valve yourself by following the manufacturer's instructions, or you can have the device installed by a plumber. Floors and Relief Valve Spillage With the increase of code requirements for backflow preventers on water heaters, thermal expansion of water in the storage tank is becoming a major concern. When demand is put upon the system, hot water is drawn from the tank. Cold water from the supply line enters the tank to replenish it. Once the tank is filled, the colder water is heated to provide hot water for the demand cycle. With the installation of a backflow preventer (or check valve) on the supply line, the closed delivery fixtures, the tank and the system piping form a closed system under pressure. As the water is heated, thermal expansion occurs. Pressure increases until the relief valve opens and the expanded water "spills" from the tank. This represents wasted BTU's and energy. The thermal expansion absorbers are designed to eliminate this problem by providing control of maximum pressures at a level below the relief valve setting. And also by providing an additional space in the system to accommodate the increased volume of water created by thermal expansion, returning it to the system when delivery is demanded at the outlet fixtures. Maximum pressure is kept well below the relief valve setting by the thermal expansion absorbers with its precharged air chamber that is permanently separated from system water. The relief valve does not open and "spilling" is eliminated. To ensure the quality of your drinking water, the Utilities Division of the City of Renton is: 1. Systematically replacing old galvanized iron pipes which connect the City water main in the street to the water meters servicing homes and businesses, and 2. Installing backflow prevention devices at each meter: In the past, before relief valves were required, if your system overheated or built up excessive pressure, the hot water could flow back through the pipes into the City water main. While backflow prevention devices reduce the possibility of contamination of water in the city water mains, it also means that your hot water can no longer flow back through the pipes into the City water main. Therefore, introduction of these backflow prevention devices makes it critical that your hot water tank be equipped with the temperature and pressure relief valves since overheated water will have no place to go. What is a "temperature and pressure relief valve? A temperature and pressure relief valve is a safety device installed on water heaters which can prevent injury, hazard to life and damage to property resulting from an explosion. In the event that excessive temperature or pressure develops in a water heater, the relief valve opens automatically, discharges hot water through a discharge pipe into an open drain. Cold crater flows into the system, cools down the water remauiing in the tank and relieves the pressure. What causes a water heater to explode? The basic cause of hot water storage tank explosion is overheating or excessive temperature. Superheated water expands, creates pressure in a closed storage tank and, if there is a wealuiess in the tank or corrosion is present, the tank may explode. Exactly what should I look for? To be certain that your water heating system meets building code requirements, look for a temperature and pressure relief valve similar to the one illustrated in Figure 1. It may be installed on the top of your water tank or on the side. (See Figure 2.) Attached to the temperature and pressure relief valve should be a tag which is marked with maximum pressure and temperature standards for your water heater. Make sure that the relief valve is connected to a discharge pipe which will carry water to within 6" of a suitable open drain. I checked my hot water tank and it is not equipped with such a device. No additional payments shall be made. 3. The contractor will install all of the watermain except the connection. All of the connections to existing water mains shall be installed by the City of Renton. All necessary excavation, shoring, and materials to be supplied by the contractor and be on -site prior to the City's crew participation. 4. All concrete blocking must be inspected before backfilling. Thrust blocks must be formed. Concrete used must be delivered to the job (no on -site mixes). Refer to Construction plans for backfill requirements and payment per specifications. Compaction test may be required. Talbot Hill - Phase 2 (W-3198) PRECON 5. The contractor is responsible to place an $800 deposit for the use of a DDCVA/ Hydrant Meter prior to using any City operated water. Also, contractor shall poly pig all new water mains installed. Procedure for cleaning: Pipe cleaning shall be by poly pigging through vertical crosses. All services shall be pressure tested to minimum of 200 psi, or 150 over operating pressure (static) for 2 hours and shall not lose more than 5 psi during the testing period. The Pressure zone for the construction site is 320 elevation, less site elevation, divided by 2.31 equals static pressure. (220 —260 psi test pressure for this project). The City crews shall Chlorinate the water main for 24 hours, using liquid chlorine and a chlorine pump assembly. Contractor is responsible to request that the inspector schedule chlorinating. The City Crews need a week (5 working days) advance notice. When flushing tested water, the contractor shall drain the water into the nearest sanitary system. Water purity tests are taken by the City's Inspector and delivered to Lauk's Laboratory on Wednesdays. Contractor shall arrange courier for any other day. 6. All inactive fire hydrants shall be bagged until new water main is accepted. 7. Contractor shall coordinate tie-in connection schedule with the inspector and prepare connection site and materials ahead of time of the City crews arrival. 8. Where conflict exists, the water shall go under other utilities, however, no water mains shall be under more than 6 feet of cover. 9. Final acceptance shall be after final walk through inspection, adjustment of all structures and approval of as-builts, and final pay estimate has been approved. 10. The contractor, shall provide as -built drawings. Show all inverts and elevations of all appurtenances and fittings. All changes shall be shown on as-builts. As-builts shall be per City specifications. Ingram Short Plat - There is currently a Short Plat under construction at: 1411 Shattuck Ave. S. under the name Ingram Short Plat. As a condition of the construction permit, the private developer will be installing a 4" water main within a private driveway to provide domestic service to each lot. Because our new 8-inch main is being installed in August —through September, the developer is being allowed to install a tee and valve in the location of where our new main will be installed instead of tying to the existing 6-inch main. This is to avoid an additional tie-in and wasted open cut trench on a line that will be abandoned. VJM shall align the pipe within this area of Shattuck for future connection to this new plat. City will tie-in after contractor's pipe in serviceable. GENERAL: 1. NOTIFY FIRE, POLICE AND METRO OF CONSTRUCTION SCHEDULE. CALL 911 FROM A LOCAL LAND LINE ONLY.
