Beck Subject: City of Renton — Springbrook Creek FEMA Remapping Study Task 4.3 Hydraulic Model Updates — City of Kent Stream Reaches (Mill Creek and Springbrook Creek) Date: April 8, 2003 The City of Renton is initiating a study to revise FEMA floodplain maps along Springbrook Creek between the Black River Pump Station and SW 43rd Street in the East Side Green River Watershed. To provide peak stream flow data for the floodplain mapping effort, the City is updating an HSPF hydrologic model that was previously done for the City as part of the 1996 East Side Green River Watershed Plan (ESGRWP) (R.W. Beck, 1996). The ESGRWP includes portions of the City of Renton and upstream portions in the City of Kent, including all of the Mill Creek System. An existing HEC-2 model of Mill Creek, generated in 1994, extends from Mill Creek's confluence with Springbrook Creek to the outlet of Earthworks Park within the City of Kent (see Figure 1). An existing HEC-2 model was also developed in 1994 to simulate flow in Springbrook Creek from the northern City of Kent city limits the upstream end of the crossing of SR 167 (See Figure 1). Several culvert improvements have been made on these streams since 1994 including the culvert replacements to be completed this year. In addition, three culverts will be replaced this year. In order to improve the prediction of stream flows for the floodplain study, it was decided to update the 1994 HEC-2 models of Springbrook Creek and Mill Creek in Kent. By updating models, new FTABLES (stage/discharge/storage) relationships could be developed and used in the hydrologic model update. This technical memorandum describes the purpose, methodology and results of updating the existing HEC-2 hydraulic models. Purpose The purpose of updating the existing HEC-2 models was to quantify the impacts that recent infrastructure improvements have had on conveyance within Springbrook and Mill Creeks in the City of Kent. The results of the updated hydraulic models can then be used by other project team members to generate FTABLES that summarize storage characteristics of the channel. These updated FTABLES can then be used as part of the effort to update the HSPF model in the Kent portion of the basin. Two versions of the models were developed. The first version simply reflects the 1994 models converted to HEC-RAS. The second version reflects the culvert upgrades made since 1994. The first version was saved for purposes of hydrologic model calibration. The modeled system in the 1994 models more closely reflects the stream conditions in 1996. The model updates are not intended to be used for design purposes. The level of effort put forth for updating the hydraulic models was limited to converting the HEC-2 models to HEC-RAS and incorporating changes that were likely to have significant impacts on channel storage. The following section describes the methodology used to convert and update the models. Methodology Mill Creek The existing HEC-2 model of Mill Creek, extending from the creek's confluence with Springbrook Creek upstream to the outlet of Earthworks Park (see Figure 1), was converted to HEC-RAS. The following infrastructure improvement projects, which have been implemented since the model's creation, were incorporated into the HEC-RAS model. As -built or, in some cases, design drawings for each of these structures are included in Appendix A: • Interurban Pedestrian Trail Bridge Replacement • South 196`h Street Culvert Replacement (to be constructed this year) • Mill Creek Box Culverts Site No. 1 - Fisher Industrial Park (10-foot X 6-foot box culvert) • Mill Creek Box Culverts Site No. 2 - South 228`h Street "S" Curve (10-foot X 6-foot box culvert) • Mill Creek/SR 167 Drainage Tunnel • Mill Creek Box Culverts Site No. 3 - Novak Lane (17-foot X 4-foot box culvert) • Mill Creek Box Culverts Site No. 4 - Central Avenue (17-foot X 4-foot box culvert) • Drainage improvements at Bowen Scarff Ford/Volvo (twin 72-inch-diameter high flow bypass box culverts). • 1998 Mill Creek Fish Habitat Improvements Adjustments were made to the Manning's coefficients in multiple locations where habitat enhancement projects in the channel have been implemented. The 1998 Mill Creek Fish Habitat Improvements (Appendix A) design plans show specific improvements to the stream channel that extend from Fisher Industries Industrial Park. After field investigation to verify the channel improvement and estimate the Manning's coefficient, it was noted that a portion of the improvements have not been implemented. Reach 3 of the 1998 Mill Creek Fish Habitat Improvements Project was not completed and was verified by the City of Kent. Improvements that have been completed include placement of large woody debris, root wads, deflectors, river 1001 Fourth Avenue, Suite 2500 Seattle, WA 98154-1004, Phone (206) 695-4700, Fax (206) 695-4701 TECHNICAL MEMORANDUM April 7, 2003 Page 3 run rock, and in stream boulders. Main channel Manning's roughness coefficients in these areas were increased from 0.036 to a range of 0.050 to 0.055. Springbrook Creek The existing HEC-2 model of Springbrook Creek, extending from S.W 43`d Street to the crossing of State Route 167 (see Figure 1) was converted to HEC-RAS. Upper Springbrook Creek is a tributary that flows into Springbrook Creek upstream of the crossing at the East Valley Highway. The following infrastructure improvement projects, which are being constructed this year, were incorporated into the HEC-RAS model: • SR 167 Springbrook Creek Culvert Replacement • Culvert Replacement, South 192nd Street / Springbrook Creek Stream flows Stream flows and starting water surface elevations for Springbrook Creek are based upon the Springbrook Creek and Habitat Improvement Project — Technical Memorandum Hydraulic Analysis Draft (R.W. Beck, Inc., 2000). Stream flows and starting water surface elevations for Mill Creek were based upon the Draft Mill Creek Stormwater Management Analysis Report (R.W. Beck, 1994). Note that these starting water surface elevations are considered preliminary because later tasks of this project will be to update the hydraulic model of Springbrook Creek downstream of SW 43d Street. The stream flows and starting water surface elevations in Mill Creek and Springbrook Creek may need to be adjusted when the new hydrologic information is developed and the flow distribution between Mill Creek and Springbrook Creek is refined. Results and Conclusions Upon completing the initial model conversion from HEC-2 to HEC-RAS a comparison of the HEC-2 output and the HEC-RAS output was made. In general, the difference in water surface elevations was 0.1 to 0.2 feet. Digital files of the input and results of the updated HEC-RAS models are included in Appendix B. Some adjustments to contraction and expansion coefficients, ineffective flow areas, and channel geometry were made were made to the model based on engineering judgment. These adjustments were completed in areas where culvert or stream improvements were made to the model. Again, it is noted that the output is sufficient to generate FTABLES representative of field conditions but should not be used for design purposes. If the model is to be used for design purposes, the following should be considered: • Bridge and culvert crossing data for the culverts not replaced should be checked. The Special Bridge and Special Culvert routines in HEC-2 used simplifications and assumptions to compute weir flow over roadways and pressure flow through bridges and 1001 Fourth Avenue, Suite 2500 Seattle, WA 98154-1004, Phone (206) 695-4700, Fax (206) 695-4701 TECHNICAL MEMORANDUM April 7, 2003 Page 4 culverts. These assumptions are no longer necessary in HEC-RAS, rather, additional input for some parameters can be used directly in HEC-RAS to more accurately reflect hydraulic conditions (For example, HEC-2 combines all bridge piers into one large pier, where as in HEC-RAS each pier is input as an individual pier across the channel). Updating all of the culverts (i.e., beyond those replaced) was beyond the scope of this effort and not necessary to provide representative FTABLES for hydrologic analysis. • Selective cross sections should be surveyed to determine if there have been significant changes due to aggradation or degradation. This was a recommendation in the Mill Creek Stormwater Management Analysis Update (R.W.
