SUBJECT: NE 5th PI/Edmonds Ave NE Storm System Improvement Project
SWP-27-2306 and NE 5th PI Water Main Replacement Project
WTR-27-3673 Construction Bid Award Recommendation
The bid opening for the NE 5th PI/Edmonds Ave NE Storm System Improvement project,
SWP-27-2306, and the NE 5th PI Water Main Replacement project, WTR-27-3673, was
held on September 26, 2013, at 2:30 p.m. Twenty bids were received. The engineer's
estimate for the project construction cost was $1,838,393.00. The low bid for the
project is $1,579,245.08 (including sales tax) from R.L. Alia Company.
The Surface Water Utility reviewed the low bid for completeness, inclusion of all
required forms, bid bond, acknowledgments of addenda, and mathematical correctness
of the bid. All paperwork for the low bid is in order.
Five bidders had minor math errors either in multiplying the bid item quantity by the
unit price and/or in adding up the bid item totals. The corrected bid amounts did not
change the order of the bids. The corrections are listed below:

The low bid meets the following conditions for award:
1. The low bid must be within the total project budget;
2. There must be more than one bidder; and
3. The lowest, responsible, responsive bid contains no significant
irregularities.

The project is located in NE 6th PI, Camas Ave NE, Edmonds Ave NE, and NE 5th PI
between NE 7th St and Index Ave NE (see attached Neighborhood Detail Map).
Approximately 4,100 linear feet of new 12, 24, and 30-inch diameter storm system will
be installed. Six failing side sewer tees will be replaced. Approximately 1,450 linear feet
of new 8-inch water main will be installed in NE 5th PI between Edmonds Ave NE and
Index Ave NE.
The project is funded from the approved 2013 Capital Improvement Program budgets
for the NE 5th PI/Edmonds Ave NE Storm System Improvement project (account
#427.475060, $1,795,394), the Sanitary Sewer Rehabilitation/Replacement project
(account #426.465501, $1,000,000) and the NE 5th PI Water Main Replacement project
(account #425.455170, $400,000), for a total amount of $3,195,394. There are sufficient
funds in the combined 2013 CIP budgets to fund the NE 5th PI/Edmonds Ave NE Storm
System Improvement project and the NE 5th PI Water Main Replacement project.

The Surface Water Utility, therefore, recommends that this item be placed on the
October 7, 2013, consent agenda for Council concur. Staff further recommends that
Council award the construction contract to the lowest responsive, responsible bidder,
R.L. Alia Company, in the amount of $1,579,245.08.
Attached for your reference, is the bid tabulation showing the engineer's estimate, the
low bid, and the other bids submitted. We are returning the bid envelopes and the bid
documents from the other bidders to you for the City Clerk's files.
