Subject: RE: Cedar River 2002 Vegetation Monitoring Report
Hi Christian,
Thanks for your note. It's true, the 2002 report is very similar in content
and format to earlier reports. Our practice thus far after Gary's review
and approval of reports, has been to send hard copies out to all the
involved agencies (Corps, WDFW, Muckleshoot Tribe, US F&WS). Please let me
know what you think.
The contact at Earthcorps is Pieter Bohen. His e-mail is
Pieter@earthcorps.org, and his telephone number is (206)322-9296 or cell
(206)255-4160. 1 think Earthcorps does very good work. Gary had a concern
last year about Renton legal procedures for contracting with non -profits, so
he wasn't sure if we'd be able to work with them.
I can meet with you almost anytime soon to discuss what we need to do to
improve the riparian vegetation situation. I have some recommendations that
Gary asked me to put in a separate memo for internal Renton/Golder use only,
and I can provide those to you as a starting point in developing a work
plan. I'll also be happy to help out with funding sources, etc.

I've had a chance to go over your Vegetation Monitoring Report sent to

I don't suspect any dramatic changes are in order. Is it worth
summarizing comparisions to previous years?
I've talked with Ron about contracting with Earthcorp to do vegetation

I've talked with Ron about contracting with Earthcorp to do vegetation maintenance and we feel that is the
way to go. Do you know who the contact was at Earthcorp?
Once I get hold of them, we should probably get together to discuss the various planting and picking
options to keep their contract values down.
Thanks.

Hi Ron,
Thanks for the note about the sockeye. Based on what I've read, temperature
determines the time period for when salmon enter, spawn, and for when fry
emerge. The Cedar River and Lake Washington have a wide time frame for
sockeye - because temperature conditions are more forgiving, including for
the nursery stage in the lake. River systems in Alaska have huge sockeye
runs, but have a much narrower range for timing of the life stages (because
of the more extreme climate).
Please find attached the 2002 vegetation report with tables. I will send
the figures in another e-mail. Gary usually reviewed the electronic copy
first, suggested revisions or additions, and then we sent out the hard
copies to the various agencies (the Corps, WDFW, Muckleshoot Tribe, US Fish -
& Wildlife Service).
The vegetation part of the mitigation requirements has had mixed results.
Lower River right bank (Cedar River Trail Park) is doing okay, as is
Maplewood and Landsburg, but Lower River left bank and Elliot Side Channel
are not on track with respect to percent survival and percent cover of
plantings. This is mostly because of lack of maintenance - the weedy,
invasive plants take over quickly. I want to emphasize my commitment to
doing more than just evaluating the vegetation - I will work with whatever
maintenance crew (Earthcorps or a private contractor) to get the riparian
areas to a passable level. Our work with Earthcorps went very well last
year.
There was a contracting problem for City of Renton to work with Earthcorps
(apparently because they were a non-profit), and Gary suggested we (Golder)
might subcontract them, but there are some problems there, too since City of
Renton contract doesn't allow mark-up of subcontractors. Maybe we can take
a closer look at that after this year's contract is finalized.
