ENVIRONMENTAL CHECKLIST
PURPOSE OF CHECKLIST:
The State Environmental Policy Act (SEPA), Chapter 43.21C RCW, requires all governmental agencies to consider the
environmental impacts of a proposal before making decisions. An Environmental Impact Statement (EIS) must be prepared for
all proposals with probable significant adverse impacts on the quality of the environment. The purpose of this checklist is to
provide information to help you and the agency identify impacts from your proposal (and to reduce or avoid impacts from the
proposal, if it can be done) and to help the agency decide whether an EIS is required.
INSTRUCTIONS FOR APPLICANTS:
This environmental checklist asks you to describe some basic information about your proposal. Governmental agencies use
this checklist to determine whether the environmental impacts of your proposal are significant, requiring preparation of an EIS.
Answer the questions briefly, with the most precise information known, or give the best description you can.
You must answer each question accurately and carefully, to the best of your knowledge. In most cases, you should be able to
answer the questions from your own observations or project plans without the need to hire experts. If you really do not know
the answer, or if a question does not apply to your proposal, write "do not know" or "does not apply". Complete answers to the
questions now may avoid unnecessary delays later.
Some questions ask about governmental regulations, such as zoning, shoreline, and landmark designations. Answer these
questions if you can. If you have problems, the governmental agencies can assist you.
The checklist questions apply to all parts of your proposal, even if you plan to do them over a period of time or on different
parcels of land. Attach any additional information that will help describe your proposal or its environmental effects. The
agency to which you submit this checklist may ask you to explain your answers or provide additional information reasonably
related to determining if there may be significant adverse impact.

11. Give brief, complete description of your proposal, including the proposed uses and the size of the
project and site.
The site is located in the southeast corner of Liberty Park in Renton, Washington with an
area of 2.67 acres. The project consists of constructing a buried loop of 42 inch diameter
water pipe, construction of an asphaltic concrete court and a half basketball court
(relocation), construction of a 80 space asphaltic concrete parking lot (relocation),
construction of miscellaneous concrete sidewalks, demolition of a basketball / handball
court, demolition of a parking lot, demolition miscellaneous concrete foundations and
sidewalks, demolition of miscellaneous fencing, restoration of landscaping and new
landscaping.
The proposed buried pipe loop will be approximate 885 feet long and will be used to
provide additional disinfectant contact time for drinking water from three wells adjacent to
the site. The pipe is being installed to comply with a Department of Health directive. The
new parking lot will contain 80 spaces and will replace 80 parking spaces that will be
demolished. The approximate area of the proposed parking lot is 3,470 square yards. The
new court and a half basketball area will replace an existing basketball / handball court
area. The approximate area of the proposed basketball court is 760 square yards. The
estimated construction cost and fair market value of the project is $1.3 million.
12. Location of the proposal. Give sufficient information for a person to understand the precise location of
your proposed project, including a street address, if any, and section, township, and range if know. If a
proposal would occur over a range of area, provide the range or boundaries of the site(s). Provide a
legal description, site plan, vicinity map, and topographic map, if reasonably available. While you
should submit any plans required by the agency, you are not required to duplicate maps or detailed
plans submitted with any permit applications related to this checklist.

There will be approximately 1,400 cubic yards of soil excavated for the installation of the
disinfection pipeline loop. Of this approximately 780 cubic yards will be used on site as
miscellaneous fill and approximately 620 cubic yards will be used for trench backfill.
Approximately 465 cubic yards of pea gravel will be hauled onto the site and used for pipe
bedding in the trench. Approximately 710 cubic yards of top soil will be hauled in and
spread. Approximately 2.2 acres will be graded.
f. Could erosion occur as a result of clearing, construction, or use? If so, generally describe.
Yes. Some minor soil erosion could occur during construction.
g. About what percent of the site will be covered with impervious surfaces after project construction
(for example, asphalt or buildings)?
Prior to construction 66.4% of the site will be covered with impervious surfaces. After
project construction 56.8% of the site will be covered with impervious surfaces.
h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any:
Best Management Practices will be implemented during construction, including installation
of silt fence around the site and protection for all existing catch basins and manholes.
2. AIR
a. What types of emissions to the air would result from the proposal (i.e., dust, automobile, odors,
industrial wood smoke) during construction and when the project is completed? If any, generally
describe and give approximate quantities if known.
During construction, dust and emissions from construction equipment are anticipated.
After project completion, none are anticipated.

Yes. The Cedar River is approximately 80 feet south of the project site at its closest point
(60 sixty feet to approximate 500 year flood elevation). This river flows into Lake
Washington.

Approximately 240 feet of 42-inch diameter pipe will be constructed within 200 feet of the
Cedar River (closest point will be 80 feet from river). Approximately 1,085 square yards
will be disturbed for construction of the basketball court and landscaping within 200 feet of
the Cedar River (closest point will be 80 feet from river).
3) Estimate the amount of fill and dredge material that would be placed in or removed from surface
water or wetlands and indicate the area of the site that would be affected. Indicate the source of fill
material.

Non -paved areas will be planted in grass. Some areas will be planted with shrubs and

Short-term construction equipment noise will occur, generally between 7:00 am and 5:00
pm.
On a long-term basis, noise associated with basketball may come from the site, but levels
are expected to be well under those of the adjacent I-405 Freeway (Note: an existing
basketball court is being replaced by a new basketball court — not net change.)

Construction noise will be limited to normal construction hours, 7:00 am to 5:00 pm,
Monday through Friday.
8. LAND AND SHORELINE USE
a. What is the current use of the site and adjacent properties?
The site is part of Liberty Park, a multi -use recreational facility. The site includes a skate
park, a parking lot, and a basketball court. The adjacent property is Liberty Park, a multi-
use recreational facility. The site is also adjacent to the pump house for Wells RW-1, RW-2
and RW-3 that provide drinking water to the City of Renton. The proposed disinfection
pipe loop is for providing additional treatment for these wells.
b. Has the site been used for agriculture? ❑ Yes ® No. If yes, describe.
c. Describe any structures on the site.
There is a skate park (contoured concrete terrain for skateboarders), 80 parking spaces
(asphaltic concrete), basketball court (asphaltic concrete with fencing), and sidewalks.
d. Will any structures be demolished? ® Yes ❑ No. If so, what?
Yes. As a result of the construction of the disinfection pipeline loop portions of the parking
areas, basketball court and sidewalks will be destroyed. The project includes
reconstructing these items in a new configuration.

replaced with a basketball court at the southern end of the site.

The proposed change in layout of the site will place the basketball court adjacent to the
skate park. The two activities are compatible. The proposed layout provides for the
relocation of the existing children's play equipment area from adjacent to the new

basketball court area to the northern end of the site. The relocation will occur in a separate

The site is served by Houser Way North. The location of the entrance to the reconstructed
parking lot does not change.

Yes. A bus stop is within walking distance of the project site area.

Pursuant to Chapter 90.58 RCW, the City of Renton has granted a permit.
This action was taken on the following application:

DEVELOPMENT DESCRIPTION: The City of Renton is proposing the construction of approx-
imately 885 linear feet of 42-inch diameter steel pipe that would be used to provide additional
disinfectant contact time for drinking water from three wells located adjacent to the site. The primary
purpose of the project is to provide disinfection of the City's water supply in compliance with the State
Department of Health standards and the Washington Administrative Code. The disinfection of the
hydraulic connections with the Cedar River for Wells R1, R2, and R3 was determined to be
necessary after a one-year monitoring of water quality that was conducted for the State Department
of Health.
The proposed pipeline alignment is located under several park features, including a basketball court,
parking area, and sidewalks. These areas had been scheduled for removal and reconstruction, and
as such, were added to the CT Pipeline project. All disturbed landscape areas would be restored and
new landscaping is proposed around the perimeter of the proposed parking lot. The selected
alignment for the detention pipeline minimizes. interference with existing and future utilities by
connecting to the existing water system on the west side of the wells and near the south end of the
skate park.
A continuous chlorine monitoring and control system would also be installed with sampling ports at
each end of the detention pipeline to evaluate the chlorine concentration and automatically adjust for
the flow conditions and detention time. The continuous monitoring and control system would be
integrated with the existing telemetry system and would provide system status and alarms to City
personnel, as needed.
The project is currently scheduled for bidding in December of 2001 and construction is anticipated to
begin in the spring or late summer of 2002. A 300 square foot construction trailer would also be
utilized on the project site to serve as a field office for the construction contractor.
An Environmental (SEPA) Review Determination of Non -Significance — Mitigated (DNS-M) was
issued for the project on November 6, 2001. Subsequently, approval of the Administrative Site Plan
portion of the application was also issued subject to conditions. The appeal periods for the
administrative decisions were completed on November 26, 2001. No appeals were filed.

Substantial Development Permit is also required.
PART TWO: ENVIRONMENTAL REVIEW
In compliance with RCW 43.21 C.240, the following project environmental review addresses only those
project impacts that are not adequately addressed under existing development standards and
environmental regulations.
A. Environmental Impacts
The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether
the applicant has adequately identified and addressed environmental impacts anticipated to occur in
conjunction with the proposed development. Staff reviewers have identified that the proposal is likely to
have the following probable impacts:
(1) Earth
Impacts: The site currently contains a skate park, a parking lot, and recreation court. The project area is
relatively flat, with a gentle slope to the edge of the project site. The topography then slopes steeply at the
location of retaining walls prior to descending as a bank to the ordinary high water mark of the Cedar River.
The project would require the grading of approximately 2.2 acres along with the excavation of approximately
1,400 cubic yards of soils. Of the excavated materials, approximately 780 cubic yards would be used on
site as miscellaneous fill and approximately 620 cubic yards would be used for trench backfill. In addition,
approximately 465 cubic yards of pea gravel would be imported to the site for use as pipe bedding in the
trench and 710 cubic yards of topsoil would be imported for site restoration.
Soils on the site are generally unconsolidated silty sands. The project would result in a reduced amount of
impervious surface — from the existing amount of 66.4% to 56.8%.

In order to control potential erosion and sedimentation impacts to the river, best management practices
would be employed during project construction and would include the installation of silt fencing around the
site and the protection of all existing catch basins and manholes.
Mitigation Measures: No further mitigation is recommended.
Policy Nexus: N/A
(2) Water/Shoreline
Impacts: The proposal would involve construction work within 80 feet of the ordinary high mark of the Cedar
River. The Cedar River is regulated by the City's Shoreline Master Program, which requires a Shoreline
Substantial Development Permit for any non-exempt work within 200 feet of the ordinary high water mark of
the river. There are no water features or sensitive areas noted on the site.
The Cedar River is known habitat areas for many fish species, most notably Puget Sound chinook salmon
which are listed as threatened species under the Endangered Species Act (ESA). The National Marine
Fisheries Service (NMFS) has also designated coho salmon as a candidate eligible for listing under ESA.
The U.S. Fish and Wildlife Service (USFWS) has also designated bull trout as threatened. The area is also
included in the Pacific Recovery Region for the endangered bald eagle and is a noted foraging area for a
number of bird species. .
At this portion of the river, the shoreline consists of sandy gravel soil, natural rock, rock riprap, and rock
gabions. All proposed activity would remain landward of the lake shoreline, which would be suitably
protected from potential erosion impacts.
In order to prevent potential adverse impacts to river habitat, as well as surface water runoff, the applicant is
required to install and maintain temporary erosion control measures pursuant to the 1990 King County
Surface Water Design Manual (KCSWDM) as adopted by the City of Renton (RMC section 4-4-030.C.5.
The proper installation and maintenance of the Temporary Erosion and Sedimentation Control Plan will be
required to the satisfaction of the representative of the Development Services Division for the duration of
the project.
Mitigation Measures: No further mitigation is recommended.

C. Consistency with Site Plan Criteria
In reviewing the proposal with respect to the Site Plan Approval Criteria set forth in RMC section 4-
9-200.E of the Site Plan Regulations, the following issues have been identified by City Departmental
Reviewers and Divisional Reviewers:
1. Conformance with the comprehensive plan, its elements and policies;
The subject site is designated Employment Area — Commercial (EAC) on the City's
Comprehensive Land Use Map. The proposal would allow for the placement of a pipeline
detention system that would allow for increased disinfecting contact time for the City's

drinking water supply. The proposal is generally consistent with the policies established by
the EAC designation.
2. Conformance with existing land use regulations;
The subject site is designated Commercial Arterial (CA) on the City's Zoning Map and is also
designated with a "P" suffix. The proposed pipeline and park improvements are considered
permitted uses within the CA designation. The proposal does not involve the construction of
any buildings; therefore, the CA development standards specifying building lot coverage,
setbacks or height would not be applicable to the project. Prior to the issuance of building
and construction permits, a detailed landscape plan must be provided for review in order to
verify appropriate plantings and locations for suitability and safety. In addition, the pertinent
standards relating to parking and lighting requirements will be discussed further under the
site plan criteria below.
3. Mitigation of impacts to surrounding properties and uses;
The proposal would not substantially change the use of the property from its current
utilization as a public park facility. Therefore, impacts to surrounding properties and uses are
not anticipated to be significantly greater than those generated by the existing use of the site.
The proposed pipeline would serve to improve the City's drinking water supply.
Potential short-term noise and traffic impacts would result from the initial construction of the
project to adjacent properties. The applicant would be required to comply with existing code
provisions that establish the allowed hours of construction activities for projects within 300
feet of residential uses to weekdays between the hours of 7:00 am and 8:00 pm.
Construction activities are not permitted prior to 9:00 am on Saturdays and no work is
permitted on Sundays.
4. Mitigation of impacts of the proposed site plan to the site;
The project would take place within 80 feet of the ordinary high water mark of the north side
of the Cedar River. In order to control potential erosion and sedimentation impacts to the
river, best management practices and temporary erosion and sedimentation control measure
would be employed during project construction. .
5. Conservation of area -wide property values;
The proposal is anticipated to conserve area wide property values.
6. Safety and efficiency of vehicle and pedestrian circulation;
The proposal would not change the use of the site, nor create areas requiring the need for
additional parking. Therefore, the proposal would not be subject to the requirements of the
parking regulations. However, the revised stalls would need to satisfy all required stall
dimensions and back out distances.
The project would remove and relocate the existing 80-stall parking area located on the
northeast side of the project site. The parking area would be reconfigured and would include
80 parking spaces — the equivalent of what was previously provided. The 80-stall parking lot
would include 4 ADA accessible spaces, 22 compact sized spaces, and 54 standard sized
spaces.
The parking regulations specify standard stall dimensions of 9 feet by 20 feet and compact
dimensions of 81/2 feet by 16 feet. Compact spaces are not allowed to exceed 30% of the
required spaces and must be marked. An aisle width of 24 feet is required for all one-way or
two-way 90 degree parking stalls. Vehicles may project into landscaped areas for a
maximum of 2 feet provided they do not intrude into required landscape areas. The site plan
appears to comply with the applicable standards of the parking regulations.

Access to the parking area would continue to be provided in the location of the existing
driveway. However, in order to improve the function of this driveway and ensure vehicles
safely enter and exit the parking lot, staff recommends the driveway be revised to provide the
entrance lane on the north side of the curb cut as opposed to the south side where it is
currently situated. This would create a driveway layout that vehicular drivers would
anticipate, as it is more similar to typical ingress/egress driveways.
Pedestrian connections would also be provided by the project throughout the renovated park
area. However, in order to allow users of the skate park to access the skating area around
the proposed basketball court, a concrete pathway should be provided on the east side of the
court in addition to the pathway already proposed on the west side of the court. In order to
preserve landscaped areas, this will be recommended as a condition of approval for the
project.
Furthermore, the new basketball court area should be fenced in order to reduce potential
conflicts (e.g., loose basketballs) between the court and the skate park. Staff will also
recommend as a condition of approval that a minimum 4-foot high fence be installed around
the perimeter of the basketball court.
Provision of adequate light and air;
The information submitted did not include a lighting plan for the new basketball court area, as
well as the revised parking lot. Prior to the issuance of building permits, a detailed lighting
plan must be submitted for review to verify adequate lighting is provided for the park area, as
well as ensuring the lighting is appropriately downcast and shielded as to not create glare
impacts.
Mitigation of noise, odors and other harmful or unhealthy conditions;
The proposal is not expected to create any harmful or unhealthy conditions. Noise, dust, and
odors, which may result from the temporary construction on the site, would be mitigated by
the applicant's construction mitigation plan.
Availability of public services and facilities to accommodate the proposed use; and
Utilities and roads adequately serve the subject site. The proposal would not require the
extension of services or further improvements. As part of the proposal, the improve water
quality for the City's drinking water supply.
Prevention of neighborhood deterioration and blight.
No deterioration or blight is expected to occur as a result of the proposal.

D. Findings, Conclusions & Decision
Having reviewed the written record in the matter, the City now enters the following:
1) Request: The Applicant has requested Environmental Review and Site Plan Approval
for the CT Detention Pipeline and Park Improvements Project, File No. LUA-01-110, SA -A, ECF,
SM.
2) Environmental Review. The applicant's file containing the application, State
Environmental Policy Act (SEPA) documentation, the comments from various City departments, the

for information for site plan review. The applicant's site plan and other project drawings are entered

4) Comprehensive Plan: The subject proposal is consistent with the Comprehensive
Plan designation of Employment Area — Commercial (EAC).
5) Zoning: The Site Plan Application as presented, complies with the zoning
requirements and development standards of the Commercial Arterial — CA(P) Zoning designation.
6) Existing Land Use: Land uses surrounding the subject site include: North: Liberty Park,
Commercial Arterial Zone; East: Community Center, Resource Conservation Zone; South: Office
Building (former City Hall), Center Downtown Zone; and West: Liberty Park and Renton Library,
Commercial Arterial Zone.
E. Conclusions
1) The subject proposal complies with the policies and codes of the City of Renton provided the
applicant complies with all conditions of approval.
2) The proposal complies with the Comprehensive Plan designation of Employment Area —
Commercial (EAC); and the Zoning designation of Commercial Arterial — CA(P).
F. Decision
The Site Plan for the CT Detention Pipeline and Park Improvements Project, File No. LUA-01-
110, SA -A, ECF, SM, is approved subject to the following condition(s):
CONDITION(S):
1. The project shall install a paved pedestrian connection around the east side of the basketball
court, which provides access to and from the skate park. The satisfaction of this requirement
shall be subject to the review and approval of the Development Services Division prior to the
issuance of building or construction permits for the project.
2. The project shall revise the driveway to the parking lot to place the entrance on the north side
