Councilmembers Clawson and Corman both supported having the
administrative fee charged to developers in addition to the impact fee, as
suggested by Mr.Wilcock and Ms.Fletcher.
Expressing discomfort with the proposed fee amount,Mr. Edwards felt it could
be reduced, especially since if 10 or 15 homes are built at the same time by the
same developer, some degree of efficiency would probably be gained in
administering the fee.
MOVED BY EDWARDS, SECONDED BY KEOLKER-WHEELER,
COUNCIL REFER THIS MATTER TO THE FINANCE COMMITTEE FOR
FURTHER DISCUSSION. CARRIED.
Citizen Comment: Petersen— Inez Petersen, 3306 Lake Washington Blvd.N.,Renton, 98056,referred to an
Facilitating Citizen Input and article in last week's Renton Reporter which stated that no members of the
Comment • public attended the public hearing held October 11th on the proposed Southport
development at the southern end of Lake Washington. Claiming that there is a
great deal of public sentiment about this project,particularly as it will impact
traffic in this area, she said the simple fact that no one shows up to a meeting
on any one subject does not mean that people are not interested or concerned,
or that they de facto approve of the project. She suggested that the City look
into how it can increase public participation in this type of process.
Responding to Councilmember Keolker-Wheeler, Economic Development
Administrator Sue Carlson said she will recommend that the issue of the
Southport development be added to the agenda of a future Kennydale
Neighborhood Association meeting.
Councilman Corman suggested that Ms.Petersen's comments be taken up at
Council's next retreat,noting his agreement that the City should look at ways to
. increase public input,perhaps via its web site or by other means. Councilman
Edwards added that the Southport project will include traffic modifications to
specifically discourage northbound traffic on Lake Washington Boulevard.
CONSENT AGENDA Items on the consent agenda are adopted by one motion which follows the
listing. Councilmember Edwards noted that item 6.c. was referred to the
Finance Committee earlier this evening.
Development Services:Bldg Development Services Division requested that the recently filled Building
Inspector/Combo Pay Rate Inspector/Combination position be compensated at Grade 18, Step D. Refer to
Finance Committee.
Plat: La Colina,ROW Development Services Division recommended accepting the dedication of
Dedication(NE 3rd& additional right-of-way located south of NE 3rd St. at Edmonds Ave.NE to
Edmonds,PP-96-141) comply with access requirements for the La Colina preliminary plat(PP-96-
141). Council concur.
Finance: Issaquah School Legal Department recommended approval of an ordinance approving an
District Impact Fees interlocal agreement with the Issaquah School District to establish school
impact mitigation fees. Referred to the Finance Committee(see earlier this
page).
King County: Inflow& Wastewater Utility Division recommended approval of a Utilities Cooperation
Infiltration Program Study Agreement with King County for an Inflow and Infiltration Program Study.
Refer to Utilities Committee.
Parks: iCopyright Lease @ Community Services Department recommended approval of a five-year lease
200 Mill Ave S Building with iCopyright,Inc. for the top three floors of the 200 Mill Ave. S.building.

The purpose of this dedication is to comply with access requirements for development in this area. The
area to be dedicated is located south of NE 3`d Street at Edmonds Avenue NE. The roadway has been
constructed within the proposed right-of-way. The dedication is a code requirement of two proposed
projects, the La Colina plat and a future development, and needs to be completed prior to the plat being
recorded.
STAFF RECOMMENDATION:
Staff recommends that Council authorize the Mayor and City Clerk to execute the Deed of Dedication.

Dear Mr. Pywell:
As a follow-up to a recent phone conference that I had with Jana Huerter, Gary Merlino
Construction Company, Inc. ("Merlino") and La Pianta Limited Partnership (successor in interest to
M.A. Segale,.Inc. with respect to what had previously been M.A. Segale, Inc.'s portion of the La
Colina site)herewith make application for an amendment to.the La Colina Preliminary Plat. As you
know,the preliminary plat was approved by the Renton City Council on February 5, 1996. The now-
proposed amendment merely (1) sets forth a proposal:to develop the subdivision in three divisions
rather than one, (2)makes note of a dispute concerning a portion of the boundary between the subject
property and the adjacent Mt. Olivet Cemetery, and (3) involves a slight southerly shift of a portion
of proposed"A" Street and corresponding adjustments to various adjacent and nearby lots.
I herewith submit the following application materials:
(1) A completed Master Application Form(including an attached legal description
and Affidavits of Ownership);

(2) Eleven (11) prints of the Amendment to the Preliminary Plat; .
(3) Merlino's application fee check payable to the City of Renton in the sum of
$2,000.00;
(4) . A completed List.of Surrounding Property Owners;
(5) A new set of mailing labels from the King County Assessors Office
corresponding to the List of Surrounding Property Owners;

(Note that no SEPA environmental checklist has been submitted because, for SEPA purposes, the
previously approved preliminary plat is essentially unchanged and the previous SEPA threshold
determination should simply be adopted.) Please either(a) confirm that the above-listed enclosures
constitute a complete application or(b)let me know if there are any application materials that I have
failed to provide.

OLD BUSINESS Community Services Committee Chair Parker presented a report regarding the
Community Services contract with Renton Reporter to print and distribute the City-produced
Committee Renton City Report. The Renton City Report was established to enhance
Executive: Renton City communication between City government and the Renton business and
Report in Renton residential community. The basic goal is to inform Renton residents of
Reporter, CAG-96- current issues, upcoming events and important information about the City.
Proposals from the Valley Daily News and Renton Reporter were evaluated
based on format, distribution, households served and monthly cost. The
proposal offered by the Renton Reporter offered guaranteed distribution to
residents of the Renton area at the same rate that was originally negotiated in
1995 ($2,240/month). This rate will be honored for 1997 and 1998, with
adjustments limited only to unforeseen postal-rate or newsprint increases.
These adjustments will be limited to actual cost increases, with newsprint
calculated to the actual amount used by the Renton City Report. In addition,
the Renton Reporter will increase distribution in cases of new construction and
annexations and will work with the City to ensure an accurate distribution
plan to reach every resident within the City limits.
The Community Services Committee recommended that the Mayor and City
Clerk be authorized to sign a two-year contract with the Renton Reporter.

Planning & Development Planning and Development Committee Chair Keolker-Wheeler presented a
Committee report regarding the Commercial Office (CO) Zone amendments. The
Planning: Commercial Planning and Development Committee recommended approval of the proposed
Office (CO) Zone amendments to the Commercial Office (CO) Zone, Sign Code, and Zoning
Amendments Code definitions, as revised after the October 28, 1996 public hearing. Based
on comments from the public at the hearing, the administration recommended,
and the Committee concurred, that medical institutions should be permitted
secondary uses in the CO Zone and limited to areas with the Center Institution
designation on the Renton Comprehensive Plan land use map. This is revised
from permitted primary use status. In addition, the Committee recommended
that the level of electrical power generation be amended from 3.6 kilovolts to
10 megawatts in the list of accessory uses.
The Committee further recommended that this revision, along with the other
amendments presented at the October 28, 1996, public hearing, be forwarded
