SSubject: Project Narrative for Additional (Phase 2) Geotechnical Borings, Utility Potholing, and
Cultural Resources Exploration for the Tabor-Crowall and Brodell Revetment Repair
Project
To Whom it May Concern:
The Tabor-Crowall and Brodell Revetment Repair Project (the Project) is a repair project at the
Tabor-Crowall and Brodell revetments along the Cedar River within the City of Renton. See
Attachment 1: Tabor-Crowall Revetment Repair – Cover Sheet and Vicinity Map (Sheet 1/A-001) and
Brodell Revetment Repair - Cover Sheet and Vicinity Map (Sheet 1/B-001) for locations of the Tabor-
Crowall and Brodell revetments, respectively.
The Tabor-Crowall site is located in the southwest quarter of Section 16, Township 23 N,
Range 05 E, W.M. The Brodell site is located in the northeast quarter of Section 21, Township 23 N,
Range 05 E, W.M. All borings, potholes, and cultural resources explorations will occur within
Riverview Park, on tax parcel 162305-9033 or within SR169 right-of-way (ROW).
Previous geotechnical borings and utility potholing occurred in February 2023 for the Project under
Phase 1, but additional geotechnical borings and utility potholing are needed as the design has
been further developed. See Attachment 2 – shoreline and critical areas exemption – from those
February 2023 activities for Phase 1.
Proposed Phase 2 activities include geotechnical borings, cultural resources explorations, and utility
potholing, as described in detail below. NNone of the borings, explorations, or potholes will be
located below the ordinary high water mark (OHWM) of the Cedar River or within wetlands.
Geotechnical Borings
A total of three (3) geotechnical borings are proposed as part of this Phase 2.
x One (1) of these borings is within the sidewalk along SR169 to the north of the
Cedar River. This boring requires SR169 traffic control (ID: T1-24, Sheet 3/A-101).
x Two (2) of these borings are located within Riverview Park across the river from
SR169. Traffic control of SR169 is not required (ID: T2-24, Sheet 3/A-101; and ID: T3-
24, Sheet 4/A-102).
See Attachment 3: Traffic Control Plans (TCPs) for these Phase 2 activities. The TCP shows a
proposed temporary lane closure of the southernmost eastbound lane while the

geotechnical boring T1-24 right next to SR169 is performed. More information on access
and approach for this boring T1-24 is included later in this letter.
Utility locates using ground-penetrating radar (GPR) or other similar technology that does
not require digging or disturbing the ground surface will also be conducted ahead of these
geotechnical borings, both by activating the ‘One Call’ system and by APS (a vendor who is
also performing the potholing).
Cultural Resources Exploration
Approximately ten (10) hand-dug cultural resources explorations are needed for this
Project. Each hole will be approximately 3 feet deep. The area of these explorations is along
the north side of SR169 between SE 5th Street and the parking lot for the Maplewood Golf
Course.
Utility locates using ground-penetrating radar (GPR) or other similar technology that does
not require digging or disturbing the ground surface will also be conducted ahead of these
cultural resources explorations, both by activating the ‘One Call’ system and by APS (a
vendor who is also performing the potholing).
Utility Potholing
A total of twenty-four (24) utility potholes are proposed as part of this Phase 2.
x Twelve (12) of these are planned near the Tabor-Crowall revetment on the right
bank of the Cedar River on the south side, or within SR169.
x Twelve (12) of these are planned near the Brodell revetment within/proximate to the
Cedar River Trail along the south side of SR169. The proposed utility pothole
locations are shown by color (storm/sewer = green, communications/power = red,
water = blue). The design team is in contact with utility owners, including: The City
of Renton, King County Wastewater Treatment Division (WTD), and Seattle Public
Utilities (SPU), in addition to owners of the electrical and telecom utilities. See the
TCP, which shows a proposed temporary lane closure while the utility potholes right
along SR169 are performed.
Utility locates using ground-penetrating radar (GPR) or other similar technology
that does not require digging or disturbing the ground surface will also be
conducted ahead of these potholes, both by activating the ‘One Call’ system and by
APS (a vendor who is also performing the potholing).
Also, APS will perform these utility locates (that do not require disturbance of the
ground surface) on the left bank of the Cedar River across the river from the Brodell
revetment (see page 5 of 5 in Attachment 3 for location). The purpose of these
locates is to confirm the location of the SPU Water Transmission line on that side of
the river. We request that the City of Renton allow APS to access that side of the
river.

Per Renton Municipal Code (RMC) 4-3-050.C.3.4, site investigative work is an exempt activity within
critical areas and buffers (which include the Cedar River buffer) if the work will not disturb more
than 5% of the critical area or buffer. Impacts must also be minimized, and disturbed areas must be
restored at a 1:1 ratio. The proposed project will meet these requirements.
Per RMC 4-9-190.C. the project is an exempt activity under the Shoreline Master Program based on
the following conditions: (1) The activity does not interfere with the normal public use of surface
waters; (2) The activity will have no significant adverse impact on the environment including, but
not limited to fish, wildlife, fish or wildlife habitat, water quality, and aesthetic values; (3) The activity
does not involve the installation of a structure and upon completion of the activity the vegetation
and land configuration of the site are restored to conditions existing before the activity; (4) A
private entity seeking development authorization under the Shoreline Master Program first posts a
performance bond or provides other evidence of financial responsibility to the Planning Division to
ensure that the site is restored to pre-existing conditions; (5) The activity is not subject to the
permit requirements of RCW 90.50.550.
TThese proposed activities will be conducted as follows:
1. UUTILITY LOCATES: An 811 One-Call will be initiated at geotechnical boring locations, utility
potholing locations, and at locations of cultural resources hand-dug exploration locations
ahead of those activities (see items 2, 3, and 4 below). Applied Professional Services (APS)
(under contract with Jacobs) will, in parallel, perform private utility locates at these
locations, placing paint on the pavement and/or turf to mark utilities. (NOTE: These utility
locates do not require disturbance of ground surface.)
2. GGEOTECHNICAL BORINGS: Holocene (geotechnical driller) will perform geotechnical
borings with the oversight of Jacobs. See the site plan for planned locations, which are all
three (3) at Tabor-Crowall. Borings will be approximately 8 inches wide. All soil will be
stockpiled adjacent to the borehole and replaced upon completion of the work.
Access, Traffic Control, Vegetation Impacts/Restoration for Geotechnical Borings:
x Tabor-Crowall Cedar River right bank (sidewalk next to SR169): One (1) boring (see
Attachment 1, boring ID: T1-24) up to 80 feet in depth will be conducted within the
sidewalk next to SR169. A temporary lane closure is requested to perform this
boring of the eastbound curb lane. See attached TCP for vehicle and pedestrian
closures/detours. It is anticipated that the lane closure could be up to six (6) hours.
It is anticipated that this temporary lane closure would happen in the morning
hours and be demobilized ahead of the afternoon rush hour on SR169. Holocene
will access the location via the SR169 roadway from Riverview Park. No vegetation
will be impacted by these activities. The area will then be restored to its current
condition. (Anticipated duration: 6 hours)

x Tabor-Crowall Cedar River left bank (Riverview Park): Two (2) borings (see
Attachment 1, boring ID: T2-24 and T3-24) up to 30 feet in depth will be conducted
within Riverview Park on the left bank of the Cedar River (across the river from
SR169). A Jacobs archaeologist will be present to observe borings and note if any
cultural resources are discovered during boring activities. Holocene will access the
locations with a tracked vehicle via the Cedar River Trail railroad bridge. No Cedar
River Trail or roadway closures are required for these borings, but spotters will be
used both during borings and also during access via the Cedar River Trail.
Temporary fencing will be used during these activities and removed afterwards.
Boring locations are next to the forested riparian vegetation just south of the river.
Vegetation in this area includes Douglas fir, red alder, and Himalayan blackberry.
Minor shrub or tree pruning may be necessary for this boring, but tree removal will
not be necessary. Park users will be instructed to avoid the two nearby benches.
The area will then be restored to current conditions. (Anticipated duration: 4 hours
each boring, anticipate both during one (1) day)
x
3. UUTILITY POTHOLING: APS, with the oversight of Jacobs, will perform utility potholing. See
Attachment 1 for planned locations. (Anticipated duration: several working days. We can
schedule for certain times of day or days of the week, depending on City of Renton
requirements. We anticipate working with the City to schedule these, timing them to
minimize impacts.)
Method of Potholing: Potholing will be accomplished by using one of two methods –
shallow or deep – depending on the anticipated depth of the utility:
x Shallow (for storm/sewer [green], communications [red] potholes: by a vacuum
mounted on the back of small pick-up truck and the hole is typically less than 8
inches wide. All excavated material will be replaced upon completion of work. The
area will then be restored to its current condition.
x Deep (for water [blue] specifically the SPU water transmission line): by hydrovac
excavation; hole is typically 8-10 inches wide. Excavated material will be replaced
with new backfill material, and removed material will be hauled and disposed of.
The area will then be restored to its current condition.
Access, Traffic Control, Vegetation Impacts/Restoration for Potholing:
x Tabor-Crowall: Potholing for communications/electrical (red) will occur using a
vacuum mounted on the back of a small pick-up truck. Potholes next to SR169 will
be performed during traffic control setup per Attachment 3 (with lane closure).
Potholing for storm (green) may require opening a storm maintenance hole lid in
the travel lane; therefore, this work will also need to be performed during lane
closure. See Attachment 3 for lane closure plan and pedestrian detour/access plan.

No vegetation will be impacted by these activities. The area will then be restored to
its current condition.
x Brodell: Traffic control setup will be required for potholes next to SR169 per
Attachment 3 (with lane closure). Access to the pothole locations along the Cedar
River Trail will be via the trail just to the west, from the eastbound travel lane on
SR169. This is the same access location that was used for borings and potholing at
this location in February 2023. See Attachment 3 for lane closure plan and
pedestrian detour/access plan. Minor shrub and tree pruning will be required at this
location to perform the communications (red) potholing along SR169, and possibly
some to accomplish the water (blue) potholing along the trail next to the Cedar
River. The area will then be restored to its current condition.
4. CCULTURALL RESOURCESS EXPLORATIONS: Jacobs will perform shallow hand-dug holes
needed to inform the cultural resources assessment. See Attachment 1 for planned
locations, all along the proposed Cedar River Trail detour, north of SR169. No traffic control
or details are required for this work. No trees or shrubs will be removed or pruned for this
work. All soil will be stockpiled adjacent to the hole and replaced upon completion of the
work. (Anticipate duration: 2-3 days of work. We can limit to specific times of day or days of
the week per City of Renton requirements.)
King County Water and Land Resources (WLRD) Division has hired Jacobs as the design consultant
for this work. Subconsultants and vendors under contract with Jacobs include Herrera (permitting
support), APS (traffic control, utility potholing), Kleinfelder (laboratory analysis of geotech boring
samples) and Holocene (geotech driller).

PROJECT DESCRIPTION: The applicant is requesting a Shoreline Exemption and Critical Areas Exemption
for Phase 2 Geotechnical Borings, Utility Potholing, and Cultural Resources Exploration for the Tabor-Crowall
and Brodell Revetment Repair Project. The Tabor-Crowall and Brodell Revetment Repair Project is a repair
project at the Tabor-Crowall and Brodell revetments along the Cedar River. Phase 1 Geotechnical Borings and
Utility Potholing occurred under LUA23-000048 in February 2023. Additional geotechnical borings and utility
potholing are now needed as the project design has been further developed. A total of three (3) geotechnical
borings are proposed. One (1) of these borings is within the sidewalk along the south side of SR169 to the
north of the Cedar River. Two (2) of these borings are located within Riverview Park on the south side of the
Cedar River. Approximately ten (10) hand-dug cultural resources explorations are proposed. The area of these
explorations is proposed along the north side of SR 169 between SE 5th St and the parking lot for the
Maplewood Golf Course. A total of twenty-four (24) utility potholes are proposed. Twelve (12) of these are
proposed near the Tabor-Crowall revetment on the right bank of the Cedar River on the south side, or within
SR 169. The other twelve (12) are proposed near the Brodell revetment within or proximate to the Cedar River

CRITICAL AREA(S): 100-year flood plain and floodway; moderate and severe channel migration zones;
sensitive and protected slopes; high seismic hazard areas; wetlands; and

CRITICAL AREAS EXEMPTION JUSTIFICATION/DECISION: An exemption from critical area regulations, is
hereby APPROVED on the proposed project in accordance with RMC 4.3.050C “Exempt, Prohibited and
Nonconforming Activities” and for the following reasons:
Site investigative work is exempt from permit requirements within critical areas and associated buffers in
accordance with RMC 4.3.050C.3.b.ii Site Investigative Work, within Flood Hazard Areas, Geological Hazard
Areas, Streams and Lakes and Wellhead Protection Zones subject to the following standards:
Site investigative work necessary for land use application submittals such as surveys, soil logs, percolation
tests and other related activities. Investigative work shall not disturb any more than five percent (5%) of the
critical area and required buffer. In every case, impacts shall be minimized, and disturbed areas shall be
immediately restored at a one-to-one (1-1) ratio. Within shoreline jurisdiction, this includes the marking of
property lines or corners on state-owned lands, when such marking does not significantly interfere with the
normal public use of the surface water. Limitation on site exploration and investigative activities are defined
in WAC 173-27-040(2)(m) for properties within shoreline jurisdiction.
Staff Comment: The proposed work includes soil borings, hand dug archaeological explorations, and utility
potholing which would qualify as site investigative work. The work proposed would be to gather data for a
future land use development application submittal. As shown on the submitted plans, the borings, hand dug
archaeological explorations, and utility pothole locations would occur within a small footprint and would not
(³FIIϙϙϱϙFa(bϙ͑ !

impact more than five percent (5%) of any critical area or buffer. Borings and potholes would be
approximately eight inches (8”) wide. All soil will be stockpiled adjacent to the borehole and replaced upon
completion of the work. Two (2) of the boring locations would require temporary fencing and all boring
locations would be restored to its current condition. Archaeological investigations would include eight- to
ten-inches (8”- 10”) wide shallow hand-dug holes needed to inform the cultural resources assessment. No
trees or shrubs would be removed or pruned for this work. All soil will be stockpiled adjacent to the hand-dug
holes and replaced upon completion of the work.
SHORELINE EXEMPTION JUSTIFICATION/DECISION: An exemption from a Shoreline Management
Substantial Development Permit is hereby Approved with Conditions* on the proposed project in
accordance with RMC 4-9-190C “Exemption from Permit System” and for the following reasons:
Site exploration and investigation activities that are prerequisites to preparation of an application for
development authorization under the Shoreline Master Program, if:
i. The activity does not interfere with the normal public use of the surface waters.
ii. The activity will have no significant adverse impact on the environment including, but not limited to
fish, wildlife, fish or wildlife habitat, water quality, and aesthetic values.
iii. The activity does not involve the installation of a structure, and upon completion of the activity the
vegetation and land configuration of the site are restored to conditions existing before the activity.
iv. A private entity seeking development authorization under the Shoreline Master Program first posts a
performance bond or provides other evidence of financial responsibility to the Planning Division to
ensure that the site is restored to pre-existing conditions.
v. The activity is not subject to the permit requirements of RCW 90.58.550.
Staff Comment: The proposed work includes soil borings, hand dug archaeological explorations, and utility
potholing which would qualify as site investigative work. As shown on the submitted plans, the proposed work
would not occur below the OHWM of the Cedar River or within any wetland areas and would not impact
normal public use of the Cedar River. As previously discussed above, the explorations would occur within a
small footprint and would not have a negative impact on fish and wildlife habitat. The proposed work would
not include the construction of any structures and all areas would be restored after work is completed. A
surety device would not be required as the work proposed would be conducted under the authority of King
County River and Floodplain Management, which is a public entity. The work proposed would not be subject
to permit requirements of RCW 90.58.550, which pertains to oil or gas exploration in marine waters.
CRITICAL AREA EXEMPTION FINDINGS: The proposed development is consistent with the following findings
pursuant to RMC section 4-3-050C.2.d:
i. The activity is not prohibited by this or any other provision of the Renton Municipal Code or State
or Federal law or regulation;
ii. The activity will be conducted using best management practices as specified by industry
standards or applicable Federal agencies or scientific principles;
iii. Impacts are minimized and, where applicable, disturbed areas are immediately restored;
iv. Where water body or buffer disturbance has occurred in accordance with an exemption during
construction or other activities, revegetation with native vegetation shall be required; and
v. If a hazardous material, activity, and/or facility that is exempt pursuant to this Section has a
significant or substantial potential to degrade groundwater quality, then the Administrator may

require compliance with the Wellhead Protection Area requirements of this Section otherwise
relevant to that hazardous material, activity, and/or facility. Such determinations will be based
upon site and/or chemical-specific data.
Staff Comment: The proposed explorations are not prohibited by any provision of the Renton Municipal Code
or State or Federal law or regulation. The proposed explorations would be conducted utilizing best
management practices. The proposed explorations are small in scope with the boring and potholes no wider
than ten inches (10”), and the hand dug archaeological excavations would be shallow and would not require
any pruning or removal of trees or shrubs. All soil would be stockpiled nearby and replaced upon completion
of the investigative work. No work is proposed within any water bodies and no trees or shrubs would be
removed. The work proposed does not include hazardous materials with the potential to degrade water
quality.
SHORELINE EXEMPTION FINDINGS: The proposed development is:
i. Consistent with the policies of the Shoreline Management Act.
ii. Not applicable to the guidelines of the Department of Ecology where no Master Program has been
finally approved or adopted by the Department.
iii. Consistent with the City of Renton Shoreline Master Program.
Staff Comment: As previously discussed above, the proposed geotechnical explorations would be
consistent with the policies of the Shoreline Management Act and would be consistent with the City of
Renton’s Shoreline Master Program. All impacts are anticipated to be temporary in nature and disturbed
areas would be restored.
*CONDITIONS OF APPROVAL:
1. Prior to work commencing, the applicant shall apply for and receive a Right of Entry permit from the
City of Renton Parks and Recreation Department.
2. Prior to work commencing, the applicant shall apply for and receive a Right-of-Way (ROW) permit

Cultural Resources Exploration for the Tabor-Crowall and Brodell Revetment Repair
Project
To Whom it May Concern:
The Tabor-Crowall and Brodell Revetment Repair Project (the Project) is a repair project at the
Tabor-Crowall and Brodell revetments along the Cedar River within the City of Renton. See
Attachment 1: Tabor-Crowall Revetment Repair – Cover Sheet and Vicinity Map (Sheet 1/A-001) and
Brodell Revetment Repair - Cover Sheet and Vicinity Map (Sheet 1/B-001) for locations of the Tabor-
Crowall and Brodell revetments, respectively.
The Tabor-Crowall site is located in the southwest quarter of Section 16, Township 23 N,
Range 05 E, W.M. The Brodell site is located in the northeast quarter of Section 21, Township 23 N,
Range 05 E, W.M. All borings, potholes, and cultural resources explorations will occur within
Riverview Park, on tax parcel 162305-9033 or within SR169 right-of-way (ROW).
Previous geotechnical borings and utility potholing occurred in February 2023 for the Project under
Phase 1, but additional geotechnical borings and utility potholing are needed as the design has
been further developed. See Attachment 2 – shoreline and critical areas exemption – from those
February 2023 activities for Phase 1.
Proposed Phase 2 activities include geotechnical borings, cultural resources explorations, and utility
potholing, as described in detail below. NNone of the borings, explorations, or potholes will be
located below the ordinary high water mark (OHWM) of the Cedar River or within wetlands.
We request a shoreline/critical areas exemption to perform all three of these geotechnical borings
on May 22 and 23, 2025 because of the availability and scheduling of Holocene as the
geotechnical driller. Should the City of Renton not want this team to conduct the T1-24 boring (see
Attachment 1 for location) that requires a lane closure on these dates ahead of the Memorial Day
weekend, we could perform that T1-24 boring at a later date and instead focus on T2-24 and T3-
24 on these days (traffic control of SR169 not needed for T2-24 and T3-24).
Geotechnical Borings
A total of three (3) geotechnical borings are proposed as part of this Phase 2.

x One (1) of these borings is within the sidewalk along SR169 to the north of the
Cedar River. This boring requires SR169 traffic control (ID: T1-24, Sheet 3/A-101).
x Two (2) of these borings are located within Riverview Park across the river from
SR169. Traffic control of SR169 is not required (ID: T2-24, Sheet 3/A-101; and ID: T3-
24, Sheet 4/A-102).
See Attachment 3: Traffic Control Plans (TCPs) for these Phase 2 activities. The TCP shows a
proposed temporary lane closure of the southernmost eastbound lane while the
geotechnical boring T1-24 right next to SR169 is performed. More information on access
and approach for this boring T1-24 is included later in this letter.
Cultural Resources Exploration
Approximately ten (10) hand-dug cultural resources explorations are needed for this
Project. The area of these explorations is along the north side of SR169 between SE 5th
Street and the parking lot for the Maplewood Golf Course.
Utility Potholing
A total of twenty-four (24) utility potholes are proposed as part of this Phase 2.
x Twelve (12) of these are planned near the Tabor-Crowall revetment on the right
bank of the Cedar River on the south side, or within SR169.
x Twelve (12) of these are planned near the Brodell revetment within/proximate to the
Cedar River Trail along the south side of SR169. The proposed utility pothole
locations are shown by color (storm/sewer = green, communications/power = red,
water = blue). The design team is in contact with utility owners, including: The City
of Renton, King County Wastewater Treatment Division (WTD), and Seattle Public
Utilities (SPU), in addition to owners of the electrical and telecom utilities. See the
TCP, which shows a proposed temporary lane closure while the utility potholes right
along SR169 are performed.
Per Renton Municipal Code (RMC) 4-3-050.C.3.4, site investigative work is an exempt activity within
critical areas and buffers (which include the Cedar River buffer) if the work will not disturb more
than 5% of the critical area or buffer. Impacts must also be minimized, and disturbed areas must be
restored at a 1:1 ratio. The proposed project will meet these requirements.
Per RMC 4-9-190.C. the project is an exempt activity under the Shoreline Master Program based on
the following conditions: (1) The activity does not interfere with the normal public use of surface
waters; (2) The activity will have no significant adverse impact on the environment including, but
not limited to fish, wildlife, fish or wildlife habitat, water quality, and aesthetic values; (3) The activity
does not involve the installation of a structure and upon completion of the activity the vegetation
and land configuration of the site are restored to conditions existing before the activity; (4) A
private entity seeking development authorization under the Shoreline Master Program first posts a
performance bond or provides other evidence of financial responsibility to the Planning Division to

ensure that the site is restored to pre-existing conditions; (5) The activity is not subject to the
permit requirements of RCW 90.50.550.
These proposed activities will be conducted as follows:
1. UUTILITY LOCATES: An 811 One-Call will be initiated at geotechnical boring locations, utility
potholing locations, and at locations of cultural resources hand-dug exploration locations
ahead of those activities (see items 2, 3, and 4 below). Applied Professional Services (APS)
(under contract with Jacobs) will, in parallel, perform private utility locates at these
locations, placing paint on the pavement and/or turf to mark utilities. (NOTE: These utility
locates do not require disturbance of ground surface.)
2. GGEOTECHNICAL BORINGS: Holocene (geotechnical driller) will perform geotechnical
borings with the oversight of Jacobs. See the site plan for planned locations, which are all
three (3) at Tabor-Crowall. Borings will be approximately 8 inches wide. All soil will be
stockpiled adjacent to the borehole and replaced upon completion of the work.
Access, Traffic Control, Vegetation Impacts/Restoration for Geotechnical Borings:
x Tabor-Crowall Cedar River right bank (sidewalk next to SR169): One (1) boring (see
Attachment 1, boring ID: T1-24) up to 80 feet in depth will be conducted within the
sidewalk next to SR169. A temporary lane closure is requested to perform this
boring of the eastbound curb lane. See attached TCP for vehicle and pedestrian
closures/detours. It is anticipated that the lane closure could be up to six (6) hours.
It is anticipated that this temporary lane closure would happen in the morning
hours and be demobilized ahead of the afternoon rush hour on SR169. Holocene
will access the location via the SR169 roadway from Riverview Park. No vegetation
will be impacted by these activities. The area will then be restored to its current
condition.
x Tabor-Crowall Cedar River left bank (Riverview Park): Two (2) borings (see
Attachment 1, boring ID: T2-24 and T3-24) up to 30 feet in depth will be conducted
within Riverview Park on the left bank of the Cedar River (across the river from
SR169). A Jacobs archaeologist will be present to observe borings and note if any
cultural resources are discovered during boring activities. Holocene will access the
locations with a tracked vehicle via the Cedar River Trail railroad bridge. No Cedar
River Trail or roadway closures are required for these borings, but spotters will be
used both during borings and also during access via the Cedar River Trail.
Temporary fencing will be used during these activities and removed afterwards.
Boring locations are next to the forested riparian vegetation just south of the river.
Vegetation in this area includes Douglas fir, red alder, and Himalayan blackberry.
Minor shrub or tree pruning may be necessary for this boring, but tree removal will
not be necessary. Park users will be instructed to avoid the two nearby benches.
The area will then be restored to its current condition.

3. UUTILITY POTHOLING: APS, with the oversight of Jacobs, will perform utility potholing. See
Attachment 1 for planned locations.
Method of Potholing: Potholing will be accomplished by using one of two methods –
shallow or deep – depending on the anticipated depth of the utility:
x Shallow (for storm/sewer [green], communications [red] potholes: by a vacuum
mounted on the back of small pick-up truck and the hole is typically less than 8
inches wide. All excavated material will be replaced upon completion of work. The
area will then be restored to its current condition.
x Deep (for water [blue] specifically the SPU water transmission line): by hydrovac
excavation; hole is typically 8-10 inches wide. Excavated material will be replaced
with new backfill material, and removed material will be hauled and disposed of.
The area will then be restored to its current condition.
Access, Traffic Control, Vegetation Impacts/Restoration for Potholing:
x Tabor-Crowall: Potholing for communications/electrical (red) will occur using a
vacuum mounted on the back of a small pick-up truck. Potholes next to SR169 will
be performed during traffic control setup per Attachment 3 (with lane closure).
Potholing for storm (green) may require opening a storm maintenance hole lid in
the travel lane; therefore, this work will also need to be performed during lane
closure. See Attachment 3 for lane closure plan and pedestrian detour/access plan.
No vegetation will be impacted by these activities. The area will then be restored to
its current condition.
x Brodell: Traffic control setup will be required for potholes next to SR169 per
Attachment 3 (with lane closure). Access to the pothole locations along the Cedar
River Trail will be via the trail just to the west, from the eastbound travel lane on
SR169. This is the same access location that was used for borings and potholing at
this location in February 2023. See Attachment 3 for lane closure plan and
pedestrian detour/access plan. Minor shrub and tree pruning will be required at this
location to perform the communications (red) potholing along SR169, and possibly
some to accomplish the water (blue) potholing along the trail next to the Cedar
River. The area will then be restored to its current condition.
4. CCULTURAL RESOURCES EXPLORATIONS: Jacobs will perform shallow hand-dug holes
needed to inform the cultural resources assessment. See Attachment 1 for planned
locations, all along the proposed Cedar River Trail detour, north of SR169. No traffic control
or details are required for this work. No trees or shrubs will be removed or pruned for this
work. All soil will be stockpiled adjacent to the hole and replaced upon completion of the
work.
King County Water and Land Resources (WLRD) Division has hired Jacobs as the design consultant
for this work. Subconsultants and vendors under contract with Jacobs include Herrera (permitting

APPLICANT AGREES TO ALL THE FOLLOWING REQUIREMENTS:
GENERAL
x Applicant is responsible for compliance with all traffic regulations of the City of Renton (City) and the State
of Washington, including codes and regulations not described in this application.
x Work Zone Traffic Control shall be in accordance with Manual on Uniform Traffic Control Devices (MUTCD)
and shown by a traffic control plan layout or reference to Washington State Department of Transportation
(WSDOT) traffic control plans.
x Any lane or street closures not in conformance with the approved Traffic Control Plan (TCP) and/or without
notification of emergency services may result in receiving a citation for violation of R.C.W. 47.36.200 Signs
or Flaggers at thoroughfare work sites and R.C.W. 9A.36.050 Reckless Endangerment, and other applicable
State and City codes.
x Indemnify and hold harmless the City from any and all claims, actions, and judgments, including all costs of
defense and attorney’s fees incurred in defending against same, arising from and related to
implementation of the approved TCPs including claims arising from towing of private vehicles and the acts
of Applicant’s agents and employees.
x Applicant must comply with all conditions of the application.
x The City shall be entitled, in its reasonable discretion, to settle claims prior to suit or judgment, and in such
event shall indemnify and hold harmless the City for any such claims paid, including the City’s reasonable
attorney’s fees and litigation costs incurred resulting from such claim.
x In the event any claim or suit is brought against City within the scope of this application, Applicant is
responsible to pay for legal counsel chosen by the City to defend against same.
x No more than one TCP shall be in use at any given time for a single project. If multiple TCPs are submitted
for review and approval at the same time, the TCPs shall be clearly labeled as separate plans and include
construction phasing and sequencing.
x Previously approved TCPs cannot be combined into a new TCP without review and approval by the City.
x Expired TCP is not valid and shall not be used. Applicant shall resubmit the expired TCP for approval with
the updated date and time and/or any changes to TCP.
x Applicant must have the approved TCP prior to commencing the work.
x Approved TCP must be at the work site during work hours.
x Signage shall be used to warn motorcyclists/bicyclists of the potential hazards on any uneven surfaced or
slippery road conditions during work and non-work hours.
x Any vehicle, equipment, barricade, or portable tow-away sign used within the work area must display a
company logo or any legally acceptable sign showing the company name, address, and telephone number
at a conspicuous place on the vehicle or equipment.
x At signalized intersections, vehicle detection shall always remain operational, unless approved in this TCP
and notified Transportation Signal Maintenance prior to commencing work.If damage occurs to existing
vehicle detection that is to remain, it is Applicant’s responsibility to replace with video vehicle detection
equipment that meets current City’s standards at Applicant’s expense.
x When not in use, temporary traffic control devices shall be removed or covered immediately. It is the
Applicant’s responsible to cover any temporary traffic control devices when not applicable for the
construction activities. Similarly, when work is suspended for short periods of time, traffic control devices
that are no longer necessary shall be removed or covered. If deemed abandoned, City crews will remove
and may store them at the City’s maintenance shop (3555 NE 2nd Street) for up to sixty (60) days. The City
is not responsible for any private property from City assets and identifying the property owner.
x Applicant is responsible to maintain existing pedestrian accessible routes during work and non-work hours.
At intersections, the work on pedestrian facilities shall be limited to one (1) corner at a time, with the least
possible inconvenience or delay to pedestrians. Pedestrian pushbuttons shall remain accessible at all times,
unless approved pedestrian accessible detour(s) are provided. Accessibility to existing or temporary

pedestrian pushbuttons shall not be impaired. Deficiencies caused by Applicant’s operations shall be
repaired at Applicant’s expense.
x Applicant shall provide complete assistance and accommodation from a dedicated pedestrian escort to all
kinds of pedestrian traffic when sidewalk or walkway is impeded to safely redirect pedestrians around a
work zone.
x Driveway and alley access shall be maintained at all times, also see RMC Chapters 9 and 10 for Street
Closure and Street Excavation for details. Applicant is responsible for coordinating with the property
owners and/or residents prior to commencement of the work.
x Pavement excavation shall be limited to a maximum of one travel lane at a time unless otherwise
approved.
x Accessibility for emergency vehicles shall be maintained at all times.
PUBLIC OUTREACH
x Applicant must notify Transportation Signal Maintenance (425-430-7423) and City inspector (425-430-
7203) at least twenty-four (24) hours before commencing work (lane shift/closure or near a signal)
affecting the vehicle detection.
x Applicant shall notify emergency services (253-852-2121) twenty-four (24) hours before any street closures
or lane closures.
x Applicant shall call Renton School District (425-204-4455) or any public/private agency, including public
transit, to be affected by a temporary lane or road closure a minimum of five (5) working days (excluding
weekends and holidays) prior to starting any work.
x Applicant shall coordinate with King County Metro Transit Construction Information Center (206-477-1140
or construction.coord@kingcounty.gov) for any construction or installation activities affecting transit
operations or facilities. Notification information and guidelines can be found at:

WORKING DAYS AND TIMES
x Normal working days are Monday through Friday. Work on holidays, weekends or at night shall not occur
without City’s approval. For work times between 10:00 p.m. and 7:00 a.m., see Night Work section below
for details.
x Work time begins when any street or travel lane is fully or partially closed. This includes set up and removal
within the traveled way.
x If the City determines the closure hours adversely affect traffic during the work, the City may require to
adjust or reduce the working hours accordingly. Reduced work hours may be required by the City to
minimize traffic impacts for any work located near a school during pick-up and drop-off times or on an
arterial street. (See WSDOT Functional Classification Map:

x Applicant may request the City for consideration of extended or modified working hours. Such request
must be approved by the City before changing hours of work.

x Road and/or sidewalk closure must be evaluated by the City with respect to both the necessity as well as
the impact of the closure to the public. Applicant shall submit detour plans for road closures to
accommodate both motorized and non-motorized users, including accessible pedestrian route(s). Road
closures shall require additional temporary traffic control including advance notification, approach and
detour signage.
x Applicant is responsible to temporarily remove the flags and install bags over the flag holders for any work
requiring the temporary closure of a crosswalk equipped with pedestrian flags. Applicant shall ensure the
bags remain intact and shall replace damaged bags as needed or determined necessary by the City of
Renton inspector. For any misplaced or lost flags, Applicant is responsible to replace at Applicant’s own
expense. Upon restoration of the crosswalk, Applicant shall remove the bags and return all flags to the
holders. Inventory of pedestrian flags must be submitted to the City inspector and reported to City of
Renton Transportation Signal Maintenance (425-430-7423) prior to removal.
UNIFORMED POLICE OFFICERS (UPO) / FLAGGERS
x Any construction activities within one hundred and fifty (150) feet of a signalized intersection shall require
Uniformed Police Officer(s) (UPO) at the traffic signal, unless otherwise approved in this TCP and evaluated
by City Transportation for the impacts of traffic signal operations and safety.
x Flagger and sign placement are subject to revision by the City Inspector on site, if needed to address traffic
or pedestrian safety or travel.
x For TCPs that require the presence of UPO to manage vehicular traffic and pedestrians at signalized
intersections, Applicant shall coordinate with Transportation Signal Maintenance (425-430-7423) at least
twenty-four (24) hours in advance for any signal that will be placed in red flashing mode. Applicant shall
notify Transportation Signal Maintenance when the intersection is back to the normal traffic signal
operations.
TEMPORARY TRAFFIC SIGNALS OR TRAFFIC SIGNAL MODIFICATION
x Temporary traffic signal programming or modification requires a minimum fifteen (15) working days for
each traffic signal controller to be programmed and tested by City Transportation staff before starting the
work. The Start Date on this TCP shall reflect the time for temporary traffic signal programming or
modification.
TEMPORARY NO-PARKING
x Applicant must post notice of date(s) and time(s) of Temporary No Parking Zone with signs at every
hundred (100) feet at least seventy-two (72) hours in advance of effective date and time.
x Applicant is responsible to show on the TCP the limits of Temporary No Parking Zone, identifying barricade
locations for vacate parking or curb lane usage. The cover sheet of this approved TCP form must be
attached to each Temporary No Parking Sign on the project site.
x Two travel lanes (one for each approach) must be open at all times on arterial streets unless approved in
this TCP.
NIGHT WORK
x Between the hours of 10 p.m. and 7 a.m., approved Noise Variance shall be required (See Section RMC 8-7-
8) for night work. Process may take up to twelve (12) weeks. More information can be found at
https://www.rentonwa.gov/City-Services/Permit-Center/Land-Use-Development/Noise-Variance.
x City may require night work for TCPs that have severe traffic impacts on arterial streets.

x Night work shall always be required if two lanes of traffic (One for each approach) cannot be maintained
on an arterial street.
x Night work shall be required if an evaluation of existing traffic volumes and patterns finds that any TCP will
functionally reduce an arterial or high-volume collector street to only one lane of traffic.
x The following configurations may require night work:
Work at traffic signals that requires shifting one direction of traffic into a left turn pocket where a high
volume of left turns occur.
Work at traffic signals that requires shifting two directions of traffic into left turn pockets.
Work at traffic signals that requires shifting high-volume left-turn movement into a through lane on a
single approach to the intersection.
Work at signals that requires shifting left-turning traffic into a through lane on multiple approaches to
the intersection.
x If City’s initial TCP review finds that night work is required, a pre-construction meeting is mandatory to
confirm the extents of the work required, the duration of work, anticipated noise levels, and any potential
alternatives to mitigate the impact of night work to adjacent residents prior to review and approval of the
TCP.
TRAFFIC CONTROL PLAN (TCP) FORMAT
x TCP must be site and project specific. The TCP shall clearly indicate all existing transportation facilities
impacted by work including roads, bike lanes, sidewalks, transit stops, and driveways. Typical drawings,
taper tables and MUTCD illustrations, by themselves, are insufficient.
x Each construction phase shall be provided with appropriate work zone traffic control. The impacts of utility
relocation, traffic delays, detours and capacity restrictions must be considered and addressed. A suitable
sequence of construction activities must be discussed with City Staff prior to fully developing TCPs based on
the complexity of a project.
x TCPs shall be clearly labeled as separate plans to identify the construction sequencing during each phase
when more than one TCP layout is submitted.
x TCP must be submitted with an electronic copy of TCP layout(s), on 11” X 17” paper size PDF format, which
consist of:
Map(s) showing the location of the project and work area.
All fonts shall be legible and a minimum 10-point font size.
All symbols of viewing or printing shall be clear and contrasting.
All streets shall be labeled, and layout must include a north arrow and scale.
Must show channelizing devices, signing, flagger locations, barricades, PCMS boards, etc.
Show locations where the standard traffic control plans are applied.
