Dear Hector,
The Planning Division of the City of Renton accepted the above master application for review on July 8, 2025.
During our review, staff has determined that additional information is necessary in order to proceed further.
The following information will need to be submitted before October 21, 2025 so that we may continue the review
of the above subject application:

See attached comments from Planning.
At this time, your project has been placed “on hold” pending receipt of the requested information. The maximum

I have reviewed the application for Oasis Home Daycare located at 4508 NE 4th Street and have the
following comments:
The following comments represent additional information or corrections that are required to
be made:
1.The site plan does not address the septic sewer system decommissioning and new 6-inch
sewer stub. This will need to be done prior to land use acceptance.
2.The new sewer stub work will occur in the 100-year flood plain which triggers Targeted
Drainage review. A new TIR addressing all applicable core requirements per the 2022
RSWDM will need to be provided.
3.The 100-year floodplain needs to be shown on the site plan.
The following comments represent additional information or corrections that should be made
when considering site layout:
1.ADA compliance needs to be demonstrated within the parking lot. If the existing pavement
is not compliant, it will need to be regraded to meet ADA standards. This could increase
impervious surface and trigger more stormwater requirements.
2.One of the driveways will need to be removed and restored as sidewalk. This will increase
impervious surface area calculations and need to be addressed in the storm drainage
report.
3.A separate water meter will need to be proposed for the trailer.
4.Total land disturbing activity including the new sewer stub and decommissioning of the
septic will need to be included in the new TIR.

I have reviewed the application for Oasis Home Daycare located at 4508 NE 4th Street and have the
following comments:
The following comments represent additional information or corrections that are required to
be made:
1.Ensure all site plans properly identify the proposal.
2.It is unclear if fencing would meet requirements as a fence or retaining wall design was not
provided. Proposed fencing or retaining walls would need to meet fence or retaining wall
requirements. Include fence or retaining wall materials, colors, and architectural design.
3.Address the access within the site plan. There shall be no more than one driveway for each
one hundred sixty-five feet (165') of street frontage serving any one property or among
properties under unified ownership or control. Driveways shall not be closer than five feet
(5') to any property line.
4.The parking analysis is to include the total number of parking spaces required and provided,
number of compact and “ADA accessible” spaces provided, and parking space
dimensions.
5.For parking stalls A minimum and maximum of 1.0 for each employee and 2.0 drop-
off/pick-up spaces within 100 feet of the main entrance for every 25 clients of the program.
(One of the proposed ADU stalls may be a pickup/drop off stall, however, four (4) parking
stalls are required for pick-up and drop off based on the proposal.
6.All parking areas will be required to meet surface parking lot requirements to include
minimum drive aisle width, parking stall size, landscaping etc.

7.Provide square footage of landscaping for each area, for interior parking lot landscaping,
and total.
8.Screening detail for Refuse and Recycling is required: A detailed plan drawing, prepared to
scale, showing location within property boundaries, heights, elevations, and building
materials of proposed screening or of proposed plantings.
9.The project narrative is not complete – please refer to the submittal requirements.
10.The site plan needs to identify the following:
-Total square footage of existing natural/undeveloped area;
-Total pavement square footage, both existing pavement to remain plus new pavement
proposed to be installed;
-Square footage of any on-site wetlands;
-Provide the specific sq. ft. of the proposed playground on all submittal items
-Ensure the site plan matches what is proposed on all submittal documents including the
trip generation assessment.
-Provide location and dimensions of all easements referenced in the title report with the
recording number and type of easement (e.g. access, sewer, etc.)
-Provide building setbacks on the site plan
