On 07-21-2025 at approximately 1659 hours I was conducting routine patrol when I observed various automotive debris in the intersection of Airport Way S and Shattuck AVE S. Just north of the intersection, I observed a vehicle, WA/CER9938, which appeared to have been involved in a collision as there was significant front-end damage. I contacted the vehicle, unit 2, and the driver who was identified via WA dol photo as Michael T. Stuart (04-03-1999). Unit 2 had sustained significant front-end damage. Michael advised that his head was in pain from striking the roof of the vehicle. Michael advised that he was travelling north on Shattuck AVE S and making a left turn to travel west on Airport Way S through a green light. Unit 1 was travelling east on Airport Way S when they ran a red light in front of unit 2, causing unit 2 to strike unit 1. Michael verified that unit 1 made no effort to stop or exchange information with him and advised that he wishes to press charges for hit and run. The Fire Department responded, and Michael was cleared medically on scene. Unit 2 was inoperable, and Gene Meyer's towing arrived to tow the vehicle. A witness, identified via WA DOL photo as Karen L. Langlois (02-01-1955), stopped to assist Michael. I contacted Karen and she advised that she was positioned behind unit 2 on Shattuck AVE S with a green light. Karen observed unit 1 travelling east on Airport Way S and run the red light which caused the collision. She then observed unit 1 flee the scene eastbound on Airport Way S. Another witness, identified via WA DOL photo as Wesley A. Shuler (01-27-1968), was also positioned behind unit 2 and relayed a similar account of the collision. Wesley's wife, Marit Shuler, captured a photo of unit 1 before it fled the scene. The photos were uploaded to the case file. While I was on scene at the collision, another reporting party, identified via WA DOL photo as Rachel T. Reynolds (03-24-1977), called advising that she was following unit 1. Officers conducted an area check and located unit 1 which had front passenger side damage. Officers initiated a traffic stop on the vehicle, WA/D43163D, at 404 Sunset Blvd N. The driver was identified via WA DOL photo as Antonio Robles Mendez (02-28-1994). Officer Catalan spoke with Antonio, and he admitted to being the driver involved in the collision. A return on Antonio revealed that his drivers license was suspended in the 3rd degree. Antonio did not have insurance on the vehicle, and he had not transferred the title since it was purchased on 02-16-2024. Officer Watson contacted Rachel who advised that she maintained visual of unit 1 from the time of the collision to the time it was contacted by police. See Officer Watson's supplemental report for additional details regarding his contact with Rachel. The damage to unit 1 and unit 2 was consistent with Michael's and each witnesses' account of the collision and therefore I am led to believe that unit 1 running the red light was the proximate cause of the collision. Antonio was placed under arrest for misdemeanor hit and run and driving while license suspended in the 3rd degree. Antonio was also cited for operating a motor vehicle without insurance, failing to obey traffic signal, and failing to transfer the vehicle's registration. Officer Catalan transported Antonio to SCORE jail where he was booked on the aforementioned misdemeanor crimes. There is probable cause to arrest Antonio Robles Mendez (02-28-1994) for the following: Misdemeanor hit and run by fleeing the scene of a collision without making any effort to exchange information. Driving with a suspended driver's license in the 3rd degree by operating a motor vehicle at a time his license was suspended in the 3rd degree.
