DLState DLExp Address Primary Phone&Type AdditionalContact Number&Type Additional Contact Number&Type Race Sex DOB- Height Weight Even Hair Collision 2025-00006128 Paqe 2 OF 4 Case Number 2025-00006128 Officer Narrative Narrative On 07/16/2025, at approximately 1605 hours, I was dispatched to a hit and run report at SE 184TH ST/120TH AVE SE in the City of Renton, while I was employed as a uniformed Patrol Officer for the City of Renton, County of King, State of Washington. The reporting party advised that he is an Amazon delivery driver and that his vehicle was hit about 5 minutes ago. The suspect is GOA and did cause damage to his Amazon van on the driver's side mirror. I spoke with the reporting party, identified by his WADOL photo as FRANDSEN,AUSTIN JOHN (DOB 08/09/1998).Austin described the vehicle as a blue colored 2020 Ford Transit bearing a WA plate C72756T registered to STAVE DELIVERY LLC.The vehicle is an Amazon delivery van, and he was delivering packages at this time. Austin said he was on SE 184th St, parked on the south side of the street, blocking a resident's driveway and the street facing eastbound with hazard lights on. He said that while he was out of his vehicle, delivering a package across the street, he heard a loud bang,turned around, and saw what he described as a 2017 BMW X5 Series bearing a WA plate CCM5281 registered to PATU, PAUL HAVILI (DOB 02/25/1972) and PATU, SHANTEL MARIE (DOB 05/09/1974), who I later identified by their WADOL photo, drive past his van. He said he then saw the BMW stop in the middle of the intersection, and he started flagging her down.Austin described a black female with a tighter skin tone, built skinny, approximately 5'8", who looked to be in her mid-30s,with black hair and wearing a pink top, stepping out of the vehicle.Austin then advised her that she had hit his van.The female then provided her with what he believed to be a registration for the car and told him to take a picture of it, and that she was in a rush to go somewhere. He tried telling her that she would have to remain there until he called his supervisor. She would tell him she couldn't and then got into her vehicle and left the scene. However,Austin was able to get a photo of her license plate.Austin claimed that the BMW should have damage to the front right side of its vehicle. Austin can identify the female. He has already notified his Company about the accident. I will send a community link to request that they upload a video from their dash cam of the incident. He also provided photos of the damage to the van,which will be uploaded as evidence. She is the daughter of the ROs. She advised that she believed she had never hit the Amazon van. I asked her if she felt any movements in her car or heard anything when she drove by, and she said no. Patu only saw a person flagging her down from her rear-view mirror and stopped at the middle intersection. As she got out of her vehicle,the mate told her that she had just hit his van and damaged his mirror. She was confused about his claim because she said that there was no damage to her car. She then offered him her insurance and advised him to take a picture of it. He requested that she wait,to which she replied that she couldn't because her child needed to use the bathroom. She then left the scene. Patu mentioned she was going to come back because her mother told her to. Patu showed me pictures and videos of her BMW, and I could not observe any damage on it. All videos and photos will be uploaded as evidence. However, Patu's return shows she is suspended from driving in the 3rd degree. She was unaware of her suspension and said her parents would never let her use their car. Patu was cooperative and provided photos,videos, and answered all my questions. Based on my investigation, I believe that a hit-and-run incident did not occur, but rather a miscommunication and a lack of evidence to prove otherwise. This concludes my report.
