25-6143 ACC
On 7/17/2025 1 was working as a uniformed patrol officer and driving a marked patrol vehicle for the
City of Renton. I was dispatched to a report of a two-vehicle collision with no injury near the
intersection of Shattuck Ave S and S Grady Way Renton/King/WA. The caller was reporting that they
were able to move from the roadway and damaged was over$1000.00.
I arrived on scene and located Unit 1, a white 2017 Honda Civic WA/BZP8129, the driver was
identified by his WADL as Franklin V Fejarang DOB: 2/23/1972. Franklin said that he was in the left
turn lane from eastbound S Grady Way attempting to turn in the private lot on the south side of Grady.
He said that the #2 and #3 lanes were stopped for traffic and the #1 lane was clear. He said that he
was flagged through by another driver stopped for traffic, so he started his left turn. Once he crossed
into the #1 lane, he was struck on the passenger side rear door/quarter panel area by Unit 1. There
was extensive damage to this area on the Honda and the side airbags had been deployed. Franklin
advised he was not injured, and his vehicle was towed by Gene Meyers Towing.
I spoke with the driver of Unit 2, a white 1998 Ford Ranger WA/C47776J, identified by his WADL as
Efrem D Howard DOB: 3/27/1969. Efrem said that he was driving eastbound in the #1 of Grady when
Unit 1 turned in front of him. There was damage to the front bumper and grill area of the Ford and
Efrem said he was not injured, there was no airbag deployment. Unit 2 was drivable and was able to
leave the scene.
I completed Sector citation #5A0563869 for RCW 46.61.185.1 Failure to Yield Left Turn Motor
Vehicle for Franklin. This citation should be mailed to him.
The definition of RCW 46.61.185.1 is as follows:
The driver of a vehicle intending to turn to the left within an intersection or into an alley, private road,
or driveway shall yield the right-of-way to any vehicle approaching from the opposite direction which
is within the intersection or so close thereto as to constitute an immediate hazard.
