Unless otherwise noted, all events took place in the City of Renton, in the County of King, in the State of
Washington.
This report is a summary of events that occurred and is not an exact sequencing of events.
On 07/24/2025 at approximately 2215 hours I was dispatched to a recent hit and run that occurred in the
intersection of Talbot Rd S and S Grady Way in the city of Renton, King County, WA.
I contacted the victim driver, identified by his WADL as Osman,Abdiqani DOB 06/06/1974 who informed me
he was driving his silver Toyota Sienna with WA LIC ABD5054 north on Talbot Rd S in the far left turn lane with
the intention of proceeding through the light to turn left (west) on to S Grady Way. He stated a Ford Escape
with WA LIC AZN6316 driving southbound on Tablot Rd S came into his lane, hitting him in his front bumper.
The vehicle then backed up and proceeded to drive away south on Talbot Rd S.
I asked Osman if he could see who was driving and he told me it was a female driver. He also had a photo of
the car, it's license plate, and was able to also see that it was a female driver. A DOL records check for the
suspect vehicle showed a registered owner as Riley, Marcia L DOB 05/28/1953. Officer Smith was able to
locate a phone number for Riley who informed her she was in fact driving her car and confirmed the vehicle
make and model. Looking at Riley's DOL photo it did appear to match the photo that Osman was able to take
of the suspect driver.
Osman was able to take a pictures of the suspect vehicle, license plate, and the suspect Riley behind the wheel
of the Ford Escape. He submitted these photos via Axon.
Photos of his vehicle were taken with my department issued cell phone and uploaded to Axon.
Because Riley informed Officer Smith she was driving her vehicle in Renton,the photo of her behind the wheel
provided by Osman of the vehicle, and the photo matching Riley's DOL photo, I found probable cause to cite
her for RCW 46.52.020 duty on striking an attended car or other property(hit and run)for running into the
Osman's silver Toyota Sienna with WA LIC: ABD5054 and not stopping to exchange or provide personal
information.
Riley was cited via the prosecutors queue under Sector citation#5A0090696.
This incident occurred in the sCity of Renton,King County,Washington State.
