Officer Narrative
Narrative
On 07/28/2025, at approximately 0738 hours, I was dispatched to a hit and run report at 4009 NE
5TH PL in the City of Renton, while I was employed as a uniformed Patrol Officer for the City of
Renton, County of King, State of Washington. The reporting party advised that his vehicle was hit
about 10 minutes ago. Suspect is GOA and will be waiting for in-person contact.
I contacted the reporting party by phone, identified by his WADOL photo as NGUYEN, DIEN KIM
(DOB 07/20/2000) (Unit#2). Dien was driving his gray 2013 Mazda MX-5, bearing WA plate
CPK7124,which was registered to him. Early this morning,while leaving his driveway and
entering NE 5th PL, he advised that he was slowly pulling out, headfirst, of his driveway when he
was struck by Unit#1. He said Unit#1 continued driving, and he did not observe the vehicle
attempt to slow down or stop. Dien stated he felt the impact of his car being hit and could hear it
too. His vehicle had minor damage on the front bumper but was still drivable.
A dash camera video and photos of the vehicle and incident provided by Dien show a white
colored 2019 Honda Civic bearing a WA plate BZH7545, registered to, identified by their WADOL
photo as ARCED, MARCOS VICTOR (DOB 04/30/1978) and ARCED, KAILA MICHELLE LIAM (DOB
05/17/1997), striking his vehicle as he was pulling out of his driveway.The video does not show
who the driver was, as the windows were tinted. However, Kaila's return shows clear, but
Marcos's return shows he is suspended in the 3rd.The driver's identity remains unknown at this
time.
It is unclear whether this was a hit-and-run, as the Unit#1 driver may have been unaware that he
had struck a vehicle and did not exhibit any signs of knowledge of the accident. However, if
Marcos was driving, it is possible that he was aware of the incident and was trying to avoid it due
to his suspension in the 3rd, but there is no proof that he was driving.
Dien wants to press charges if the suspect is identified.
Photos and videos are uploaded as evidence.
