Subject: Street Frontage Improvements Deviation Request
Dear City of Renton:
I am the Civil Engineer for the Walker Auto Dealership project located at 3400 East Valley
Road, Renton, WA 98057. Ann Fowler provided detailed frontage improvement requirements
for the project in her Pre-Application Conference Summary letter dated March 21st. This
summary identifies East Valley Road as a Collector Arterial Street with existing ROW having a
width of 85 feet. Frontage improvement requirements include, but are not limited to, a paved
travel width of 41 feet, .5 feet wide curbs, 8 feet wide landscaped planter, 8 feet wide
sidewalks, and 2 feet wide clear width back of sidewalk . The required minimum ROW for a
three lane collector is 94 feet. Street lights and drainage improvements are also required.
In accordance with the City of Renton Submittal Requirements Modifications packet, I
respectfully request permission to deviate from the aforementioned street frontage
improvement requirements because they would not be harmonious with existing street
improvements located adjacent to the subject property. Instead I request permission to
maintain the existing 0.5 foot curb and gutter, and to provide behind the curb an 8 feet wide
landscape planter, a 6 feet wide sidewalk, and a minimum 2 feet clear width back of sidewalk.
No ROW dedication would be required. The proposed frontage substantially implements the
policy and objectives of the Comprehensive Plan Land Use Element and Community Design
Element and would be harmonious to the surrounding area. Based on engineering judgement,
the existing pavement and curb are safe, functional, environmentally protective, easily
maintainable, and maintain the appearance of the surrounding parcels. The proposed
improvements will not be injurious or create adverse impacts to other properties in the vicinity
as almost all property located in the proposed area of East Valley Road have similar frontage
improvements. There is no indication that the storm drainage system or lighting located at East
Valley Road needs to be improved.
